About this file

This file is a vendor questions and answers document for ABMC solicitation 74330226R0060 addressing clarifications on the Financial IT, ERP, and Business Process Support Services requirement. The Q&A clarifies that this is an open-market, standalone Time and Materials or Labor Hour contract (not a GSA Schedule BPA or BPA with task orders) estimated at approximately 1,400 hours annually for a base period of July 2026 to July 2027, with one option year at the same estimated level of effort. Performance must be mostly on-site at ABMC Headquarters in Arlington, Virginia, with travel to other ABMC locations as needed on a reimbursable basis with advance approval. The contract will establish a not-to-exceed cost-reimbursable travel line rather than requiring travel estimates in pricing.

Offerors should propose their own labor categories and hourly rates, identifying which positions are Service Contract Labor Standards (SCLS)-covered versus exempt professional employees in accordance with DOL Wage Determination 2015-4281. While the PWS references a single senior IT/ERP and project leadership resource, contractors may propose any staffing approach they believe best meets requirements, though a single resource would be preferred for efficiency. All personnel working on the requirement are considered Key Personnel, with qualifications evaluated as part of overall technical approach rather than separately. Past performance references (three preferred) are acceptable in any format with sufficient contact information, and lack of past performance will be considered neutral. Proposals should include technical approach, relevant experience with federal ERP and financial systems, GO.gov implementation approach, and labor hours by category; resumes are not specifically required but qualifications must be demonstrated. The incumbent contractor is DC Consultants, Inc. under contract 74330221C0002, and proposals should be submitted to nerenga@abmc.gov.

