SECTION B - SUPPLIES OR SERVICES AND PRICE/COSTS
B.1 PURPOSE
The purpose of this contract is to provide the services and deliverables that fall within the
Performance Work Statement (PWS) specified in Section C for the Rwanda Nguriza Nshore
Activity.
B.2 CONTRACT TYPE
This is a Cost-Plus-Fixed-Fee (CPFF) Completion type contract. For the consideration set forth below, the Contractor must achieve the performance objectives and deliverables or outputs described in Sections C and F, in accordance with performance standards specified in Section E, and otherwise comply with all contract requirements.
B.3 ESTIMATED COST, FIXED FEE AND OBLIGATED AMOUNT
(a) The estimated cost for the performance of the work required hereunder, exclusive of fee is
$___________. The fixed fee is $__________. The estimated cost plus fixed fee is $________.
(b) Within the estimated cost plus fixed fee (if any) specified in paragraph (a) above, the amount currently obligated and available for reimbursement of allowable costs incurred by the
Contractor (and payment of fee, if any) for performance hereunder is $_________. The
Contractor must not exceed the aforesaid obligated amount.
(c) Funds obligated hereunder are anticipated to be sufficient through {TBD based on the date of award}.
B.4 BUDGET
The total cost (stated below) for the budget categories specified below may not be adjusted without a modification to the contract signed by the Contracting Officer. No amounts in excess of the amounts specified for each cost category will be billed against the Contract.
Description Total
Personnel
Travel
Other Direct Costs
Indirect Costs
AwardFixed Fee
TOTAL ESTIMATED COST
Leverage
B-2
The Contractor must allocate costs to these budget categories consistent with the Contractor’s final proposal, which was accepted by USAID/Rwanda through award of this contract. Leverage is the resources that third-parties bring to the program. The terms “leverage” and “additional financing” are used interchangeably in this contract. Modifications to the leverage amount will be considered during Contract performance based upon changes to underlying assumptions, as agreed to by the Contracting Officer and Contracting Officer’s Representative.
B.5 INDIRECT COSTS
Pending the establishment of a revised provisional or final indirect cost rates, allowable indirect costs will be reimbursed on the basis of the following negotiated provisional or predetermined rates and the appropriate bases:
Description* Period** Rate Base***
* Description or type of rate indicated as a percentage, e.g., G&A
** Period, e.g., CY 2009
*** Base, e.g., Direct Labor for Labor Overhead
B.6 COST REIMBURSABLE
The U.S. dollar costs allowable will be limited to reasonable, allocable and necessary costs determined in accordance with FAR 52.216-7, Allowable Cost and Payment, FAR 52.216-8, Fixed Fee, if applicable, and AIDAR 752.7003, Documentation for Payment.
B.7 MULTI‐YEAR CONTRACT
The Contract is subject to the requirements of FAR 17.106. However, this is a Cost Plus Fixed
Fee (CPFF) type contract where the contractor is authorized to be reimbursed for all costs which are allowable in accordance with FAR 52.216‐7, “Allowable Costs and Payment.” Therefore, the contractor will not incur any costs which would have been amortized over the life of the Contract should the Contract be cancelled in accordance with FAR 52.217‐2. The cancellation ceiling for each cancellation date is $0 and there is no requirement to include cancellation dates in the contract.
B.8 PAYMENT OF FEE
The Contractor may earn and be paid all or a portion of the total fee based on performance under this contract. The Government’s purpose in granting this fee is to encourage and reward superior contract performance. Payment of the Contractor’s fee is tied to the accomplishment of performance objectives and deliverables or outputs described in Sections C, D and F that are
B-3 specified in Table 1 below. The Contractor will be paid the amount of fee specified for each denoted performance objective, deliverable or output set forth in the table below upon acceptance by the Contracting Officer’s Representative (COR). Full fee payment is dependent upon full completion of the contract, as demonstrated by attainment of all deliverables. Payment of the fixed fee for each target is dependent upon the Contractor meeting each target for that year, as specified in the table below and as determined by the COR. If the Contractor does not reach the target, the Contractor will not be paid any of the fee specified for that target, as full contract completion will not have been demonstrated. USAID reserves the right to engage a third party to verify results. The Contracting Officer, in consultation with the Contracting Officer’s
Representative (COR) and at the request of the Contractor, may modify the fee schedule, including targets or dates, based upon changes in underlying assumptions, the development context or other extenuating circumstances. Additionally, dates are meant to be illustrative and are flexible within reason, as determined by the COR.
