GENERAL INFORMATION

This is a Request for Quotation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 13, as supplemented with additional information included in this notice. The Small Business Administration (SBA), the Office of Investment and Innovation (OII) contemplates multiple firm-fixed price awards. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) issuing solicitation 73351024R0007 for Regional Innovation Cluster (RIC) services. NAICS 541690 Other Scientific & Technical Consulting Services; PSC Code R499 Other Professional Services. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2024-05 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

This is full and open competition for all non-profit and for-profit firms with an active SAM.gov registration eligible for federal contracts at time of offer. If your firm is interested in this acquisition, you may participate by submitting your response in accordance with the requirements and instructions contained herein.

Offeror shall submit all technical questions concerning this solicitation in writing by e-mail to RICInitiative2024@sba.gov. All questions must be submitted via e- mail and received no later than 1:00 PM Eastern Time (ET) on July 11, 2024. Answers will be provided in form of an amendment.

RFQ DUE DATE

The due date for response to this RFQ at the addresses specified below is on or before 1:00 PM ET July 26, 2024. The Government reserves the right to not accept quotes received after the closing date and time. It is the responsibility of the offeror to provide a timely submission and ensure successful delivery to the Government. Required technical and price quote volumes must be submitted via electronic copy directly to RICInitiative2024@sba.gov. This inbox is for questions pertaining to this requirement only.

INSTRUCTIONS TO OFFERORS – SEE PROVISION 52.212-2 (page 11) In order to participate under this acquisition offeror must submit a quote with the services and price related to the requirements identified herein.

The quote must also contain the following:

Your quote may be considered non-responsive and will be rejected without further consideration for failure to submit all required information requested in this RFQ. There is a maximum capacity of 10MB that can be received. Please limit your responses to one email that does not exceed 10MB with one volume (combined package) to include the Price Schedule, Technical Approach Narrative Parts I & II, Appendix and Past Performance (CPARS).

Offerors shall have an active SAM registration at time of offer, have a complete copy of their representations and certifications in SAM.gov, and shall indicate as such in their offer.

ANTICIPATED AWARD TYPE

The SBA contemplates award of multiple firm-fixed price contracts for emerging and mature clusters as a result of this Request for Quote (RFQ). Please include any and all discounts available in your response.

BASIS FOR AWARD

Awards will be made based on the best value that meets the objectives requested in Instructions for Offerors and Statement of Objectives (SOO) as it relates to this solicitation.

The Government will make a trade-of analysis to determine the best value offers. This analysis will consider the relative importance of price and non-price factors. While price is an important consideration, the Government may select a higher-priced offer if the technical and past performance advantages justify the additional costs.

The Government anticipates selecting the best-suited contractors from initial responses, without engaging in exchanges with contractors. Contractors are strongly encouraged to submit their best technical responses and price. Once the Government determines the contractors that are best-suited, the Government reserves the right to communicate with only those contractors to address any remaining issues, if necessary, and finalize awards. These issues may include technical and price.

The Government will assess its level of confidence that the Offeror will successfully perform all requirements as described in the SOO and in accordance with the evaluation factors listed on this RFQ. Confidence ratings listed below shall be used to evaluate quotes.

Rating Definition

High Confidence

The Government has high confidence that the Offeror understands the requirement, proposes a sound approach, to include its proposed cluster qualifications and key personnel and will be successful in performing the contract with little or no Government intervention.

Medium Confidence

The Government has medium confidence that the Offeror understands the requirement, proposes a sound approach, to include its proposed cluster qualifications and key personnel and will be successful in performing the contract with medium Government intervention.

Low Confidence

The Government has low confidence that the Offeror understands the requirement, proposes a sound approach, to include its proposed cluster qualifications and key personnel or will be successful in performing the contract even with Government intervention.

Neutral Confidence

(For Evaluating Past Performance Only) No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The Government reserves the right not to make an award.

*Partial quotes will not be accepted, and all quotes submitted shall include all line items contained in this RFQ to be considered for award. Please do not restate the SOO in your technical proposal. Please include any and all discounts available in your response.

PRICE QUOTE

The Offeror is expected to quote a reasonable price. The offeror’s price quote will be evaluated to determine fair and reasonableness.

52.217-9 Option to Extend the Term of the Contract MAR 2000

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days of the period of performance end date; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other non-price factors considered. The following factors shall be used to evaluate offers:

Quotes will be reviewed and evaluated in accordance with FAR Part 13. Award will be made based on the best value, trade-offs, that meet the technical and past performance requested in this provision and Statement of Objectives as it relates to this solicitation.

Factors 1 and 2 are the most important factors and are of equal value. When combined, Factors 1, 2, 3 are significantly more important than Factor 4 - Price.

Evaluation Factor 1 – Qualifications of Cluster Administrator & Key Personnel (~10 pages)

Please note, evaluation factor 1 corresponds to the Cluster Management and Oversight and Report Development sections under the Performance – Based Objectives, I.E., Required Results. Offeror should directly respond to each numbered section under both the Cluster Management and Oversight and Report Development sections.

In Part 1 of its Technical Quote, Offerors must provide certain key information and documentation (*see Table A.2 below) for SBA to evaluate the entity’s ability to build and manage a regional cluster to evaluate whether the entity’s organization and personnel have the structure and expertise capable of representing an existing regional cluster or the ability to represent a regional cluster.

Table A.2 The following Documents are Required to be submitted as an Appendix. The information can be consolidated into one document that is inclusive of all the requirements listed below.

**Emerging clusters and cluster administrators are those that have some partnerships already formed in the specified region and industry and are seeking to expand the size of their cluster. Additionally, emerging clusters are developing and deploying small business support services in their designated region and industry and the RIC Initiative will enable them to scale their current and future programming to reach more small businesses. Emerging clusters and cluster administrators may also be building or creating more sophisticated project management and membership engagement and management practices to manage their clusters.

**Mature clusters and cluster administrators are those that have long standing partnerships in the specified region and industry. Mature clusters have experience building and implementing programming to support small businesses in their designated region and industry and the RIC Initiative will enable them to increase the effectiveness of programming and operations to reach more small businesses and strengthen existing and build new partnerships. Mature clusters and cluster administrators should have established project management and membership engagement and management practices. Additionally, mature clusters will support the RIC Initiative in developing and sharing best practices for the development of innovation ecosystems.

Evaluation Factor 2 – Technical Approach (~10 pages)
