About this file
This solicitation seeks proposals from laboratories to establish animal models and assess medical countermeasures for radiological and nuclear threats. Eligible offerors must have licenses and accreditation for irradiation facilities, select agents, and laboratory animal research. They must also have completed at least one good laboratory practice study and demonstrate capabilities for small and/or large animal model studies, either internally or via subcontracting. Studies will be conducted in two animal models, including at least one large animal model, to test efficacy of potential countermeasures per the FDA Animal Rule. The Department of Health and Human Services' Biomedical Advanced Research and Development Authority seeks these capabilities to support the Public Health Emergency Medical Countermeasure Enterprise's goals for radiological and nuclear medical countermeasure development as outlined in strategic plans. Proposals are due by the date specified in solicitation number 75A50121R00017.

# Offeror Questions BARDA Answers
Should the small business subcontracting plan be based on the maximum potential contract value or on the total of our estimates for the two sample tasks?
The small business subcontracting plan should be based on the maximum potential contract value of the base IDIQ contract.
Article H.11 Information Security, Section a.3 Information Security Categorization was not complete. Can you please indicate the risk level of each security objective and whether PII is involved?
The proposed work under this IDIQ is for "nonclinical model development and efficacy assessment of potential radiological and nuclear MCMs for acute radiation syndrome." No clinical studies are to be funded, therefore, no PII information is associated with the planned work. Article H.11 Information Security has been updated; refer to RFP 75A50121R00017 Amendment 1.