Because the clause entitled “Allowable Cost and Payment” (FAR 52.216‐7) is incorporated into this contract, the terms and conditions of this clause applies after total payments of fixed fee reach eighty‐five percent (85%) of the total fixed fee. Payment of fixed fee will be in accordance with FAR 52.216-8.

Context Indicator 1: Employment in the agri-food system (National Level- GFSS)
Context Indicator 2: Annual percent change in value-added in the agriculture and food system
(National Level-GFSS)
In addition to the indicators listed above, the Contractor is encouraged to use standard indicators from the Foreign Assistance Framework (F-Bureau Indicators, FTF Indicators, GFSS Indicators), as well as propose custom indicators that align with its PWS.
Other performance indicators (including Mission-level Performance Management Plan (PMP) and GFSS-indicators) to which the Nguriza Nshore Activity Contractor must directly contribute include:
A. USAID/Rwanda PMP indicators for Sub IR 1.2.1 “Enhanced Private Sector
Competitiveness”:
a. Value of new private sector investment in the agriculture sector or food value chain leveraged by FTF implementations;
b. Number of firms receiving USG-funded technical assistance for improving business performance.

F.6(a).2 Performance Evaluation
USAID/Rwanda will contract an independent midterm performance evaluation which will be managed by USAID. A final evaluation might be considered based on the results of the midterm evaluation, and regular monitoring of the activity. The Nguriza Nshore Contractor must collaborate with the evaluation contractor.
F.6(a).3 Geographic Information Systems (GIS)
USAID/Rwanda is in the process of building internal capacity to manage GIS-related information within the Mission to support greater utilization of GIS tools among implementing partners, to promote coordination among stakeholders, and to share information about USAID-funded activities, their impact in Rwanda, as well as relevant data about the country. A few implementing partners currently use GIS tools, but the level of application varies and access to relevant and useful data in Rwanda remains a challenge. USAID/Rwanda hopes to open and foster a dialogue about ways to apply GIS tools to improve decision-making and management for results.
As defined in the USAID Policy Framework (2011-2015), USAID is committed to strategically allocating resources through geographically targeting aid investments, monitoring and evaluating overall aid effectiveness, and upholding the Agency’s open data and transparency goals. Utilizing geographic information systems (GIS) technology, geographic data, and analysis is essential to effectively achieving these objectives.
The Contractor must apply geospatial methods using GIS technology to support USAID’s effort to incorporate geographic data and analysis into USAID’s overall development planning, design, and monitoring and evaluation. The Contractor must include geographic data collection, analysis, and submission methods in the MEL and Work Plans as a separate section. There are three types of geographic data that the USAID/Rwanda Mission requires in a standardized manner:
1. Activity and Intervention Location Data: The Contractor must submit Activity and
Intervention Location Data according to the Mission’s data requirements. Activity and
Intervention Location Data refers to data that records a discrete point location for activity and intervention sites. Activity and Intervention Location Data is essential in establishing an effective method for managing, analyzing, and communicating project and activity information.
2. Thematic Data: This refers to data such as demographic and health indicators, land use land cover, hydrology, and transportation infrastructure. Thematic Data is essential for USAID’s development planning and project design purposes. When the Contractor creates or acquires using USAID funds, these datasets, it must submit them to the COR.
3. Activity Specific Geographic Data: This refers to data such as the analytical output of a geographic analysis that is conducted while implementing an Activity and is useful to USAID’s
F-8 development planning and project design purposes. When the Contractor creates or acquires using USAID funds, these datasets, it must submit them to the COR.
The Contractor must submit all…
