About this file

This is a Questions and Answers document for solicitation #75A50125R00001 for Radiation Dosimetry services issued by BARDA (Department of Health and Human Services). The Q&A clarifies that one award is anticipated to a single vendor/institution, with an estimated award date in Q3 FY25. The scope involves evaluating approximately 6 facilities with radiators during the base period, with 2-3 facilities potentially added per year thereafter.

Key details include: capital equipment purchases are not allowed; the contract type is CPFF with fixed fee typically not exceeding 5% of costs; costs should be broken down by radiator type (x-ray, Cobalt, LINAC, etc.); past performance information should focus on the PI's relevant work within the past 3 years; and past performance questionnaires (Attachment 14) can be submitted with the proposal or sent directly to Audrey Glover. The work involves developing standardized radiation dosimetry guidelines for nonclinical models used across BARDA's RadNuc research portfolio to ensure consistent data and facilitate cross-study comparisons.

Radiation Dosimetry Solicitation #75A50125R00001
#Solicitation Section ReferenceQuestionBARDA Answer
1GeneralApproximately how many institutions would be part of this per year? One award is anticipated to one vendor or one institution that addresses all of the requirements specified.
2GeneralWould this solicitation allow for the purchase of Capital Equipment? No
3BudgetFrom what I understand is CPFF contract is cost reimbursement, with the fixed fee considered part of the total cost, but paid by increments by milestones. Could you please clarify if this is correct?Yes, the Fixed Fee is part of the total cost. The Fixed Fee can be a proposed fee paid in increments by milestone completion, but is normally paid as a percentage (typically no more than 5%) of costs incurred for that invoice period. Appropriate justification should be provided for whatever Fixed Fee type is proposed.
4BudgetFor budgeting purposes, How many BARDA contractors would need to be surveyed?About 6 facilities with their current radiators would be evauluated during the base period, approximately 2-3 may added per year thereafter
5Attachment 15, BARDA Security RequirementsWe would like to confirm whether an NIH biosketch and Other Support Document satisfies this requirement? Not for the organization chart. For the CV: yes, provided all of the defined criteria are met.
In the Technical Proposal, Attachment #15, prompt #2 - Organization Chart and Curriculum Vitae.
Organization Chart and Curriculum Vitae of key personnel. Evidence of an organization chart indicating clear lines of authority and responsibility for the project’s management must be included. There must be enough detail to ensure the USG that key individuals will be able to perform the work described in the Technical Proposal. The curriculum vitae shall contain information on education, background, recent experience, expertise, and specific or technical accomplishments, as they pertain to individuals’ ability to support the objectives of this project. The approximate percentage of time each individual will be available for this project must be stated.
6Attachment 14, Past Performance QuestionnaireIf I had a subcontract to a BARDA contract. Would BARDA or the Prime Contractor fill out Attachment 14?The Prime contractor shall provide the relevant information to support the efforts that you are reporting to demonstrate your capability to work on this dosimetry contract. Information from the contracting organization, a technical representative, and the Program Manager (PM) would be appropriate.
7Section L.5.3. (Item 3. Past Performance Information)The instructions state that the offeror shall provide a list of the last five contracts completed during the past three years. Is this specific to the PI or is this request for the University as a whole? The information requested is for the PI and relevant to the work proposed. If less than five contracts have been completed in the past three years, report on those completed or are still ongoing. Attachment 14 can be submitted with the proposal or directly from the references. Attachment 14 shall be submitted to Audrey Glover at Audrey.Glover@hhs.gov.
8Attachment 14, Past Performance QuestionnaireWe understand that Attachment 14 needs to be completed. Is this for all contracts in which my PI has or is involved with? In other words, do we need to get Attachment 14 signed for contracts not involved with the PI applying?
9Section L.5.3. (Item 3. Past Performance Information)Currently, my PI leads a subcontract in which the Prime received the award from BARDA. Should this be disclosed in the past performance list?Yes, the Prime contractor should provide the relevant information to support the efforts that you are reporting to demonstrate your capability to work on this dosimetry contract. Information from the contracting organization, a technical representative, and the Program Manager (PM) would be appropriate. Attachment 14 can be submitted with the proposal or directly from the references. Attachment 14 shall be submitted to Audrey Glover at Audrey.Glover@hhs.gov.
10Attachment 14, Past Performance QuestionnaireIs attachment 14 to be included in the proposal, or is this to be submitted directly from the references?Attachment 14 can be submitted with the proposal or directly from the references. Attachment 14 shall be submitted to Audrey Glover at Audrey.Glover@hhs.gov.
11GeneralOne critical issue we found in responding to this RFP was understanding the scope of the project of what BARDA is looking for. We certainly have all the necessary infrastructure, tools, and professional expertise to provide these services and deliverables requested within this RFP, but we are having a lot of trouble determining an appropriate budget. Having a better understanding of the desired effort and projected expenses would allow us to better gauge the size and effort to include within this RFP.BARDA anticipates up to 6 facilities with their current radiators would be evauluated during the base period and approximately 2-3 may added thereafter in the option periods. It is anticipated that costs associated with dosimetry evaluations may be dependent on the type of radiator (x-ray, Cobalt, LINAC etc.) , how much onsite work and documentary standards you propose to demonstrate suitable radiator performance. A cost reimbursble contract is recommended, with a proposed budget that links general overhead costs, costs relevant to each type of radiator for evaluation, and the estimated number of radiators for evaluation during the performance period.
12Section BThe RFP requests that costs for each CLIN in SECTION B (Supplies or Service and Price/Cost) are supplied separately (different tabs or separate spreadsheets).
The supplied excel sheet has a summary with different columns for different periods/components. Would it be sufficient to use this excel sheet with one column per CLIN, or should we generate an entirely separate excel document per CLIN (8 in total, each with only one of these columns)? Please see Attachment 9, Breakdown of Proposed Costs with Excel Spreadsheet, and fill in the 3 Columns in Sections B.2.1 and B.2.2.
13Section BThe award start date is not state on page 1 of the RFP - the field is left empty. Is there an approximate award date?Estimated award date 3rd QTR FY25