#QuestionAnswer
Will this contract be procured as a GSA Schedule BPA call or as an open-market procurement? This is an open market procurement.
Where should the proposals be submitted (email address, portal, format)?Proposals can be submitted to nerenga@abmc.gov.
Please clarify what is required for 'Key personnel qualifications’Please explain the qualifications of any personnel proposed and how they are relevant to the requirements.
The solicitation estimates the level of effort at approximately 1,400 hours per year, while PWS Section 3.1.1 indicates work will be assigned on an as-needed basis through individual delivery orders. Can the Government clarify how it anticipates this level of effort being distributed? Specifically, does the Government expect a relatively consistent level of support throughout the year, or will hours be concentrated around specific project milestones such as system go-lives and user acceptance testing? In addition, is the 1,400-hour figure a firm estimate for evaluation purposes, or a not-to-exceed ceiling against which individual delivery orders will be issued? There will be concentrated needs along with periods of relatively consistent support. The 1400 hours is an estimate that will likely be used for a Labor Hour type contract. Using proposed labor rates, a cost ceiling will be established.
Can the Government confirm whether this requirement is a follow-on to an existing contract? If so, to support accurate pricing and staffing, can the Government provide the current contract number along with historical labor hour usage or actual hours expended under the current effort? This is a follow-on contract. The 1400 hour estimate in the PWS is based on actuals and anticipated workload.
The PWS references a single senior Information Technology, ERP, and project leadership resource (Sections 3.1.2 and 4.1), while the submission instructions request key personnel qualifications. Can the Government confirm how many key personnel positions are required for this effort? In addition, are there minimum qualification, experience, or certification requirements for the key personnel, and should offerors submit resumes and signed letters of commitment? If so, is a specific format preferred?Contractors should propose any solution they believes meets the requirements and is most advantageous to the Government.
PWS Section 12.0 addresses confidentiality of ABMC information, and performance involves access to Agency financial systems. Can the Government specify whether a security clearance, Public Trust position designation, or suitability or background investigation is required for contractor personnel? If so, please identify the required level, the sponsoring process, and the anticipated timeline to obtain access, as these factors affect mobilization. Some level of background investigation and security clearance will be necessary. Specific information cannot be provided at this time.
The PWS identifies several concurrent initiatives, including Enterprise Risk Management modernization, the GO.gov travel system transition, Integrated Facilities Management System implementation, Foreign Service National payroll support, and G-Invoicing (Sections 2.0 and 3.2). Can the Government indicate which of these initiatives are the immediate priorities for the base period, so that offerors can align their technical approach and proposed personnel accordingly? There is no order of priority; all functions must be met.
PWS Section 7.1 states the place of performance is typically ABMC Headquarters in Arlington, Virginia. Can the Government confirm whether performance must be conducted on-site at Headquarters, or whether remote or hybrid work is permitted? If a hybrid arrangement is acceptable, what is the Government's expected on-site cadence, for example a set number of days per week or on-site presence tied to specific meetings or project phases?Performance must be mostly on-site at Headquarters.
PWS Sections 7.1 and 11.0 indicate the contractor may be required to travel to ABMC locations and that such travel will be reimbursed in accordance with Government travel regulations with prior approval. For pricing purposes, should offerors include an estimated travel amount in the price quote, such as a not-to-exceed travel line, or will travel be handled as a separate reimbursable cost billed as incurred against actuals? If a travel estimate should be included, can the Government provide an anticipated travel frequency or set of destinations to support a realistic estimate? The Government will establish an NTE cost-reimburseable line, as a travel estimate is not currently available. Any travel costs must be approved in advance and billed in accordance with applicable travel regulations.
The solicitation states that offerors shall identify proposed labor categories that are SCLS-covered (non-exempt) versus exempt professional employees. May offerors propose a mix of exempt professional labor categories and SCLS-covered labor categories, provided the applicable wage determination requirements are met for covered positions?Contractors may propose any approach they believe meets the requirements and is most advantageous to the Government.
For exempt professional labor categories, does ABMC have any specific expectations regarding labor category mapping or pricing methodology that offerors should consider when developing their proposals? No, but proposal costs should be easy to understand and traceable to the requirements.
The solicitation does not appear to specify page limitations for the Technical Quote. Can ABMC confirm whether any page limits apply to proposal submissions? There are no page limits. However, offerors are encouraged to keep proposals intuitive and concise.
The solicitation estimates approximately 1,400 labor hours annually. Should offerors assume this represents the anticipated annual level of effort for all required services combined, or may actual requirements significantly exceed this estimate through additional Delivery Orders? This is the antyicipated level of effort for all requirements. No adidtional delivery orders are anticipated.
Should offerors propose a single senior-level ERP/Business Process resource, or does ABMC anticipate a multi-disciplinary team supporting the requirement?Contractors may propose any approach they believe meets the requirements and is most advantageous to the Government. However, a single resource would likely be most efficient and therefore preferred.
Can ABMC provide the incumbent contractor name, contract number, current period of performance, and labor categories presently supporting this requirement?DC Consultants, Inc. 74330221C0002.
Among the initiatives identified in the PWS (GO.gov transition, FSN Payroll modernization, Oracle Federal Financial System enhancements, Enterprise Risk Management modernization, IFMS implementation, and Treasury/G-Invoicing initiatives), which are anticipated to consume the majority of the effort during the base period? All efforts are important.
What is the current status of the GO.gov transition initiative, and what major implementation, migration, testing, training, or operational activities remain within the scope of this requirement? The Go.gov transition has kicked off government wide but not yet for ABMC. All major milestones remain.
What is the current status of the Foreign Service National (FSN) payroll modernization effort, and what major deliverables remain outstanding?A new contract is currently in source selection.
Are resumes required as part of the proposal submission? If so, which positions are considered Key Personnel and subject to evaluation?Resumes are not specifically required, but qualifications must be demonstrated. All personnel working the requirements are Key Personnel.
Will Key Personnel qualifications be evaluated as a separate consideration, or as part of the overall Technical Approach evaluation?Overall technical approach.
Can ABMC confirm whether Technical and Price Quotes should be submitted as separate documents or as a single combined proposal package? It does not matter.
PWS §3.1.1 refers to “the life of the BPA” and “Delivery Orders against the BPA,” while the synopsis describes a single combined synopsis/solicitation resulting in a T&M/Labor-Hour award with a base period and one option year. Please confirm the intended vehicle – a single T&M/LH contract, or a BPA under which task/delivery orders will be issued. If a BPA, please clarify the ordering procedures and whether this solicitation also constitutes the initial order. It will be a stand-alone award.
Given ~1,400 annual hours (below a single FTE) alongside the PWS reference to 1–2 years of senior IT/ERP/project-leadership work, is the requirement intended to be staffed by a single part-time senior resource or a small blended team?See question 14
Will the option year carry the same estimated LOE (~1,400 hours)?Yes
The Price Quote requires “proposed hours by labor category,” but no labor categories are prescribed. Please confirm offerors are to propose their own labor categories and definitions.Yes, offerors can propose any approach they believe meets the requirements and is most advantageous to the Government.
For Total Evaluated Price, will the Government evaluate the FAR 52.217-8 six-month extension period in addition to the option year? Please confirm exactly which periods are to be priced and evaluated. All pricing will be evaluated.
For Past Performance, please specify the number of references requested, the relevancy/recency window, acceptable formats (CPARS, client PPQs, references), and whether past performance is rated or evaluated on an acceptable/unacceptable basis.3 is perferred, but a lack of past performance will be considered neutral. Any format is acceptable as long as contact and reference information provided is sufficient to allow contact.
Within the technical factors, please clarify the relative order of importance between Technical Approach and Past Performance.See the solicitation instructions.
