About this file
This document is a set of answers to vendor questions for Solicitation No. 75A50325R00002 for Bulk Pharmaceuticals - Group A (Materiel) issued by the U.S. Department of Health and Human Services' Administration for Strategic Preparedness and Response (ASPR). The document provides clarifications on key solicitation details, including packaging requirements, Trade Agreement Act (TAA) and Buy American Act (BAA) compliance, and regulatory requirements for pharmaceutical submissions.
The Q&A addresses specific vendor inquiries about quantity interpretations, specifically for Amoxicillin/Clavulanate Acid 500mg/125mg tablets, packaging specifications, and regulatory standards. Vendors are instructed to specify packaging details in the Technical Proposal Product List Template, with packaging allowed to vary as long as it meets shipping requirements in the Statement of Work. Notably, offerors must have a New Drug Application (NDA) for Sodium Chloride and must comply with TAA or BAA regulations. The solicitation seeks FDA-approved pharmaceuticals for the Strategic National Stockpile, covering multiple drug types including antibiotics, nebulizer solutions, and injection medications.

ANSWERS TO VENDOR QUESTIONS
Bulk Pharmaceuticals – Group A (Materiel)
Solicitation No. 75A50325R00002
QUESTION: What does QTY per individual UoM mean? For example, Item #2 Amoxicillin/Clavulanate Acid 500mg/125mg tablets; the base year quantity is 843,600 but the description doesn’t specify the bottle size, does that 843,000 for number of pills? Can we bid on whatever bottle size we have?
ANSWER: “QTY per individual UoM” (column I of RFP Attachment 1 – Technical Proposal Product List Template) means the amount of eaches represented by ampoules, bags, bottles, tablets, or vials required by the Government. The proposal should reflect the number of eaches per package and specify the vendor’s packaging (i.e., box, carton, pack, etc.) in Column G of RFP Attachment 1, and the number of eaches per case in Column H of RFP Attachment 1. The vendor may decide the packaging, provided the packaging meets the shipping requirements specified in the Statement of Work.
QUESTION: Do you accept non-TAA product?
ANSWER: As specified in the solicitation, the offered products must be compliant with the Trade Agreement Act (TAA) or the Buy American Act (BAA).
QUESTION: Can the Sodium Chloride be bid under a 503(b) compounding bid? Or do you require that offerors have an NDA or ANDA for this product?
ANSWER: Offerors are required to have an NDA for this product.
