Department of State Bureau of African Affairs (AF)

NOFO SFOP0006925

June 15, 2020

Mentorship and Training of the Somalia National Army (SNA) and the Africa Union Mission in Somalia (AMISOM) Troop Contributing Countries (TCC): Q and A

Question 1: Page 11 of the NOFO states a Task 3 requirement for ‘Uganda Team Leader’. Is it expected that this position be a Ugandan National?

Response: No.

Question 2: It is our assumption that the UPDF and SNA/Danab instructors will be seconded to the supplier to support the training mission. Can you confirm this is correct? If yes, can you confirm what number of secondees can be expected?

Response: No, it should not be assumed that a number of secondees will be available.

Question 3: Is life support (accommodation, food, water etc.) provided for personnel at Baledogle? If not, who is the life support provider and what is the cost?

Response: Existing accommodations are provided; however, the grantee is responsible for maintenance of those accommodations. The grantee is responsible for all other life support. No cost estimates will be given in response to this question.

Question 4: Where will the mentors be tasked from? MIA or Baledogle?

Response: The mentors will be tasked from the AMISOM Force Headquarters on MIA in coordination with the AMISOM Sector Commanders. In addition, the Danab Bridgade Headquarter will also have tasks for the Danab mentors.

Question 5: On page 6, for mentoring of the UPDF Heavy Transport Units, is this a convoy tasking or a heavy unit counter-IED tasking (combat engineering)?

Response: Between the two combat engineering units (UPDF Heavy Transport Units UPDF Mobility Unit) they provide a combat engineering for convoy, C-IED dismantle/disposal, road and bridge repair.

Question 6: Can you confirm at what point in the training cycle the contract will commence? Have recruits already been identified for training which the supplier will begin from Day One, or will the supplier be responsible for recruiting for the first training program under contract?

Response: Due to COVID-19 the next intake of Danab soldiers training is on-hold. It is unclear when the next recruitment will commence. Some recruits have been identified prior to COVID-19, but due to the long COVID-19 delay all recruits would have to be reviewed and validated by the supplier.
