SUBJECT: Solicitation for U.S. Personal Service Contractor (USPSC) – PEPFAR Senior Program Oversight and Accountability Technical Advisor

Dear Prospective Offerors:

The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified persons to provide personal services under contract as described in this solicitation.

Offers must be in accordance with Attachment 1 of this solicitation. Incomplete or unsigned offers will not be considered. Offerors should retain copies of all offer materials for their records.

This solicitation in no way obligates USAID to award a PSC contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the offer.

11. STATEMENT OF DUTIES

1. General Statement of Purpose of the Contract

The PEPFAR Senior Program Oversight and Accountability Technical Advisor for PEPFAR Tanzania manages critical and time-sensitive communications on Program Oversight and Accountability between the various USG departments and agencies involved in PEPFAR. The PEPFAR Senior Program Oversight and Accountability Technical Advisor will provide high quality technical assistance to the USG PEPFAR/Tanzania country team, technical working groups, implementing partners, and Government of Tanzania (GOT) counterparts to ensure that the portfolio of program activities contributes to the national HIV/AIDS strategic goals and mailto:htuwa@usaid.gov targets. The Senior Program Oversight and Accountability Technical Advisor will generate accurate data analyses and reports to inform national policy, and to meet the Office of the Global AIDS Coordinator (OGAC) reporting requirements. The Senior Program Oversight and Accountability Technical Advisor will receive day-to-day direction and operational guidance from the PEPFAR/Tanzania Country Coordinator. In the absence of the PEPFAR Country Coordinator and the Deputy Coordinator, the Senior Program Oversight and Accountability Technical Advisor acts as the PEPFAR Country Coordinator.

2. Statement of Duties to be Performed

1) Participating in PEPFAR indicator training, monitoring, data collection and analysis.

● Translating PEPFAR guidance to the country program context.

● Training USG and partners on PEPFAR guidance and reporting and target setting requirements.

● Collecting and reporting PEPFAR outcome and impact indicators.

● Analyzing PEPFAR outputs through the quarterly reporting of Monitoring and Evaluation and Reporting (MER) indicators.

● Analyzing PEPFAR Site Improvement through Monitoring System (SIMS) data.

● Expenditure analyses.

● Assisting USG agencies, technical working groups and partners with data analysis and preparation of abstracts and presentations for internal and external PEPFAR meetings and international conferences.

● Reviewing PEPFAR’s data quality from implementing partners in an effort to meet benchmark standards.

2) Coordinating information and activities related to strategic information on behalf of PEPFAR/Tanzania.

● Coordinating the user requirement updates for relevant PEPFAR Tanzania data systems to ensure efficient collection and processing of needed information during planning and reporting processes.

● Leading the training of USG and partners on using Global PEPFAR data system/s;

● Coordinating responses to requests on Program Oversight and Accountability both from within PEPFAR/Tanzania and externally.

● Communicating measurement results and indicators.

● Serving as the principal field counterpart to Washington-based Strategic Information counterparts.

● Leading development of country responses on program oversight and accountability queries from Strategic Information counterparts, Program Oversight and Accountability Response Team (POART), and OGAC.

● Assisting in the identification and communication of strategic information issues, challenges, and policy questions to the GOT, US Department of State, and Country Team to solicit responses and action plans.

● Coordinating with programmatic strategic units to assist with timely preparation of the quarterly reports and target setting for the Country Operational Plans and Operational Planning Updates.

● Coordinating with programmatic strategic units to review quarterly data and engage with partners and USG staff on remediation action.

● Facilitating the work of the PEPFAR/Tanzania Strategic Information technical team for the timely and accurate collection and reporting of PEPFAR monitoring, outcome, and impact indicators.

3) Contributing to assessments, evaluations and other activities related to strategic information

● Coordinating in-country program areas, project assessments, and evaluations across USG agencies and partners.

● Providing technical oversight for evaluation, study design, and implementation.

● Disseminating findings and identifying areas for further study that will assist PEPFAR and national programming.

● Liaising with international partners to promote effective exchange of strategic information.

● Preparing presentations and reports for stakeholders including OGAC, the GOT, implementing partners, and donors.

4) Providing technical support to the Government.

