About this file

This document is a Pre-Solicitation Notice issued by the Biomedical Advanced Research and Development Authority (BARDA) under the Department of Health and Human Services. BARDA has identified a need to develop standardized radiation dosimetry guidelines for nonclinical models used in medical countermeasure (MCM) development. BARDA is seeking offerors with the capability to develop these standardized guidelines and assess dosimetry accuracy and field uniformity for various radiation sources used in nonclinical models, including microphysiological systems, small animals, and large animals. Offerors must have experience developing and fabricating animal phantoms or justify why they are not necessary. An RFP may be available electronically through SAM.gov in May 2024, and BARDA may make multiple contract awards with a base period of 60 months and a total period of up to 120 months. Offerors must be registered in the System for Award Management (SAM) to be considered.

Synopsis

The Biomedical Advanced Research and Development Authority (BARDA) has identified a need to develop standardized radiation dosimetry guidelines for nonclinical models used by research institutions across the BARDA radiation research portfolio which are necessary for medical countermeasure (MCM) development. Standardized dosimetry guidelines that are harmonized across the portfolio will help ensure accurate and reproducible data. BARDA seeks to rapidly launch this effort to allow for better data comparison between studies and institutions. BARDA is particularly interested in developing source-independent, standardized dosimetry methods to facilitate harmonization across current and future institutions that collaborate with BARDA on nonclinical models and medical countermeasure development.

Listed below are the Mandatory Evaluation Criteria. The Offeror(s) shall provide a dedicated section that addresses the mandatory criteria for eligibility. The mandatory criteria for eligibility must be met at the time of receipt of the proposal as determined by the Contracting Officer (in consultation with a technical team) in order for any proposals to be considered for award. Any Offeror(s) who submit proposals that do not meet the Mandatory Evaluation Criteria for eligibility will be determined to be unacceptable and will not be considered for further evaluation. All proposals that satisfy the mandatory criteria for eligibility will be considered for a second phase (technical evaluation).

• Offerors must, at the time of proposal submission, have the capability to develop standardized radiation dosimetry guidelines and assess dosimetry accuracy and field uniformity for various sources of ionizing radiation (X-ray, Cs-137, Co-60, LINAC, etc.) for nonclinical models

(microphysiological systems, small animal, and large animals);

• Offerors must have experience developing and fabrication of animal phantoms,

• Offerors must have the ability to subcontract the development and fabrication of animal phantoms, as necessary to accomplish irradiator dosimetry assessments

• Offerors must justify that animal phantoms are not necessary to appropriately conduct irradiator dosimetry assessments.

PRE-SOLICITATION NOTICE

Pre-Solicitation Notice Objective

This Pre-solicitation Notice is issued pursuant to FAR Subpart 5.2. It does not constitute a Request for

Proposal (RFP) or a promise to issue an RFP in the future. This Pre-solicitation Notice does not commit the Government to contract for any supply or service whatsoever. Updates to the details provided could arise based on information and insight gained in the interim. Furthermore, BARDA is not at this time seeking proposals, and will not accept unsolicited proposals.

It is anticipated that an RFP may be available electronically through the Sam.gov website in May 2024.

Once an RFP is posted, we encourage all responsible sources that meet the mandatory criteria detailed above, to submit a proposal which will be considered by BARDA. It is the Offeror's responsibility to monitor this internet site (www.sam.gov) for the release of the solicitation as well as any amendments.

Potential Offerors will be responsible for downloading their copy of the solicitation and any amendments via this website. No collect calls will be accepted. No facsimile transmissions will be accepted.

BARDA may elect to make more than one contract award from the RFP solicitation. Any contract(s) awarded from the RFP solicitation will have any resultant contract(s) will be up to 120 months with an initial base period of 60 months. Additional details and requirements will be described in the solicitation.

Furthermore, all respondents must be registered in the System for Award Management (SAM):
