An indefinite delivery, indefinite quantity (IDIQ) contract will be awarded to the Quoter who is deemed responsible in accordance with FAR 9.1, whose quote conforms to the solicitation's requirements (to include all stated terms, conditions, representations, certifications, and all other information required by this solicitation) and is judged to represent the best value to the Government.
The evaluation factors are listed below:
Factor 1 – Technical and Management Approach
Factor 2 – Past Performance
Factor 3 – Price
The Government will evaluate Factor 1 – Technical and Management Approach as to the extent the Quoter has provided a feasible approach and demonstrated the ability to accomplish the requirements as stated herein. The staffing plan will be evaluated to determine whether the labor categories, description of functions, availability of resources and proposed resumes are feasible to successfully perform the work and supports the approach. Additionally, the Quality Control Plan will be evaluated for its feasibility and effectiveness.
The Government will evaluate Factor 2 - Past Performance based on the recency and relevancy of the Quoter’s past performance on other Government and/or non-Government requirements. Quoter’s without a record of relevant past performance or for whom information on past performance is not available, the Quoter will not be evaluated favorably or unfavorably on past performance.
The Government will evaluate Factor 3 – Price: The Government will assess the reasonableness of proposed labor rates. Reasonableness will be determined using price analysis techniques and procedures found at FAR 15.404-1(b)(2). As part of the price evaluation, the Government will evaluate the option provided under FAR 52.217-8 Option to Extend Services by examining the Quoter’s proposed escalation rate for each calendar year through 2023. The Government may choose to exercise an extension of services at the end of any Order’s performance period (Base or Options), utilizing the rates of that current performance period.
The Government will employ a trade-off approach to select the most advantageous offer. The approach allows flexibility in selection through tradeoffs between the price and non-price evaluation factors.
The Government will review the QASP based on an acceptable or non-acceptable basis.
