Statement of Work: Media Monitoring Background: As part of a broader exercise to monitor the impact of USAID Development Outreach and Communications activities, USAID Ethiopia would like to utilize the services of a professional clipping agency. This will allow USAID to better determine the quality and quantity of USAID and U.S. assistance coverage in the Ethiopian media.

Method: Monitor television, print, and internet media coverage related to USAID assistance.

Deliverables:

· In order to effectively monitor the full-range of media in Ethiopia, the services of a media monitoring company is necessary.

· In order to compare the quality of services provided, USAID Ethiopia requests that the agency agrees to a 10 working day free trial period of their services beginning on Monday 13 August, 2018 through Friday, 24 August 2018. The submissions during the trial period should be sent to following email addresses:

dkahrmann@usaid.gov tbeckman@usaid.gov

· We ask to receive an in-depth list of monitored media, including local media, and internet portals. If/where applicable, we’d also like to know whether the respective agency monitors social media and blogs. We want to ensure that the agency we select for services has the best spread of coverage through all media.

· The agency will be asked to provide a list of monitored media, to be updated semi-annually, that should include:

a. List of national print dailies (including information on regional issues if/where applicable;

b. List of local print, electronic and internet media by region;

c. Weeklies (indicating day of publishing),

d. Bi-weeklies (indicating day of publishing),

e. Monthlies (indicating day of publishing),

f. Periodicals (indicating publishing intervals and day of publishing);

g. Regional editions should indicate municipalities/spread

h. List of national electronic news outlets

i. List of monitored online news portals organized by type of outlet and other

j. Lists of national print and electronic media and key local media should include names of Editors-in-Chief and contact details. These can also be provided in a separate list.

k. List indicating circulation for all print media

l. Information related to viewership of electronic media upon request

m. Information related to ownership, editorial policies of news outlets upon request

· Please explain how you will monitor international website coverage of US assistance in Ethiopia.

· Please provide headlines/date/author and a one sentence summary of the piece in English and information on the tone (positive/neutral/negative). The option should exist to then request translations (of select articles and electronic media reports) when of particular interest to USAID. These must be of high quality.

· The keywords are marked in each of the news reports. Often more than one keyword will appear in a media report. The agency will be asked to track news reports which do/do not accredit USAID for the assistance provided, as at times news reports about USAID programs are published without the mention of USAID as the donor.

· Given that USAID executes its portfolio through implementing partners the agency must have a good grasp of USAID’s activities to be able to identify coverage related to USAID-funded activities should USAID not be accredited. At the same time, the agency must be able to eliminate coverage that mentions a USAID partner but is unrelated to a USAID-funded activity.

· When USAID express particular interest in an article, a full translation of the article or tape of a broadcast, will be requested. A select number of broadcasts will be used for posting on USAID’s website. For this purpose, the agency will be asked to provide subtitled clips in English. These services and any related costs should be included in the Quote.

· Media monitoring search engines generate hits according to keywords. In order to get a comprehensive overview of all of our programs exposure in the media, we recommend that “USAID”, “the American people”, the names of all our projects as well as partner organizations names are included as keywords. USAID will provide a full list of keywords ahead of the trial period. Given program cycles, the list is subject to change and USAID will periodically send an updated list of keywords to the selected offeror.

· Many global clipping agencies have started providing “Real time clipping” services, or “Moment clipping”, which alerts a client at a moment notice that a news item related to the client’s activities has been published on an internet portal or was released by other types of media. If available, this service can also be offered by the agency during the trial period.

· The Agency will have to provide the option of researching USAID’s coverage by a specific print or electronic media outlet or articles by a certain author and to explain if and how this option is going to be made available to us.

· After the bi-weekly trial period, the agency must send a sample quantitative media monitoring analysis covering the trial period. The analysis should describe how USAID is being portrayed in the news. This report should include: number of USAID hits, key findings related to news coverage on all identifies key words, coverage by print/electronic/internet media outlets, general tone, trends in coverage, details of any negative coverage, etc. The selected offeror would be expected to provide this type of report monthly.

· Generally, the Agency should provide USAID with these services (if available):

· PDFs (or similar) of all articles/broadcasts on a page with the name of the media source, the date, headline, author, tone (positive/neutral/negative) …

· Screenshots and links for any online media coverage

· Short summary of daily coverage in English

· Full high quality translation into English of articles/broadcasts by request

· Download link for all electronic news reports

· Marked keywords in each of the news reports

· Subtitled clips in English (a few)

· Alerts for negative news reports to be accompanied by brief translation.

· Information about USAID’s coverage by a specific print or electronic media outlet or articles by a certain author

· Media monitoring online search engine

· Online analysis available 24/7 (integrated into the online base)

· Summary of coverage related to a specific USAID event (numerous).

· A quantitative media monitoring analysis about how USAID is being portrayed in the media.
