RFP #72062320R00010 Amendment 1
Evaluation, Learning, and Monitoring Initiative (ELMI) IDIQ
Solicitation Issuance Date: September 1, 2020
Question Submission Date and Time: September 14, 2020, 12:00 PM Kenya Time
Closing Date and Time: October 30, 2020, 12:00 PM Kenya Time
Subject: Request for Proposal (RFP) Number 72062320R00010 for the Evaluation, Learning, and Monitoring Initiative (ELMI) IDIQ for USAID/Somalia -
Amendment 1
Dear Prospective Offerors:
The United States Agency for International Development (USAID), is seeking proposals to provide Evaluation, Learning, Monitoring and programmatic support for the USAID/Somalia
Mission as described in the attached Request for Proposal (RFP).
USAID is contemplating award of a single-award, indefinite-delivery, indefinite-quantity (IDIQ) contract with a maximum ceiling of $24,000,000 and a minimum order guarantee of $10,000. The first task order will also be issued at award, to the IDIQ holder that offers the best value proposal.
This amendment incorporates the responses to questions generated from the initial solicitation. All revisions are hereby incorporated into the RFP.
USAID anticipates that the maximum aggregate ordering limitation for contracts resulting from this RFP will be $24,000,000 over the Seven (7) year period of performance. The maximum aggregate dollar value of task orders awarded to all contractors cannot exceed this contract ceiling.
This ceiling is not being subdivided among the number of awardees nor is it being multiplied by the number of awardees. There is no guarantee on the number of task orders that the successful contractor will receive or the amount of money beyond the minimum order guarantee set forth in the RFP.
USAID invites all interested and responsible organizations to submit offers in accordance with the requirements of this solicitation. USAID will conduct this procurement as a full and open competition under which any type of organization may submit a proposal. The procedures set forth in Federal Acquisition Regulation (“FAR”) Part 15 will govern the procurement. The North
American Industry Classification System (“NAICS”) Code is 541990.
Proposals will be accepted from eligible organizations and encourages U.S. small businesses to submit proposals. In support of USAID’s interest in expanding the number and sustainability of development partners, USAID encourages proposals from potential new local partners. USAID discourages the use of exclusive agreements as this limits USAID’s, and Somalia’s, ability to receive the best services
Please refer to Section L for information regarding proposal requirements. Offerors must take into account the expected delivery time required by the proposal transmission method they choose, and they are responsible for ensuring proposals are received at USAID by the due date and time as specified in Section L. Section M states the criteria by which proposals will be evaluated. Oral explanations or instructions given before award of the contract will not be binding. Failure to comply with the submission date will deem any submission unacceptable and it will not be reviewed or evaluated. Faxed proposals are not acceptable, nor will they be reviewed or evaluated.
Pursuant to Block 12 of Standard Form 33 of this RFP, offers must remain valid for 220 days.
This RFP in no way obligates USAID to award a contract nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal. Award of a contract under this RFP is subject to availability of funds and other internal USAID approvals.
This RFP can be viewed and downloaded from https://beta.sam.gov/. USAID bears no responsibility for data errors resulting from transmission or conversion processes. Further, be aware that amendments to solicitations are occasionally issued and will be posted on the same website from which you downloaded the solicitation. USAID advises to regularly check the above website for amendments.
Prospective Offerors must submit questions about this solicitation to Mr. Sam Kraegel at skraegel@usaid.gov and Mr. Aziz Alibhai aalibhai@usaid.gov by the time and date indicated above.
Sincerely, === S ===

SECTION B - SUPPLIES OR SERVICES AND PRICE/COSTS
B.1 PURPOSE
The purpose of this contract is to provide services that fall within the Scope of Work (SOW) specified in Section C for the Evaluation, Learning, and Monitoring Initiative (ELMI) Activity.
B.2 CONTRACT TYPE AND SERVICES
This is an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. The Government will issue task orders that are either Cost-Plus-Fixed-Fee (CPFF) (term or completion), or Firm Fixed-Priced
(FFP), or any combination thereof.
B.3 MINIMUM OBLIGATED AMOUNT
The basic contract includes an initial obligation of funds in the amount of $10,000.00 to cover the minimum order guarantee USAID is required to order. The Contractor is required to furnish the minimum order amount of services.
Following this initial obligation, individual task orders will obligate funds to cover the work required under that task order.
B.4 MAXIMUM CONTRACT CEILING
This is a single award Indefinite Quantity Contract (IDIQ) with an overall ceiling price of
$24,000,000. The maximum aggregate dollar value of task orders awarded to the contractor must not exceed the contract ceiling.
