Single Source Justification (Simplified Acquisition)

April 2021 Page 1 of 3April 2021 Page 1 of 3

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: AFSC/PZIMA

Project/Program Name: "Urgent" Thermotron Environmental Chamber Desuperheater Repair

Purchase Request / Local ID Number: PR TBD/FDB# 73785

Estimated Contract Cost (including Options): $23,657.00

Section B: Description of the Supplies/Services Required

This is a sole source requirement to provide Thermotron Environmental Chamber Desuperheater Repair services to support the 402nd Electronics Maintenance Group, Warner Robins Air Logistics Complex (WR-ALC) at Robins AFB, GA 31098.

Total Estimated Value: $18,657.00 (O&A $5K) - Total: $23,657.00

Period of Performance: 31 Oct 2023 - 9 Jan 2024

The Contractor shall provide the following:

Group Location Tank Qty Model Number Serial Number EMXG Bldg WR645 1 XSE-3000-20-20 39684

No previous history.

Section C: Justification for Soliciting from a Single Source or Brand Name

This is a sole source commercial requirement and is being pursued under FAR 6.302-2 as urgent and compelling circumstances.

Due to the circumstances described herein, the activity requests authority to acquire Thermotron Environmental Chamber Desuperheater Repair using Other Than Full and Open Competition (OTF&OC) prescribed by FAR 6.302-2

This repair is done by the Original Equipment Manufacturer (OEM) and has no third party vendors that are able to make this repair.

A retrofit/replacement of the desuperheater is needed to maintain the reliability of the chamber. Currently, this chamber is subjected to unscheduled maintenance which has severely impacted production and potentially jeopardizing the APN241 partnership agreement with Northrop Grumman. Due to the lack of maintenance, this more reliable chamber testing station is needed for sustainment, increasing asset production and reducing unscheduled down time. This environmental chamber testing requirement is mandated of all APN241 assets with the exception of Nav Displays.

This workload is a partnership with Northrop Grumman requiring a certain number of assets to be produced annually. The test stations are owned by Northrop Grumman while the chambers are owned by the WR-ALC. This workload is currently being supported by one of two chambers with three shifts fully staffed. The test station that is attached to this chamber is scheduled to be down 9/18/2023 for software updates and maintenance. Northrop Grumman will take the test station and return it once the software updates and maintenance are complete. The chamber will remain on site and will need to be repaired during the same time that the attached test station is being repaired. There will be no Government Furnished Material (GFM) leaving the base.

There are only two test stations with attached environmental chambers in the shop. One environmental chamber is not in use as the attached test station is being repaired with new software provided by the contractor, and is scheduled to be back in production by late August.

April 2021 Page 2 of 3April 2021 Page 2 of 3

When the test station that is attached to the environmental chamber needing repairs, SN 39684 leaves for repair, the repairs and upgrades to the chamber should happen at this time to reduce any more downtime and loss of asset production.

Approximately 25 assets are repaired and tested on this chamber per month, with an average end item sales price of $11,200 ea.

This involves urgent and compelling circumstances. To change contractors at this point will cause duplication of effort and cost of over $280K to the government that is not expected to be recovered through competition and will cause unacceptable delays critical to continued support of the 402 EMXG.
