About this file

This is a federal contract award notice for a Health Research and Development Services project. The Department of Health and Human Services awarded a contract to OXOS Medical, Inc. (UEI: D3KFHYMV6B17) on September 25, 2026, with a total contract value of $48,891,652.86 for base and all option periods. The contract number is 75A50125C00010, issued under Solicitation Number BAA-23-100-SOL-00004, with the contracting officer identified as Erin Greninger (Erin Greninger@hhs.gov). The contracting office is located at Constitution Center, 400 7th Street SW, Washington, D.C. 20024 (ZIP Code 20024).

The contract requires OXOS Medical to develop and obtain FDA clearance for the OXOS X3, an ultraportable, high-output general radiography and fluoroscopy system designed to function as a threat-agnostic medical countermeasure. The system must weigh under 25 pounds and deliver up to 100 kV/15 mA at the point of need, addressing the transport-to-imaging bottleneck in mass casualty incidents involving nuclear detonation, conventional blast, or large-scale trauma surge events. The solution will enhance emergency response capability by providing hospital-grade diagnostic imaging directly to casualty sites, temporary field hospitals, and high-volume emergency departments. The contract encompasses five line items (CLIN 0001–CLIN 0005), with performance to be completed in the United States. The contract carries no set-aside status and is classified under PSC AN13 (Health R&D Services) and NAICS Code 541714 (Research and Development in Physical, Engineering, and Life Sciences).

Description: Transform trauma response by bringing hospital-grade imaging directly to the point of need by developing and receiving FDA clearance of the OXOS X3, an ultra-portable, high-output general radiography and fluoroscopy system engineered to function as a threatagnostic medical countermeasure (MCM). Designed to weigh under 25 pounds and deliver up to 100 kV / 15 mA at the point of need, X3 augments the transport-to-imaging bottleneck that currently degrades survival in mass casualty incidents (MCIs) involving nuclear detonation, conventional blast, or large-scale trauma surge events. By bringing hospital-grade diagnostic capability directly to the casualty, whether in a high-volume Emergency Department, a temporary field hospital, or a triage site, X3 restores the diagnostic foundation of the ATLS primary survey at every step where current portable assets fail.