B.5 FIXED FEE CEILING (Cost-Plus- Fixed-Fee Task Orders Only)
(a) For each cost-reimbursement task order issued under this IDIQ, the TOCO and Contractor agree to negotiate a set dollar amount for fixed fee. In negotiating the fixed dollar amount for fee, the TOCO must consider the policies and factors for establishing fee in FAR 15.404-4 as well as any applicable USAID policy on establishing a fixed fee amount. In no event, however, may the amount of fixed fee in any individual task order exceed _____ percent (to be determined prior to award) of the task order’s estimated cost, excluding fee.
This fee ceiling is not applicable to Grants under Contracts (GUCs), if any, or other costs that have a separate fee ceiling established in the contract. The fixed fee ceiling applies to all cost reimbursement subcontracts.
(b) The Total Estimated Cost -Plus- Fixed- Fee for each Task Order must be negotiated in accordance with the terms of this contract.
(c) Fixed Fee Payment. For any Task Order issued under this Contract, at the time of each payment of allowable costs to the contractor, the USAID paying office ordinarily pays the contractor a percentage of fixed fees that directly corresponds to the percentage of allowable costs being paid. Two exceptions to paying fixed fee in this manner apply:
(1) If the TOCO determines that this method results in paying a disproportionately higher ratio of fixed fee than the percentage of work that the contractor has completed, then the TOCO may suspend further payment of any fixed fee until the contractor has made sufficient progress to justify further payment, up to the agreed percentage.
(2) Because the clauses entitled "Allowable Cost and Payment" (FAR 52.216-7) and
"Fixed Fee" (FAR 52.216-8) are incorporated into this Contract, the terms and conditions of these clauses apply after total payments of fixed fee reach eighty-five percent (85%) of the total fixed fee.

B.7 LABOR
The Contracting Officer has determined that a key (full-time) technical manager is not necessary or required to administer the basic IDIQ. The Contractor must provide the central management necessary to fulfill all the requirements of the contract. This includes cost and quality control of all tasks and assignments.
The contractor must designate a primary point of contact that USAID may contact for procedural and substantive matters. The central management bears primary responsibility for technical aspects of contract performance, as well as procurement personnel, reporting, and other management related requirements of the contract. Specifically, central management must:
● Respond to requests for task order proposals, and provide oversight of task orders under this award, working collaboratively and often with USAID central and field project managers, technical officers, Task Order Contracting Officers, and meet and consult regularly with the IDIQ/COR.
● Select, provide technical and administrative direction and guidance to, and place and support all technical experts carrying out technical requirements.
● Report to USAID technical and contract personnel in accordance with USAID reporting requirements in Section F.
● Ensure quality and control methods in a consistent and transparent manner for all contracted tasks and functions.
● Provide clarity to the IDIQ Contracting Officer and COR regarding issues or concerns of the contract.
Other than the management tasks stated by USAID, the contractor is to provide more specific ways to carry out the functions of central management duties.
Contractors are authorized to budget directly for IDIQ management costs under task order 01.
Compensation of personnel under this contract or any resulting subcontract must be in accordance with AIDAR 752.7007 Personnel Compensation (July 2007) (See Section I.).
B.9 INDIRECT COSTS AND ADVANCED UNDERSTANDING ON CEILINGS
(a) Indirect rates are only applicable to cost reimbursement task orders.
(b) Pending establishment of revised provisional or final indirect cost rates, USAID will reimburse allowable indirect costs on the basis of the following negotiated provisional or predetermined rates the appropriate bases to the contractor’s current executed Negotiated Indirect Cost Rate
Agreement (“NICRA”).

END OF SECTION B
SECTION C - STATEMENT OF WORK
The purpose of this contract is to provide support for monitoring, evaluation, and program-related services to USAID/Somalia. The current USAID strategy for Somalia aims to build a durable foundation for a more stable, democratic, and prosperous Somalia in three primary technical areas: (1) democracy, governance, and stabilization; (2) education; and, (3) economic growth. USAID/Somalia is implementing approximately $60 million annually in activities across these three technical areas.
● Democracy, Stabilization and Governance (DSG): DSG focuses on supporting the federal government, the emerging states and communities to strengthen state-society relations, promote inclusive processes and establish governance mechanisms through creating enabling conditions through stabilization of key communities; strengthening effective, accountable, and representative governance institutions; and increasing political participation and trust in political processes.
