ER/LR Questions and Answers #2

1. In reference to RFQ Attachment 1 SOW Page 2 Section 2.2 (Employee Relations), will the Government please explain the need for tracking leave balances in ER/LR instead of in their payroll system and elaborate on the requirements for doing so in ER/LR? There is no need to track leave balances in the ER/LR Tracker. Leave balances are tracked in the personnel/payroll system. The ER/LR Tracker would instead track requests (not balances) things such as, FMLA and leave restoration which rely on leave balances.

1. In reference to RFQ Attachment 1 SOW Page 3 Section 2.2.2 (Labor Relations), will the Government please elaborate on requirements regarding Information Notices and De Minimis Notices? ER/LR tracker will be used to track all information notices sent to the union and notices of changes in working conditions. The notices for changes in working conditions may generate briefings and negotiations that will also be tracked.

1. In reference to RFQ Attachment 1 SOW Page 3 Section 2.2.2 (Labor Relations), will the Government please explain the need for tracking union dues in ER/LR instead of in their payroll system and elaborate on the requirements for doing so in ER/LR? Union dues requests and union dues cancellations are received by the ER/LR office. What payroll does is the deduction of the dues per ER/LR instructions. ER/LR has to track these requests.

1. In reference to RFQ Attachment 1 SOW Page 3 Section 2.2.3 (Investigations), will the Government please clarify the extent of investigations conducted by SBA and elaborate on the requirements for tracking investigations? ER investigations are generally related to referrals from the Office of Inspector General, serious conduct allegations, or harassment. The ER/LR tracker tracks things such as, the date of initiation of the investigation, issue investigated, name of investigators, location of investigation, date investigation conducted, outcome as well if a report was issued. All documents related to the investigation will be entered in the tracker.

1. In reference to RFQ Attachment 1 SOW Page 3 Section 2.2.5 (EEO Requests for Information), will the Government please clarify what is meant by “EEO Requests for Information,” the complexity of these requests, and the extent to which SBA desires they be tracked in the system? Whenever there is an EEO investigation, the Office of Diversity and Inclusion (Office who conducts the investigations) comes to ER/LR to request documents. The ER/LR tracker is tracking the request and the response provided. The tracker would also store all the related documents provided to EEO by ER/LR. The complexity of the requests depends on the complexity of the case.
