Background:
Under the Department of Health and Human Service, CB is a component of the Administration for Children and Families’ (ACF) Administration for Children, Youth, and Families (ACYF).
CB provides national leadership and direction in planning, managing, and coordinating the administration and financing of a broad range of comprehensive and supportive programs for vulnerable children and families funded primarily through titles IV-B and IV-E. These programs, largely, are carried out by public, private and local agencies and are intended to promote stability, economic security, responsibility, and self-sufficiency. While federally funded human service programs are administered at the state, tribe, and local levels, ACF is responsible for approving, monitoring, and certifying that its programs are being administered as intended by law and regulation, and that the expenditure of federal funds is appropriate.
Purpose and Objectives:
The purpose of this contract is to secure professional technical resources to support federal efforts to provide technical assistance and guidance to state and tribal child welfare automation project and program staffs. Considering the ever-changing complexities of the Title IV-E program, CB has identified a need for various types of technical assistance to support state, tribal and local agencies’ efforts to design, develop, implement and operate child welfare information systems. This technical assistance will assist states, tribes and local agencies to implement efficient, economical, and effective information systems that support their unique business needs and program practice models.
CB approves, monitors, and conducts reviews of title IV-E agency automated Child Welfare information systems and development projects. As child welfare program needs continue to evolve, technical assistance to improve data quality and automation for the National Youth in
Transition Database (NYTD), Adoption and Foster Care Analysis and Reporting System
(AFCARS), IV-E Primary Prevention Program, Child and Family Services Review (CFSR) and
Comprehensive Child Welfare Information Systems (CCWIS) is critical. In addition, technical assistance and guidance to states and tribes planning and implementing child welfare information technology solutions remains a top priority to support child welfare service delivery, as well as technical assistance that may be needed to support new programs, policies or child welfare laws.
The technical assistance will provide guidance to increase the accuracy, consistency, completeness, integrity, and timeliness of data collected, maintained, and used by these agencies.
The data collected and maintained by these agencies will ultimately be used for administering their programs, be shared with other agencies, and/or submitted to the federal government as mandatory and voluntary reporting requirements. The technical assistance provided will also address the usability of information systems, the design of the system components, the technologies employed, and the process for exchanging information between various information systems. Technical assistance will also include the development of the policies and processes that CB will use to monitor and evaluate the information systems implemented by states, tribes, and local agencies.
Capabilities Sought:
CB intends to provide states and tribes with focused and highly proficient technical resources that can offer guidance and technical assistance to help address or solve both unique and common issues that state and tribal staffs encounter with their information technology projects.
Note: The Government anticipates utilizing prior experience as a significant evaluation factor during the RFQ process. Responses to this SSN shall include experience in child welfare programs and child welfare information systems.

Within DSS, early CCWIS reviews targeted complex aspects of the rule such as IT modular design, data quality and program alignment, and revealed significant problems states must resolve proactively to meet program needs and regulatory requirements. In addition, states and tribes have experienced increasing challenges in meeting Federal requirements for Federal data reporting such as
AFCARS 2020 data submissions.
This task will require the offeror to provide resources with relevant expert skills to perform work, such as the activities described below, in a timely manner. The offeror’s staff will develop various technical assistance products related to the service. Task # 5a Expert Technical Staff Resources to Support DSS
Task # 5a accommodates the needs specific to DSS work and its technical assistance delivered to states and tribes. States and tribes have the option to build child welfare systems under CCWIS rule 45 CFR §1355.52-58. CCWIS systems impact the health and safety of vulnerable youth at risk of abuse and neglect. DSS must ensure systems are designed and implemented to meet the needs of these populations as well as the regulatory requirements for CCWIS and title IV-E
Federal financial participation. DSS provides technical assistance proactively to states and tribes to reduce the likelihood, and resolve, system implementation challenges in meeting program needs and regulatory requirements. It is critical resources are available to provide monitoring and technical assistance oversight on these large, expensive, and complex technology projects to ensure the child welfare program is adequately supported. It is critically important as needed resources are available to assist states with reducing project risks before compliance findings and cost overruns.
To support these services, the offeror shall provide 12,000 hours of expert level support. Since the needs of states and tribes can be strongly influenced by factors such as state/tribe leaderships’ changing priorities/practices/policies, funding, available staffing, and complex IT system development or modernization efforts, the resource hours may be re-allocated based on CB technical service needs, consultation with the offeror Manager and with the approval of the COR.
The 12,000 resource hours may be allocated as:
