About this file

This document is an amendment to Solicitation 73351024Q0050 for the Black and Latina Women-Owned Surge Research for the National Women's Business Council. The amendment addresses several questions received from interested parties, including clarification on the page limits for the Technical and Prior Experience sections, deliverable requirements, survey participation, and project timeline. The solicitation seeks a contractor to conduct a two-part research project: Task A involves a literature review and data analysis to develop a research methodology, while Task B (exercised as an option) will execute the approved methodology and produce a final report. The government has extended the response due date to 1:00PM EST on May 13, 2024. Travel for in-person presentations will be reimbursed in accordance with Federal Travel Regulations.

Question # Questions Responses

Will the Prior Experience section count toward the 10-page limit for the Technical section? On RFQ pages 13-14, the Evaluation sub-section (under the Provisions Section) seems to indicate that there is a 10 page limit for the Prior Experience section in addition to the 10 page limit for the Technical.

There is a maximum capacity of 10MB that can be received. Please limit your responses to one email and the 10MB threshold.

Section 5: Deliverables (Table)

1) To whom should the Task A Policy Briefing Memo and PowerPoint Presentation be submitted? In the solicitation document we downloaded, this information is not clear. The contractor will deliver the memo and presentation to the COR, and Council Members and staff of the National Women's Business Council.

2) Can we assume that the Base Period Contract Closeout and Policy Briefing Memo is another deliverable for Task A? If this is correct, please advise on the delivery due date, format for written submission, transmission method and to whom it should be transmitted

No closeout memo is required as long as all deliverables up to and including the Task A report are successfully produced, and all other contractual matters are resolved. A closeout memo would be required only in the event that any discrepancies, failures, or concerns arise in the course of performance that cannot be resolved prior to submission of the Task A report. If that should happen, the memo would be due within 120 days of submission of the Task A report, in editable format, to the COR.

Does NWBC have access to a database of potential businesswomen to survey? NWBC does not have access to any proprietary or confidential representative database of women business owners.

Does the government have an estimated number of survey participants for the research study?

No. If a survey is part of the contractor's proposed methodology for carrying out Task B, the contractor will propose and the government will approve a plan that incorporates an appropriate number of participants depending on the content and construct of the survey.

6 Does the government expect the survey to be nationally representative?

Not necessarily. The contractor can propose and the government will consider survey designs and samples of varying sizes and sources depending on what is appropriate for an instrument's proposed purpose.

In case the OMB process takes longer than anticipated, is the government willing to extend the 18-month project timeline?

Yes, but not beyond a total of 22 months.

8 Will the government allow ODCs for honorariums?

No, honorariums shall be budgeted within your literature and data analysis portion.

Can one of the team members represent a 501(c)3 or must they all be other commercial entities or independent individuals?

The contractor shall be a for-profit entity or individual. That entity or individual may subcontract with any entity consist with applicable requirements and limitations on subcontracting.

10 Will the presentation to the Council under Task A be in person or virtual?

The contractor must be able to deliver the presentation in person. All travel shall be pre-approved by the COR and in accordance with the Federal Travel Regulations. Prior to booking your travel please provide a breakdown of who will be traveling, hotel, flight and per diem rates.

The following link will be used to ensure compliance: Per diem rates | GSA https://www.gsa.gov/travel/plan-book/per-diem-rates
