Combined Synopsis/Solicitation – 73351018R0008 Continuous Lender (Financial Institution) Data Feed Question and Answer Table
1. What asset classes will OCA need data for? Some asset classes are fundamental, bonds, stocks, indices, currencies.
1. All relevant asset classes as they relate to lenders (financial institutions) are being requested as part of the data feed.
2. Will you need data for small business, and, if so, what type?
2. The data being requested is for lenders (financial institutions), not small businesses. See the performance-based statement of work (SOW).
3. How often will the data need to be pulled? For instance, must data be pulled hourly or daily or monthly?
3. See SOW, specifically page 3, “…all institution changes shall be provided to OCA within 24 hours of Vendor’s publishing, and also “Confirm daily updates are provided daily.” At a minimum, data is expected on a daily basis.
4. Will data need to be real time, delayed, or end of the day?
4. Data will need to be provided daily, whether real time, delayed, or end of day. Offeror should state its capability in its Technical Proposal.
5. Will historical data be needed? If so, how many years of historical data will be needed?
5. Historical data is not being requested. See SOW.
6. Is this requirement currently being accomplished on an existing contract or is this a new requirement? If there is an existing contract, please provide the contract number.
6.The requirement is currently being accomplished under contract SBAHQ-12-C0022.
7. Please address data delivery methodology. What is OCA’s definition of “web service.” Is “web service” an online platform that is accessed by the OCA staff for internal use only? If this is not a proper interpretation of “web service,” please define.
7. The definition of “web service” in the question is acceptable. The vendor’s definition is acceptable with one exception: The awardee would “access the OCA service” to supply data.
8. Concerning methods to verify PIMS (Partner Information Management System), will SBA’s PIMS database be available to the awardee to match awardee’s data against the most current PIMS data?
8. Yes, SBA PIMS database will be available to the Awardee. See p. 3 of the SOW. Offeror should address in its Technical Proposal how its operations will relate to SBA’s PIMS database.
9. As to SBA’s expectation that there be a timely delivery of changes to the referenced PIMS data, are there any requirements for the Awardee to periodically provide a full refresh of awardee’s provided dataset?
9. This SOW is performance-based. In its Technical Proposal, Offeror should address whether a refresh is needed and, if so, how often. If Offeror proposes a refresh, it should include that cost in its firm-fixed pricing.
10. How broadly will the data be used – that is, how many SBA users and departments will use the data provided pursuant to this contract?
10. It is expected that this data will be used actively only by OCA and its personnel.
11. How many references to you need, and should they be all government agencies?
11. Provide as many references as you wish as the only limitation is that contracts and projects be “Within the Past Three Years.” The references need not all be “government agencies.” Please read the Past Performance form.
12. Can I speak directly to the Contracting Officer (CO)?
12. No direct one-on-one exchange is now allowed between the CO and a potential offeror. Ethical considerations require that during the acquisition process, no offeror be favored or appear to be favored. Note that offerors can speak with the CO and Government users during the marketplace research phase – which has passed for this requirement.
13.Is there a procedure to request an extension on the response date?
13. No extension for the response date will be granted. Paper proposals are due in the CO’s office no later than 3 p.m. Mountain Time on March 21, 2018.
14.How would you like the response to address the ability or inability to provide the specific bullet points found in C.2?
14. Please address the requirements in the SOW. There is no “C.2” in the SOW. It is suggested that Offeror’s technical proposal address address the specific tasks and deliverables in the same order as they are presented in the SOW.
15.If SBA is unable to find a sole source capable of providing all bullet points in C.2, how will OCA handle the award? Will OCA award to separate vendors for various components?
15. There will be one firm-fixed-price award from the combined synopsis/solicitation published on fedbizopps as 73351018R0008 – based on best value to the Government.
16. Is OCA requesting data and delivery only, or also assistance in integrating the data into OCA’s system and process?
16. Integration services will be required and the cost of providing that service should be built into Offeror’s firm-fixed pricing.
17.If SBA is requesting integration services, and as time is limited to implement and integrate a solution by 04/01/2018 when the award is to commence, is SBA open to a response that includes a phased approach? During the phased approach OCA would continue its current access to replicated tables for a limited time period while a new solution is implemented, tests, and developed simultaneously?
17. The Awardee shall commence performance of the requirement as soon as the Period of Performance (POP) commences. The current contract under which these services are being provided cannot be extended. If Offeror is providing a phased approach, please describe this approach with full details and a timeline in the Technical Proposal.
