About this file

This document is Amendment 2 to a federal contract solicitation for the HEAL project, issued by the National Institutes of Health (NIH). The amendment revises two key aspects of the original solicitation: it increases the number of anticipated awards from an unspecified number to six (6) awards, and it modifies the pricing structure to establish a firm labor requirement of 50 hours per year with no additional hours beyond this amount.

The pricing template has been updated and reissued as "Amendment 2 - Pricing template 10_30_26" to reflect the revised hourly allocation. Additionally, the amendment clarifies government equipment and data handling requirements by explicitly stating that the vendor will not be issued Government-Furnished Equipment (GFE) or an NIH Personal Identity Verification (PIV) card. This clarification addresses a prior question regarding whether the Government would provide equipment or system access (such as an NIH-furnished laptop or virtual access) for handling HEAL project data. The Statement of Work requires contractors to refrain from storing, processing, or transmitting project-related data on non-Government equipment and imposes security requirements for contractor-furnished computers; however, vendors must supply their own compliant equipment and systems to meet these obligations.
