About this file
This document is Addendum #2 for the Michigan Department of Natural Resources' Au Train River Bridge Superstructure Removal project in Alger County, Michigan, issued by U.P. Engineers & Architects, Inc. in May 2025. The addendum clarifies and modifies the original bidding documents, providing a detailed response to a bidder's question about the bridge's weight (approximately 60 tons, with 30 tons of timber decking potentially removable to lighten the load) and updating specifications related to asbestos abatement attestation and certified payroll submission requirements.
The addendum introduces significant changes to payroll reporting procedures, specifically noting that contractors and subcontractors must register with the Labor and Economic Opportunity (LEO) Wage and Hour department and obtain a State Project Registration (SPR) by April 2, 2025, at an annual fee of $500. Starting on this date, certified payrolls must be submitted directly to the LEO Wage and Hour database via the internet, and no longer to the Department of Technology, Management, and Budget (DTMB). Failure to have a valid SPR will result in bids being deemed non-responsive, and contractors must immediately notify the owner of any changes in subcontractor registration status.
