Phase 1 - 75D301-18-R-67985 Questions and Answers

1. Page 41 of the Solicitation states: “The required acknowledgement of any Amendments to the Solicitation shall not count against the 25 page limit. Each printed side of a sheet of paper in the proposal, including the optional SF 1442, will count against the page limit.” Can you confirm the ‘required acknowledgement of any Amendments’ is referencing a completed SF 1442 and it does not count against the 25-page limitation?

ANSWER: The acknowledgment of Amendments does not count against the 25-page limit.

1. Does the CDC require a SF 330 to be completed by the A/E team? If so, which disciplines need to be included and will the SF 330 count towards the 25-page limitation?

ANSWER: Use of the SF-330 is optional. As such, it is up to the Offeror to determine which disciplines are included.

1. Section 2 – Technical Approach in the evaluations factors for award requests the proposal shall clearly indicate how the offer expects to meet the major staging, phasing, and utility relocation challenges. As this is a phase 1 response, and the project criteria is not yet clearly defined, is it the governments expectations for the offeror to address its general approach in narrative form, with a detailed solution to be provided in the Phase II response.

ANSWER: Yes, it is the government’s expectation for the offeror to address its general approach in narrative form, with a more detailed solution in Phase 2.

1. Section 1 – Past performance in the evaluations factors for award indicates that experience with Laboratory design and construction will be given preference. Is this correct for this project?

ANSWER: That is correct for this project.

1. Will a Z-folded 11x17 page for the organization chart be counted as one page or two pages?

ANSWER: A Z-folded 11x17 page for the organizational chart will count as one page if printing is only on one side of the page. If printing is on both sides of the 11x17 page for the organizational chart, it will count as two pages.

1. Does a cover letter count towards the 25 page limit?

ANSWER: Per the solicitation, Phase I Proposals shall include a durable cover page which does not count against the 25 page limit. The cover letter is simply used as a transmittal document and will not to be used as evaluation criteria. It will not count towards the 25 page maximum.

1. Is use of the SF 330 required or optional?

Use of the SF-330 is optional. If used, the SF-330 does count toward the 25-page limit.

1. Please clarify the estimated contract amount of this project.

ANSWER: Per page 4 of the Phase 1 Solicitation, the range is between $100M and $150M.

1. Do our relevant project examples require us to showcase projects with a contract value larger than $25 million, or can the projects be of similar size and scope?

ANSWER: Per the solicitation: Relevant past projects are defined as prior contracts that meet both of the following two criteria: A. Contracts for construction of Facilities having a contract value greater than $25M where the D-B contractor team and/or joint venture partner(s) performed the majority of the work as a prime contractor, or in the role they will be performing on this contract. B. Contracts that illustrate the D-B contractor’s ability to design and construct concurrently for different aspects of the project.

1. There is a line under Past Performance stating “Preference will be also given to a D-B team or Joint-Venture partners that previously worked together on past Design-Build projects that included laboratory design and construction. Should we include past laboratory experience?

ANSWER: If the Offeror wishes that past laboratory experience be considered, then the Offeror should include it as part of the proposal.

1. Should we add a resume for a lead interior designer for this project (listed on pg. 43)?

ANSWER: If the Offeror wants the resume for Lead Interior Designer to be evaluated as part of the proposal, then the Offeror should include it.

1. Please clarify page 2 of the RFP. Are you asking for pricing at this time during phase I?

ANSWER: Pricing is not a part of Phase 1. Phase 1 is for past performance and capability information only.

1. Are other means of proposal binding acceptable other than spiral binding such as thermal binding, 3-ring binder, etc.?

ANSWER: Please follow guidance provided in the solicitation.

1. Can you tell us what is driving the schedule for a September 2020 opening? We’re not sure how to evaluate it without knowing the extent of the work outside the parking deck.

ANSWER: The proposed parking deck at the Roybal Campus must be completed before construction can begin on the proposed High Containment Continuity Laboratory. Other aspects of the overall project are not subject to this constraint. Further details will be provided in Phase 2.

1. Other than the photovoltaic parking shelters will there be any other sustainable features required to be incorporated into the project? Are the photovoltaic parking shelters to supply power to the deck only or are there additional power requirements that need to be met?
