11. STATEMENT OF DUTIES

Background/Introduction

The U.S. Agency for International Development/Kenya and East Africa (USAID/KEA) is a large, full-service Mission. The Kenya Program is a comprehensive humanitarian and development assistance program, with sectors targeted are: health, governance, agriculture, private sector development, environmental conservation, and education. The Health, Population and Nutrition (HPN) Office programs are expansive, providing quality health care to millions of Kenyans nationwide through a mix of integrated and vertical services designed to strengthen local capacity. It offers life-saving treatment to over one million HIV patients on anti-retroviral drug therapy. The FY 21 health budget is over $300 million; the estimated five-year budget is over $1.5 billion. Kenya is currently the largest recipient of resources through the President’s Emergency Plan for AIDS Relief (PEPFAR); funding levels for HIV/AIDS allocated to the USAID for FY 21 are approximately $383 million. HPN activities include HIV/AIDS, nutrition, malaria, tuberculosis, reproductive health, and maternal and child health activities.

1 U.S. resident alien means a non-U.S. citizen lawfully admitted for permanent residence in the United States.

USAID has been a strong development partner of Kenya supporting health programs for over 35 years.

For the past 20 years, USAID/KEA’s HPN Office has provided support in collaboration with the Government of Kenya (GOK). HPN has integrated service delivery activities in a mixed model of both integrated and vertical activities based on epidemiology and the county geography. Kenya’s programming is supported in large part under the PEPFAR and President’s Malaria Initiative (PMI) programs.

In Kenya, USAID is one of five United States Government (USG) agencies supporting health programs.

Under the leadership of the Chief of Mission, the Centers for Disease Control and Prevention (CDC), the Peace Corps, the Department of State (DOS) and the Department of Defense (DOD) work in collaboration with USAID to deliver over $530 million per year of USG assistance to Kenya in health alone. Interagency collaboration within the USG, other donors and coordination with host country counterparts within the Ministries of Health are daily functions under this position. The goal is to develop and implement one coherent USG HIV/AIDS program in Kenya combining the comparative strengths and capabilities of all the government agencies. The PEPFAR Coordination Office (PCO) facilitates complementarities among the various activities.

II. BASIC FUNCTIONS OF THE POSITION

The HIV/AIDS/TB Center of Excellence Team Leader is responsible for managing a large and diverse HIV portfolio covering prevention, care, and treatment, including orphans and vulnerable children (OVC) interventions and tuberculosis (TB) programming. These activities are carried out by over local and international implementing partners operating through both acquisition and assistance mechanisms nationwide valued at over $300 million annually, including the procurement of anti-retroviral drugs and other commodities.

The HIV/AIDS/TB Center of Excellence Team Leader provides technical leadership and assistance in all areas under the HIV/AIDS and TB portfolios. Additionally, the incumbent serves as a linkage to, and advocate for, integrated development programs supporting the HPN Office's other technical teams as well as the Mission at large. The incumbent has a direct leadership role in the development of the annual PEPFAR Country Operational Plan, including serving as a high level reviewer of Kenya's plan and monitoring its implementation over the course of the fiscal year. The HIV/AIDS/TB Center of Excellence Team Leader also plays a key role in monitoring the financial management (mortgage and pipeline) of the USAID PEPFAR portfolio, ensuring timely obligations, accruals, and financial compliance. S/he acts as a senior representative of USAID in formal and informal settings related to the position, and as a member of the diplomatic community.

The incumbent assists with strategic planning and design of development activities, intermediate results, and measures of achievement, as well as conceptualizing the design, documentation, and management of the HIV/AIDS and TB and Health sector activities in Kenya. S/he supports the HIV/AIDS and TB sectors by researching, reviewing, and analyzing data to provide technical assistance and advice on sector issues to both internal and external audiences, including senior level GOK officials. The incumbent provides direct supervision of 3 staff and a total of 35 technical and administrative staff responsible for program implementation, compliance, and reporting.

The HIV/AIDS/TB Center of Excellence Team Leader will report to the HPN Deputy Health Office Director, who provides overall operational oversight and supervision. Given the integrated nature of HPN, there is heavy emphasis on interagency collaboration, and strong linkages with the GOK, civil society, and the private sector. It will be essential for the incumbent to demonstrate strong technical and managerial skills, complemented by outstanding communication and interpersonal skills. Donor collaboration is, equally, a critical and vital function under this position.

III. MAJOR DUTIES AND RESPONSIBILITIES

As the HIV/AIDS/TB Center of Excellence Team Leader, the incumbent will:

1. Serve as a high level health advisor to USAID/Kenya and East Africa’s Mission management and the HPN Office. The incumbent will maximize management and programmatic opportunities (as strategic and cost-effective) within Kenya’s highly integrated environment.

2. Represent USAID/KEA at meetings with implementing partners, donors, government, USG Agencies, and international and local partners.

3. Carry out a full range of consultative, advisory, strategic, planning, and evaluation responsibilities.

4. Provide vision, strategic direction, and leadership to the HIV/AIDS and TB teams in the design and implementation of all projects/activities in the portfolio ensuring they meet PEPFAR and USAID objectives and respond to GOK priorities and strategies.

5.
