Subject: Request for Information (RFI) – Pacific Regional Initiative and Support for More

Effective Counter Trafficking in Persons (Pacific RISE CTIP) Project

The United States Agency for International Development’s (USAID’s) Mission to the Philippines, Pacific Islands, and Mongolia is developing a new five-year program that seeks to reduce trafficking in persons in the Pacific Island countries through reduction in vulnerability to trafficking, enhanced mechanisms and strategies to prevent trafficking, improved protection services to victims, and increased access to legal services and remedies. The program will support the U.S. government’s Indo-Pacific Vision of promoting democracy and strengthening civil society, human rights, rule of law, transparency, and accountability in the region. Subject to availability of funds, USAID anticipates that this activity or activities will be implemented over a period of five (5) years.

In line with the Agency’s Effective Partnering and Procurement Reform (EPPR) that aims to foster self-reliance, we are contemplating the use of the New Partnerships Initiative or an alternate mechanism to inform this new program. Through this RFI, USAID is seeking information, feedback, and recommendations from interested parties (i.e., US or non-US organizations, nongovernmental organizations, universities, consortium, for-profit organizations) to address the questions in Attachment 1 of this RFI.

This is not a solicitation or a call for applications. Any application(s) submitted in response to this request will not be considered. Please do not submit applications, proposals, resumes or promotional materials, as they will be discarded, and not considered.

Responses to this RFI should be submitted to USAID via email as stated above with subject line “Response to RFI No. 72088720-PACIFIC-RFI-00004, Pacific RISE CTIP Project,” no later than the date and time stated above. Only electronic submissions will be accepted.

We look forward to receiving your feedback, comments, and recommendations.

Sincerely, Supervisory Contracting/Agreement Officer Regional Office of Acquisition and Assistance
