About this file

This is a Scope of Work document for the Cumming Generator Project, involving a contractor and a customer with coordination through Georgia Power utility. The project is a turnkey generator and switchgear installation requiring comprehensive project management, preliminary design services, full engineering services, procurement and production, construction services, testing and commissioning, and training. The primary equipment deliverable consists of a 2500kW diesel engine generator system comprising four 625kW engines in a single enclosure with a 5000-gallon sub-base fuel tank and 430-gallon Diesel Exhaust Fluid tank (Item 001), a 3750kVA step-up transformer (Item 002), a 3000A, 5kV paralleling switchgear with provisions for two future 3750kW generator systems (Item 003), and a weatherproof system control house with HVAC and station batteries (Item 004). The contractor must deliver construction drawings sealed by a Georgia-registered Professional Engineer, obtain all necessary permits through appropriate authorities, coordinate interconnection with Georgia Power, and provide 60%, 90%, and 100% design drawing phases before construction.

The project scope includes Level 1 startup testing and Level 2 commissioning testing with live customer load under both normal and abnormal operating conditions, performance verification reports, system acceptance testing, and operator training covering site overview, equipment designations, voltage ratings, sequence of operations, and failure scenarios. As-built drawings must be provided upon project completion. The customer is designated as tax-exempt, and the contractor is responsible for environmental permit preparation as required by environmental authorities, though the customer must provide final signature, submit applications, and assume resulting compliance obligations. No construction or system operation may commence without proper authority permits. The contractor must coordinate extensively with the customer's engineer, other contractors, Georgia Power, and the customer's designated environmental representative throughout all project phases.

Scope of Work for Cumming Generator Project CONTRACTOR will deliver the following solution on a turnkey basis for the project as outlined below.

Services:

• Project Management Services

• CONTRACTOR shall provide Project Management to manage the project plan, schedule, and communications and shall coordinate the activities throughout project delivery.

• CONTRACTOR’s Project Manager shall serve as the single point of interface with Customer and

Customer’s utility and shall be present on-site for critical activities and key milestones.

• CONTRACTOR shall coordinate with Customer’s Engineer, Other Contractors, and the Power Utility

(Georgia Power).

• Preliminary Design Services

• Conduct review of existing Customer’s electrical infrastructure and available documents.

• Determine alternative system integration locations, configurations, and options.

• Confirm project scope and location acceptability with Customer.

• Conduct preliminary code and environmental review based on project site locale.

• Provide Customer with concept design documents for approval (30% design drawings).

• Engineering Services

Conduct civil, electrical, and other related studies and investigations required for project design, permitting, and construction, including utility locator services.

Establish project permitting requirements.

Develop, submit, and coordinate all required permit applications with the appropriate authorities having jurisdiction (AHJ), except as provided below with regard to certain environmental permits to be obtained by Customer.

Complete, submit and coordinate all interconnection applications and activities with Customer’s Utility (Georgia Power).

Provide all engineering and design services necessary to complete construction drawings for the equipment listed in the Equipment Deliverables table below in accordance with the AHJ codes and ordinances.

Prepare 60%, 90% and 100% construction drawings.

Construction drawings signed and sealed by a Registered Professional Engineer of Record in

Georgia.

Prepare product engineering drawings and compile drawings and product information into submittal for Customer and Georgia Power review and approval as required.

• Procurement and Production Services

• Procure, manufacture, integrate, assemble, and test System components.

• Customer is tax-exempt.

• Construction Services

• Construct and install System components including construction management services, vendor coordination, site work, electrical and mechanical work, general conditions, and system modifications for interconnection with existing infrastructure and utility, and communications systems necessary for a fully functioning System.

• Perform construction permitting service.

• Prepare and submit to Customer construction progress reports.

• CONTRACTOR shall prepare application documents for the environmental-related permits that are required by the environmental AHJ related solely to the System installation as detailed below. Customer will provide any information and documentation requested by CONTRACTOR for the application process. All environmental-related permits and applications must be obtained and held in the Customer’s name.

• Any permit modifications are Customer’s responsibility. If the application constitutes a modification of Customer’s existing permit, additional fees may apply.

• CONTRACTOR shall coordinate with Customer’s designated environmental representative to review appropriate documents prior to submission, such as to avoid conflict with or impact to the environmental strategy of Customer. Customer is responsible for the final signature and submittal of the permit applications, as well as resulting compliance obligations.

• Neither construction nor operation of the System can commence until proper authority has been granted, and Customer will provide CONTRACTOR with copies of such permit(s).

• Testing and Commissioning

• Develop plan and verification report for commissioning and testing of System.

• Commission and test all System components at all levels as needed:

Level 1 – Startup (SU) – During this phase, equipment will be inspected and tested to ensure design and functionality complies with the System, Customer, manufacturer, and contract requirements.

Level 2 – Commissioning (CX) – During this phase, the interaction between all the equipment will be demonstrated to validate under both normal and abnormal conditions of System operation. This will include testing the System with live customer load and will often impact Customer’s operations to simulate outage scenarios. CONTRACTOR will communicate testing expectations and schedules with Customer prior to any testing.

• Conduct System function testing per approved sequence of operations (SOO).

• Prepare full System functionality testing and performance verification report, including, but not limited to, communications programming, protocols, and interfacing between all components.

• Conduct acceptance testing of all System components.

• Provide completed Commissioning verification report to Customer.

• Training

• Site Overview: Review all site drawings, including construction drawings, switchgear riser diagrams, and electrical schematics so that the operator is knowledgeable in equipment designations, voltage ratings, and component types within the System. In addition, this training will include an overview on the sequence of operation and common failure scenarios to better equip the operator on how the System responds during different modes of operation.

• As-Built Drawings

• CONTRACTOR shall provide as-built drawings to the Customer at the completion of the project.
