About this file
This document is an amendment to a request for proposal for the Feed the Future Ethiopia Food and Agriculture System Transformation activity. The amendment makes changes to the original RFP, including revising the special contract requirements section regarding environmental impact evaluations and climate risk management plans. Offerors must prepare an environmental mitigation and monitoring plan describing how potential adverse environmental impacts of proposed interventions will be addressed, including a climate risk management plan. The purpose of the FAST activity is to increase access to healthy diets in Ethiopia's Feed the Future Zone of Influence by improving the competitiveness, inclusiveness, and resilience of food and agriculture systems using a food systems approach. The activity will be carried out through the U.S. Agency for International Development in Ethiopia.

RFP/Solicitation No. 72066322R00008 Amendment No. 0002
Attachment No. 1 - Changes to the RFP
The Solicitation is hereby amended as set forth below:
1. SECTION H - SPECIAL CONTRACT REQUIREMENTS, H.11 (b) (1) (page 50):
DELETE in its entirety and REPLACE with the following in lieu thereof:
(1) In accordance with 22 CFR 216, an Umbrella IEE was developed for the USAID/Ethiopia Agriculture Value Chain and Private Sector Project. Pursuant to 22 CFR 216.3(a)(2)(iii), the IEE gave a Negative determination with condition threshold decision for most of the intervention of the FAST activity. Negative determination with condition threshold decision indicates that some of the FAST interventions have the potential for adverse environmental and social impact. This indicates that if these activities are implemented subject to the specified conditions, they are expected to have no significant adverse effect on the environment. The Contractor shall be responsible for implementing all IEE conditions pertaining to activities to be funded under this solicitation. Some of the interventions that have the potential for adverse environmental and social impacts among others include: Agro-Chemicals use, seed multiplication, seed supply, planting materials, Agricultural Processing and ValueAdded Enterprises, Infrastructure Development and Small-scale Construction, and Irrigation development.
2. SECTION H - SPECIAL CONTRACT REQUIREMENTS, H.11 (b) (2 & 3) (page 50-51): DELETE both paragraphs entirely and REPLACE with the following new paragraph in lieu thereof:
(2) As the USAID/Ethiopia Agriculture Value Chain and Private Sector Project IEE does not contain an activity-level detailed environmental mitigation and monitoring plan (EMMP), the Contractor shall prepare an Environmental Mitigation and Monitoring Plan (EMMP) describing how the Contractor will, in specific terms, address the potential adverse environmental impacts that apply to proposed activity interventions within the scope of the award. The EMMP will include a Climate Risk Management Plan. The EMMP Plan shall include monitoring the implementation of the conditions and their effectiveness. The completed EMMP shall be integrated into the initial work plan and into subsequent Annual Work Plans, making any necessary adjustments to activity implementation in order to minimize adverse impacts to the environment.
Note: As a result of this change, the original paragraph (4) will be moved up as paragraph (3).
3. SECTION H - SPECIAL CONTRACT REQUIREMENTS, H.11 (d) (page 51):
DELETE in its entirety and REPLACE with the following in lieu thereof:
(d) Climate Risk Management
Climate Risk Management (CRM) is required for all USAID-supported activities, with limited exceptions. Climate risk is the potential for negative consequences on activity

RFP/Solicitation No. 72066322R00008 Amendment No. 0002 objectives and/or outcomes due to changing climatic conditions. The focus of CRM at USAID is on the risk to USAID development programming. The CRM process may also identify potential development opportunities associated with current and expected climatic and meteorological changes, including chances to achieve additional development objectives (including increasing climate resilience and reducing greenhouse gas emissions).
A climate risk screening was conducted for DO3, including the Private Enterprise Project, in January 2020. All activities that received a “moderate” climate risk, including FAST, are required to develop a Climate Risk Management Plan and report regularly on compliance status. The Contractor must provide an explanation of their approach to managing climate risks, including taking advantage of opportunities to reduce greenhouse gas emissions, including how the approach specifically responds to the climate risks and management options.