● Social Services (SS): SS focuses on improving access to equitable and quality education and health services in communities Somalia-wide through strengthening institutions to improve the quality of service delivery as well as direct service delivery. Other activities link humanitarian and development interventions with a greater shift towards improving quality and institutional strengthening as these geographic areas become more stable.
● Economic Growth (EG): EG focuses on addressing constraints to inclusive economic growth and capitalizing on Somalia’s assets through a two-pronged approach that both strengthens the enabling environment for growth through systemic interventions and expands economic opportunities through targeted sectoral interventions. Sectoral interventions focus on value chains with the highest potential for growth within the field crop, horticulture, livestock, fisheries, and renewable energy sectors.
USAID personnel are restricted from travel into Somalia outside of the Mogadishu International
Airport, inhibiting performance monitoring of its activities. As a result of these constraints, the contractor will effectively conduct assessments and rigorous analyses, gather baseline data, track results, report on activity progress, perform evaluations, respond to ad-hoc requests for information, and provide support for other project development and program office functions such as the Mission Country Development Cooperation Strategy (CDCS), Performance
Management Plan (PMP), and learning agenda.
C.1. TECHNICAL SERVICES TO BE PROVIDED
The goal of this seven-year contract is to support USAID/Somalia in meeting daily information needs in order to make informed program management decisions, as well as to provide substantive support with qualitative, quantitative, and analytical information to assist in continually assessing and evaluating the Mission’s development hypothesis: “If Somali governance systems and processes that enable inclusive governance are strengthened AND the
Somali people benefit from expanded, tangible dividends of the state-building project, then the foundation will be built for Somalia’s longer-term recovery”.
This contract will directly contribute to the capacity building of Somali institutions and Somali organizations in keeping with USAID’s Journey to Self-Reliance philosophy. To this end, USAID anticipates extensive information sharing and collaboration with the Somali government.
USAID also expects this contract to build the capacity of Somali organizations by providing training (as required) from the project’s technical leadership on quantitative and qualitative data collection, data dissemination, reporting, etc. The contractor may also develop a training component for monitoring and evaluation staff of USAID implementing partners and/or government counterparts.
C.2. TECHNICAL REQUIREMENTS
C.2.1 Expected Task Order Services
Task Orders under this contract will include tasks and activities under one or more of the following categories:
Analysis and Assessment
The Contractor must provide services to enable USAID/Somalia to conduct strategic analyses and assessments, monitor changes in the development context, as well as conduct sector-specific and cross-sectoral assessments.
Evaluation
The Contractor may design and implement performance and impact evaluations of individual activities and/or projects and may also be asked to evaluate impact against Intermediate Results
(IRs) and/or overall development objectives.
Monitoring, Verification and Reporting (MV&R)
USG staff travel is currently limited due to security. USAID relies on the Contractor to provide consistent, reliable and immediate on-the-ground performance monitoring, verification and reporting to relevant technical Agreement Officer’s Representatives (AORs) and/or Contracting
Officer’s Representatives (CORs) to enable them to effectively manage their activities in spite of their travel restrictions, as well as completing reviews of specific activities, projects, and the portfolio as a whole.
These efforts are also intended to support a culture of transparency and accountability, to prevent or address emerging issues in a collaborative manner, and to help improve processes and collaboration; ultimately improving the impact of activities over time.
The Contractor must apply a systematic approach for site selection, data collection, analysis, and reporting of the findings. The contractor must seek approval for the activity locations from the relevant COR to ensure findings are representative of the activity as a whole. At times, locations in regions of interest or those with high risk activities may be added to the list of site visits.
USAID anticipates that MV&R requirements for the life of the activity will be incorporated into a five year task order (Task Order #1).
Data Quality Assessments (DQAs)
The Contractor will conduct Data Quality Assessments DQAs on behalf of USAID as implementing partner offices and data are in locations that USAID staff cannot access. The
Contractor must ensure all DQAs conducted are done in accordance with ADS 203 and best practices. USAID anticipates that DQA requirements for the life of the activity will be incorporated into a five year task order (Task Order #1).
Performance Management
USAID anticipates developing a new strategy in 2019/2020. The Contractor must provide the support required to update the Mission Performance Management Plan (PMP), as needed, to align with the new strategy; create project log frames and M&E Plans for USAID/Somalia;
collect baseline data at the Intermediate Results (IR) and Development Objective (DO) levels;
and train/advise all implementing partners (IPs) to create aligned log frames and M&E Plans for their activities. Annually, thereafter, the Contractor will assist in the review and update of
USAID’s PMP and M&E Plans for Somalia, and support IPs to do the same at the activity level.
