a. New requirement
2. If available, can you please send along the incumbent contract number?
a. n/a
3. Can the Government please provide an anticipated dollar amount that should be included for travel each year?
a. $10,000
4. Can the travel be a separate T&M CLIN?
a. Yes
5. Can the Government consider adding a “surge” optional CLIN that is T&M that can be exercised (assuming funding and need exist)? This would give the Government flexibility for additional labor in the event that extra or unplanned effort is needed, particularly around exercise execution and evaluation periods.
a. I believe surge is addressed through the 5 controller evaluators at 4.7.4
6. Regarding “Controller-Evaluators” (4.7.4), can the Government please clarify if these 5 individuals are intended to have subject matter expertise (expert-level) in their fields?
a. Yes, per 4.7.4.2.
7. We assume the expectation is to deliver two documents – the Technical Quote, to be evaluated by the criteria laid out in the instructions (15 pages), and the Price Quote. Is there a page limit or other content restrictions for the Price Quote?
a. No.
8. Will the government confirm whether the referenced “budget spreadsheets” is meant to reference the provided “Combined_Synopsis_Solicitation_75D301-18-Q-69148” CLIN breakdown Word document? If not, will the government provide the budget spreadsheets, or should vendor create the spreadsheets?
a. Budget spreadsheet is referring to budget spreadsheets potentially created by the offeror, and included in the technical quote.

a. Yes
10. Can the government confirm the type of clearance that is required for each Role/Position (Exercise Lead, Exercise Planner, Evaluation Lead, Controllers/Evaluators) within this solicitation?
a. Not required
11. Will the government confirm whether clearances are required for each role/position at the time of proposal submission, upon award, or within a specified timeline after award?

13. Evaluation seems duplicative of the Similar Experience criteria as it is included in the technical approach, the similar section experience sections, and the past performance section. Would the government consider removing the criterion for Similar Experience under the Technical Approach and clarify the difference between similar experience and past performance?
a. Past performance is focused on any and all contracts performed within the past three years that can demonstrate how well an offeror has performed on their contracts of similar scope, size and complexity to the requirements. Similar experience is focused on whether an offeror has performed work of a similar scope, size and complexity.
14. Are the drills, seminars, workshops, tabletops, and exercises intended strictly for internally CDC audiences or will they involve audiences and stakeholders outside of the agency (e.g., state and locals, other agencies, partner organizations, etc.)?
a. May involve external partners.
15. Evaluation criteria of Technical approach and staffing and management plan seem to overlap with a staffing matrix to describe the qualifications and staff in Section C and task 4.7 asking the contractor to provide individuals to fulfill the described positions. Will the government consider changing the evaluation criteria or clarifying the difference in the requirements?
a. We do not see the conflict of the written materials
16. Some exercises may require the purchase of materials/supplies for their successful conduct, an expense that cannot be predicted until they are planned. Will the government cover the cost of these materials or provide additional funds to the contractor once these are determined?
a. Yes
