About this file

This document is an Invitation for Bid (IFB) issued by the Montana Department of Environmental Quality (DEQ) for a WARD Front-End Conversion project. The bid, numbered DEQ-IFB2019-219009, is open from 3/19/2019 to 4/26/2019, seeking to convert the Water Quality Assessment, Reporting, and Documentation System (WARD) from Oracle Forms and Reports to a .NET front-end web application. The project specifically involves transforming the current Oracle 11g Forms and Reports application running on the Web Logic platform to a centralized .NET web application, with the goal of simplifying maintenance and updates for users.

The current system supports the Water Quality Planning Bureau's assessment and Total Maximum Daily Load (TMDL) tracking processes, and the conversion will maintain the existing Oracle 12c database while modernizing the front-end interface. The bid is categorized under multiple computing services commodity codes, including analysis, design, cloud services, maintenance, and Oracle programming. Payment terms are set at 0% with a Net 30 structure, and the point of contact for the bid is Vicki Woodrow, reachable at VWoodrow@mt.gov or +1 406-444-3128. The solicitation was issued on 3/19/2019 and is sealed until the bid closing date of 4/26/2019.

The information system currently in use for Department of Environmental Quality’s Water Quality Planning Bureau for recording assessments and TMDL Tracking is known as WARD (Water Quality Assessment, Reporting, and Documentation System). It is an Oracle application and database using Oracle Forms & Reports on the Web Logic platform. Currently DEQ is using WARD 11g for development of Forms and Reports, and the database is Oracle 12c.

The purpose of this project is to convert the WARD front-end from Oracle Forms and Reports to a .NET front-end. The new .NET front-end needs to be a web application so that maintenance is centralized, and users will not have to worry about updates. The conversion is for the front-end only. DEQ will continue to use the Oracle database.
