About this file

This is a Performance Work Statement (PWS) for a FedRAMP-compliant cloud-based electronic fax solution to be delivered to the Indian Health Service (IHS). The contractor must provide a fully managed, cloud-native electronic fax platform with no on-premises infrastructure, requiring active FedRAMP Moderate or High authorization. The solution must integrate seamlessly with Microsoft Teams for sending and receiving faxes within Teams channels and chats, with optional Exchange Online/Outlook integration. The system shall support Azure AD/Entra ID single sign-on, role-based access controls, and web portal and API access. Critical to the government's interests, all fax Direct Inward Dial (DID) numbers must be owned by IHS with full portability to another provider and no vendor lock-in restrictions.

The contractor is responsible for end-to-end encryption (TLS 1.2+ in transit; FIPS 140-2/3 validated cryptography at rest), HIPAA compliance, comprehensive audit logging, and 24/7 technical support with minimum 99.9% system uptime. Implementation begins with a pilot deployment across the Great Plains Area, Billings Area, and Oklahoma Area, with phased expansion across all IHS facilities. The contract includes a 12-month base year plus four optional 12-month years. Key deliverables include an implementation plan, system configuration documentation, training materials, monthly usage and audit reports, and quarterly security compliance reports. The Government will employ a Lowest Price Technically Acceptable evaluation approach, prioritizing technical capability, security and compliance, management approach, migration strategy, and past performance with federal healthcare agencies. All data must reside in U.S.-based FedRAMP-authorized environments with full government data ownership, and the solution must align with Zero Trust Architecture principles per OMB M-22-09 and NIST SP 800-207.

PERFORMANCE WORK STATEMENT (PWS) - FedRAMP-Compliant Cloud Electronic Fax Solution Integrated with Microsoft Teams

1.0 INTRODUCTION

The mission of the Indian Health Service (IHS) is to raise the physical, mental, social, and spiritual health of American Indians and Alaska Natives to the highest level.

To support this mission, IHS requires a secure, cloud-based electronic fax solution that ensures the protection of Protected Health Information (PHI), enhances clinical and administrative workflows, and integrates seamlessly with enterprise collaboration platforms.

This PWS establishes requirements for a FedRAMP-authorized electronic faxing solution (Moderate or higher) that is fully integrated with Microsoft Teams, supports HIPAA compliance, and ensures Government ownership and portability of Direct Inward Dial (DID) numbers.

2.0 OBJECTIVES

• Provide a FedRAMP Moderate or High authorized cloud electronic fax solution

• Ensure full integration with Microsoft Teams (native or API-based)

• Maintain HIPAA-compliant transmission and storage of PHI

• Ensure Government ownership and portability of all fax DIDs

• Enable secure, auditable, and reliable fax communications across IHS

• Eliminate on-premises fax infrastructure (cloud-only solution)
