This amendment answers questions received regarding solicitation RFP 75A50223R00001

Questions and Answers:

1. Question: We would like urgent clarification if the government looking for an Industrial Base Expansion of “Fibers" or "Fabrics" for the Production of PPE. Or is it both?

Answer: The Government is asking Offerors to provide the details and scope necessary to accomplish the set objectives which are to not only expand US manufacturing but also do so in a sustainable manner that will make the product more globally competitive. As noted in C.3 technical requirements, “The Offeror shall propose all scope (including but not limited to design, procurement, construction, and implementation of systems) required to establish a sustainable, competitive manufacturing capacity for the production of medical grade manmade fibers…The Offeror shall provide sufficient justification for the proposed scope including the type of fiber or resin that is selected for expansion, and the timeline and milestones required to complete the work as well as a comprehensive sustainment plan. Offerors proposing a different approach to capacity expansion must fully address any and all sustainment considerations inherent to the proposed strategy.” Any proposals for fibers and/or fabrics will be accepted as long as they meet the criteria laid out in M.2.
