About this file
This is a Sole Source Justification (SSJ) for a bridge modification to an existing federal services contract under the General Services Administration (GSA).
The Administration for Children and Families (ACF), Office of Human Services Emergency Preparedness and Response (OHSEPR), seeks to extend Repatriation Evaluation Support Services with Deloitte Consulting LLP for six months (September 30, 2026 – March 29, 2027) under existing GSA Multiple Award Schedule Contract 47QRAA18D001P, Task Order 75ACF121F80033. The modification provides labor and travel support to maintain continuity of the U.S. Repatriation Program, which serves an estimated 600 to 1,000 eligible returning U.S. citizens annually. Services include program-specific operational support, interagency partner engagements, tactical programmatic maturity assessments, finance and reimbursement training to state and local partners, and lessons-learned integration from recent real-world repatriation events. The justification cites urgent and compelling need under GSAM/R 538.7104-3(b)(1)(i), emphasizing that competitive procurement would create unacceptable delays and transition gaps that would impair national operational readiness. Market research documented in a separate report dated August 26, 2026, concluded that the incumbent is the only source with immediate readiness and extensive program-specific knowledge to avoid service interruption. The original task order was competitively awarded on September 20, 2021, for a total value of $9,145,577.15 (base plus four 12-month options). The Contracting Officer determined the modification represents best value and fair pricing based on benchmarking against GSA MAS rates. The government commits to conducting comprehensive market research across government-wide acquisition vehicles and GSA MAS during the bridge period to support a fully competed follow-on procurement by March 29, 2027, including small business socioeconomic set-aside evaluation and refinement of performance requirements.

reimbursement training to state, local, and non-governmental partners in alignment with the U.S. Repatriation Program Finance and Operational Guidance.
4. Authority Cited and Rationale: Authority of the FSS Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.); Title 40 U.S.C. 501, Services for Executive Agencies, as implemented at RFO FAR 8.4 and GSAM/R 538.7104-3(b)(1).
a. GSAM/R 538.7104-3(b)(1)(i)- The need is of such unusual urgency that following the procedures would result in unacceptable delays in fulfilling that need.
Pursuant to GSAM 538.7104-3(b)(1)(i), an urgent and compelling need exists to ensure uninterrupted Repatriation Evaluation Support Services for OHSEPR, thereby maintaining national operational readiness for the U.S. Repatriation Program. Recent real-world repatriation events and evolving operational demands have created a critical requirement to update procedures, coordinate with interagency partners, and integrate lessons learned into program operations. Initiating a standard competitive procurement before the current period of performance end date would result in an unacceptable delay, as transition activities like onboarding, system familiarization, mission-specific training, and technical handoff cannot be accomplished within the limited time remaining and are not scoped under the expiring order.
Any lapse or transition gap would materially impair the Government’s ability to maintain intake readiness, execute emergency operations, and provide essential support services to an estimated 600 to 1,000 returning eligible U.S. citizens annually, as well as surging cohorts during active international crises. The requested period of performance extension is strictly limited to the minimum duration required to sustain continuity of operations, complete targeted site engagements, and finalize program updates informed by recent incidents, thereby mitigating risk to federal and partner operational capability. During this bridge period, OHSEPR and the Contracting Office will advance all necessary steps to secure a fully competitive follow-on action including completing market research, refining requirements, and developing a comprehensive Performance Work Statement to ensure a timely and compliant competitive award prior to the conclusion of the urgent need and the stated period of performance.
5. Market Research: Comprehensive market research was conducted and is documented in a separate Market Research Report (MRR) dated August 26, 2026. The research confirmed that while the market contains sources capable of providing general management consulting services, the principal constraint for this six-month bridge requirement is the extensive, program-specific operational knowledge necessary to perform the services without an interruption. The research, which included consultations with OHSEPR program personnel, concluded that transitioning to a new contractor would require a multi-week knowledge transfer period for training and side-by-side document review. This transition period is not feasible before the current contract expires and would introduce an unacceptable risk of a service interruption, potentially impacting 600 to 1,000 repatriates annually. The MRR concluded that the incumbent, Deloitte Consulting LLP, is the only source with the immediate readiness, detailed program knowledge, and established partner relationships to maintain continuity of this critical support without disruption.
A comparison of the quoted labor rates to prevailing GSA Multiple Award Schedule (MAS) contract rates found that Deloitte’s rates were ensuring additional value to the government. Therefore, based on the findings of the MRR, a sole-source bridge modification is the only viable acquisition strategy to meet the Government’s urgent and compelling requirement.
6. Procurement history:
a. Contractor: Deloitte Consulting LLP Contract or Order Number: 47QRAA18D001P / 75ACF121F80033 Award Date and POP: Awarded September 20, 2021, POP September 30, 2021 – September 29, 2026 Value (including all options): $9,145,577.15 Competitive Status: Full and Open Competition
Task Order 75ACF121F80033 was competitively awarded to Deloitte Consulting LLP on September 30, 2021, under GSA MAS Contract 47QRAA18D001P, encompassing a one-year base period and four 12-month option periods expiring on September 29, 2026. While codified FAR 52.217-8 (Option to Extend Services) was incorporated into the task order terms, a review of the baseline solicitation and award documentation confirmed that the six-month extension was not priced or evaluated at the time of initial award. Therefore, under the Competition in Contracting Act, the extension cannot be executed as a unilateral option exercise. To maintain full statutory and regulatory compliance, the Government is executing this six-month continuation of services (September 30, 2026 – March 29, 2027) as a bilateral sole-source modification, formally justified under the urgent and compelling authority of GSAM/R 538.7104-3(b)(1)(i) and codified FAR 8.405-6(a)(1)(i)(A).
7. Actions to Foster Competition for Future, Similar Requirements: The Government is actively taking concrete steps to ensure that the follow-on acquisition to Task Order 75ACF121F80033 is competed to the maximum extent practicable prior to the conclusion of the six-month bridge period on March 29, 2027. Recognizing that the vendor landscape and industrial capabilities have expanded significantly since the original 2021 award, the Contracting Office and OHSEPR will conduct rigorous,