It is also possible that support could be required for various Somali government entities to manage their progress under the National Development Plan and/or other government work plans.
Data Management
The Contractor must ensure data is updated on a quarterly basis and must work with implementing partners to ensure that the data entered meets the minimum quality standards.
Upon request by USAID, the Contractor will be expected to generate periodic data summaries.
The Contractor must cross-check data on an on-going basis to ensure consistency with AMELPs, periodic reports submitted by IPs, the Mission’s PMP, Data Quality Assessments, Performance
Planning and Reporting (PPR), and other relevant documents. The Contractor must maintain processes for this that provide a high degree of data quality assurance.
The Contractor will conduct an initial assessment (and periodic assessments thereafter) to consider the Mission’s existing data management processes and assess whether these processes are meeting the Mission’s requirements. As a part of its assessment, the Contractor will consider the need for a Mission managed database. If determined (with USAID approval) that a database is necessary, the Contractor must determine design requirements and procure a user-friendly, cost-effective product.
Support Services
Logistical and administrative support, and facilitation services when needed, must be provided by the Contractor for USAID technical team meetings with partners or other stakeholders for the purposes of planning, monitoring, evaluating and/or learning. The Contractor must be able to provide these services in Nairobi, Kenya and in Mogadishu, Somalia.
Engineering, Architectural, & Environmental Services
USAID implements small-scale infrastructure projects and other related civil works. For the purposes of this SOW, small-scale infrastructure is defined as below the simplified acquisition threshold (less than $250,000). The Contractor must provide architectural, engineering, and environmental support services for design and planning reviews, construction monitoring, and turnover/warranty support to ensure projects are implemented according to host government regulations. The Contractor shall provide support as requested by the COR to help USAID ensure compliance with ADS 201, ADS 303, FAA Section 611(e), and other requirements. At a minimum, the contractor shall undertake three critical services to ensure that construction completed is of appropriate quality: 1) architectural and engineering design review; 2) construction monitoring and quality control and assurance verification; and 3) environmental compliance verification.
Short Term Technical Assistance (STTA)
The Contractor must provide Short Term Technical Assistance, when requested, to assist the
USAID/Somalia in meeting its overall objectives.
STTA assignments will include, but are not limited to, the following illustrative activities:
● Conduct ad hoc strategic analyses and assessments;
● Conduct sector-specific and cross-sectoral assessments;
● Conduct research and/or community mapping;
● Monitor changes in the operating environment;
● Organizational capacity development;
● Provide facilitation and/or translators for USAID external/internal meetings such as partner’s meetings, retreats, learning events, sectoral meetings with government, etc.
The Contractor must provide all necessary logistical support, including travel arrangements (with required USAID clearances), technology support (technology support refers to the Contractor providing computers (laptops), all relevant software, printing ability, central processing
(statistical analysis), etc. where needed for all staff working on task orders), team planning facilitation, reporting (to meet the standards above), and dissemination for its personnel under each Task Order.
The Contractor must bear primary responsibility for procurement, personnel, reporting, and other management related requirements of the contract.
C.2.2 Expected Standards
All of the work performed under this contract must be:
1) In full compliance with all USAID policies and Automated Directive System (ADS), including but not limited to the following:
● ADS Series 200 and 300;

4) Delivered on-time as defined in each Task Order, and in accordance with all criteria http://www.usaid.gov/results-and-data/information-resources/program-evaluations http://www.usaid.gov/results-and-data/information-resources/program-evaluations http://www.plainlanguage.gov/ outlined in each Task Order.
5) Of high quality and following best practices for the specific type of project undertaken.
For all meetings held by the Contractor with USAID or its partners, the following must apply unless waived in writing by the COR:
1) Any materials to be used for the meeting shall be provided to the COR or designate no less than three days prior to the meeting. This shall include an agenda for the meeting that provides opening comments on why the meeting has been convened, and what is hoped to be gained from the time invested by participants;
2) Any materials to be discussed in a meeting shall be distributed electronically to all participants (directly by the Contractor) at least 48 hours prior to the meeting time;
3) Though USAID’s preference is to limit hard copies of materials, USAID may request that sufficient copies will be brought to the meeting by the Contractor; and
4) The Contractor will provide a summary of decisions, actions, and follow-up requirements to the COR and directly to all meeting participants within 24 hours of the meeting's end.
All final, USAID approved evaluations, assessments, and reports produced by the Contractor must be disseminated as outlined in the Task Order and will be posted by the Contractor to the
