STATEMENT OF WORK

Title: Isilon Hardware Maintenance

SECTION 1 – BACKGROUND

High throughput sequencing and other data-intensive laboratory technologies represent the cutting edge of public health laboratory science. The Centers for Disease Control's Office of Advanced Molecular Detection manages the agency's High Performance Computing Center of Excellence, which includes extensive computing, network and storage resources to support CDC's scientific and public health mission. These high performance computing resources are used by the majority of CDC's infectious disease programs for pathogen surveillance, outbreak investigations and applied public health research.

The core infrastructure for this environment includes approximately four (4) petabytes of high-availability multi-tier storage, consisting of EMC Isilon NL storage nodes and an Avere FXT caching and acceleration cluster. Support and maintenance for these systems is necessary to ensure that they continue to meet the agency's requirements for high-levels of performance and reliability under high demand, and ongoing compliance for data integrity and security.

SUBSECTION A – DEFINITIONS

SECTION 2 – PURPOSE

The purpose of this procurement is to renew qualified systems maintenance for 28 Isilon NL400 storage nodes.

SECTION 3 – SCOPE OF WORK

The contractor will provide level of support listed for the following hardware and software. Proposals must include manufacturer-approved support for EMC/Isilon NL storage units and the Avere FXT cache/accelerator cluster nodes. Proposals must include plan to integrate and coordinate support for these components as a unified service and support offering.

1. Enhanced Software Support - EMC / Retrospect - 201-0302 - Isilon Enterprise Application Bundle for Upper

2. Enhanced Hardware Support - 851-0149 Switch Intel IB QDR 48 Port 2PS 5U(x2)

3. Enhanced Hardware Support with Parts Retention (x28)

SECTION 4 – TASKS TO BE PERFORMED

1. The contractor shall provide Isilon Software Support – Enterprise Bundle (Tier 4) providing maintenance, minor, and major releases of Isilon Software available through the web or as shipped media.

2. The contractor shall provide Isilon Technical Support – Phone, Email, and Web Support providing direct access to Isilon technical expertise, problem resolution support, and critical problem escalation 24 hours a day, 365 days a year.

3. The contractor shall provide dell.com online tools and resources – Registered access to dell.com website which provides logon access to product and technology information and advanced support pages featuring technical tips, configuration examples, and online support tools and utilities.

4. The contractor shall provide Hardware replacement support – 24x7x365 Next Day hardware replacement for hardware failures where replacement is necessary to bring the equipment back to normal working condition.

SECTION 5 – GOVERNMENT FURNISHED MATERIALS

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

Although the Government may provide sporadic or occasional instructions within the scope of the contract, the Contractor is responsible for control and supervision of its employees. (c) The Contractor shall ensure that all of its employees and subcontractor employees working on this contract are informed of the substance of this clause. The Contractor agrees that this is a non-personal services contract; and that for all the purposes of the contract, the Contractor is not, nor shall it hold itself out to be an agent or partner of, or joint venture with, the Government. The Contractor shall notify its employees that they shall neither supervise nor accept supervision from Government employees. The substance of this clause shall be included in all subcontracts at any tier.

(d) Nothing in this clause shall limit the Government's rights in any way under any other provision of the contract, including those related to the Government's right to inspect and accept or reject the services performed under this contract.

(d) In accordance with 5 CFR part 1315 (Prompt Payment), CDC's Financial Management Office is the designated billing office for the purpose of determining the payment due date under FAR 32.904.

(a) The Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds. No person other than the Contracting Officer can make any changes to the terms, conditions, general provisions, or other stipulations of this contract.

(b) No information, other than that which may be contained in an authorized modification to this contract, duly issued by the Contracting Officer, which may be received from any person employed by the United States

Government, or otherwise, shall be considered grounds for deviation from any stipulation of this contract.
