About this file
This is a Notice of Intent (NOI) for a sole source procurement of telecommunications services.
The Department of Health and Human Services, Indian Health Service (IHS), plans to procure a 300 Mbps dedicated Ethernet circuit for VoIP and data services supporting telecommunications and Wi-Fi infrastructure at the IHS White Earth Health Center (WEHC) facility in Bemidji, Minnesota. The sole source vendor identified is Paul Bunyan Communications (1831 Anne St NW, Bemidji, MN 56601). The service must support mission-critical VoIP, clinical data, and wireless network services while meeting stringent latency, jitter, packet loss, reliability, and security requirements consistent with healthcare operations. Market research determined that Paul Bunyan Communications is the only known provider capable of delivering the required 300 Mbps dedicated Ethernet circuit with existing infrastructure that meets performance and reliability requirements; other providers lack fiber infrastructure at or near the facility, cannot meet bandwidth specifications, or would require excessive construction timelines that would delay mission-critical services.
This acquisition will be processed under FAR Part 12 (Commercial Items) and FAR Part 13.106-1(b)(1), exempt from FAR Part 6 competitive requirements. The NAICS code is 517111 (Wired Telecommunications Carriers) with a small business size standard of 1,500 employees. The notice number is 7571TE26-NOI-IHS1523222. Questions must be submitted by 12:00 P.M. EST on Friday, March 20, 2026, and responses (including capability statements, proposals, or quotes from interested parties, particularly Indian Economic Enterprises or small businesses) must be submitted by 12:00 P.M. EST on Monday, March 23, 2026, both to Contract Specialist/Contracting Officer Miguel Diaz at miguel.diaz@hhs.gov. All prospective contractors must be registered with valid certification through SAM.GOV to receive an award. An attached Statement of Work provides additional details on the nature of work to be performed.

The response close date of the notice for this requirement is in accordance with FAR 5.203(b). The Indian Health Service (HIS) White Earth Health Center (WEHC) facility requires a dedicated, high-availability 300 Mbps Ethernet circuit capable of supporting mission-critical VoIP, clinical data, and wireless network services. The service must meet stringent latency, jitter, packet loss, reliability, and security requirements consistent with healthcare operations.
A review of telecommunications providers servicing the geographic area of the IHS facility determined that Paul Bunyan Communications is the only provider capable of delivering a 300 Mbps dedicated Ethernet circuit to the facility without significant new construction, extended lead times, or unacceptable risk. Other providers do not have existing fiber infrastructure at or near the facility, or cannot meet required bandwidth, performance, or reliability requirements, or require excessive construction timelines that would delay mission-critical services.
Based on Market Research, HHS has determined that Paul Bunyan Communications is the only known source to provide the required dedicated 300 Mbps Ethernet service with existing infrastructure, meeting IHS performance and reliability requirements.