● Providing technical input and advice to update Tanzania’s strategic information guidelines, standards, and manuals to improve consistency with the latest PEPFAR strategic information guidance.

● Reviewing strategic plans.

● Coordinating the development of frameworks and strategies to assist national priorities and planning.

● Participating in and providing technical assistance to the national monitoring and evaluation technical workgroup.

● Overseeing USG technical support to national data systems.

i. Supervisory Relationship: Works under the supervision of the PEPFAR Country Coordinator who provides overall objectives, may suggest approaches to consider, results expected, and reviews completed assignments.

12. PHYSICAL DEMANDS: The work requested does not involve undue physical demands.

II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

• A Master’s Degree in Public Health or Master of Science in health, public health, epidemiology, social sciences, or related discipline.

• Minimum of five years of experience in public health/development programs with at least two years in developing countries/resource poor setting. Demonstrated broad technical knowledge and experience in (a) program analysis and planning, and (b) planning and management of programs in developing countries

• Minimum two years of HIV/AIDS monitoring and evaluation and program management experience in an international or resource challenged setting

• At least two years of experience working with USG in one or more of the PEPFAR countries, or at one of the PEPFAR headquarter agencies (USAID, CDC, Department of Defense HIV/AIDS Prevention Program, Peace Corps, or HRSA)

• Knowledge of and experience with complex, web-based program planning and reporting databases

• Knowledge of US government policies and guidance related to implementation of PEPFAR preferred

• Demonstrated flexibility and openness in responding to changing work priorities and environment

• High degree of organization, judgment, maturity, ingenuity and originality to interpret strategy;

to analyze, develop and present work; and to monitor and evaluate implementation of programs.

• Ability to analyze and monitor complex health situations

• Ability to manage and work with diverse teams

• Possess a critical eye for details and strong interpersonal communication and excellent oral communication and writing skills

III. EVALUATION AND SELECTION FACTORS

The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. To meet the basic eligibility requirements for this position the offeror must:

- Be a U.S. citizen.

- Submit a complete application (Offer) as outlined in the section IV.

- Be eligible to attain clearance for Facility Access.

- Be cleared medically to work in Tanzania.

- Be available and willing to work additional hours beyond the established 40-hour workweek, including weekends, as may be required or necessary.

After the closing date for receipt of applications, those that meet the minimum qualification requirements (Education and Experience) will be referred to a technical evaluation committee (TEC). Applications from candidates who do not meet the minimum requirements will not be referred.

The TEC will review and score the applications to create a list of applicants to be interviewed.

Short-listed candidates will be evaluated based on information presented in the application and interview and obtained through reference checks. References of short-listed candidates will be checked; applicant references must be able to provide substantive information about past performance and abilities. (If an applicant does not want a current employer contacted, please highlight such a request in the application cover letter. USAID will delay such reference checks pending the applicant’s concurrence.)

After the closing date for receipt of offers, a selection committee will be convened to review offers and evaluate them in accordance with the evaluation criteria. Offers from candidates who do not meet the minimum requirements will not be considered or scored. Reference checks will be made only for offerors considered as finalists.

Interview questions will be intended to explore the candidate’s:

• Knowledge of HIV/AIDS, especially in Tanzania, or ability to master this knowledge.

• Knowledge of PEPFAR and USG management of PEPFAR programing.

• Knowledge of and experience in managing public health/social sector programs with at least two years’ HIV/AIDS monitoring and evaluation and program management experience in an international or resource challenged setting.

• Demonstrated knowledge of data management processes, tools, web-based database systems for large scale health program or HIV/AIDS activities.

• Demonstrated knowledge of public health principles, concepts, methods and techniques.

• Experience working closely with high level government and other counterparts.

• Evidence of excellent interpersonal, facilitation, and team building skills.

• Ability to analyze data and produce reports using Word, Excel and PowerPoint.

• Excellence in writing and presentation skills in English language.

• Ability to communicate, influence and convince verbally and in writing.

c. Offeror submissions must clearly reference the number of this Solicitation to ensure the offer is for the position in this Solicitation.

USAID will take no action to enforce the clause (FAR 52.223-99) implementing the requirements of
