RFP No. 72061522R00014 – PLSO 2022

USAID Responses to Questions (Round 2) for Request for Proposals (RFP) No. RFP No.

72061522R00014 – Partner Liaison Security Operation (PLSO) 2022 for USAID KEA

1. Regarding L.7, “Part 2–Proposed Costs/Prices, (2) Detailed Budget”, the response to our question in Amendment 1 was that bidders should use “Attachment 1” for their Detailed Budget.

a. We cannot find Attachment 1. Would USAID please advise if Attachment 1 is the same as Attachment J.1?

Response: Yes, Attachment 1 and Attachment J.1 are the same.

b. If Attachment 1 and Attachment J.1 are the same, please advise if both the Summary Budget and the Detailed Budget should be submitted using the Attachment J.1 template. Our understanding of the RFP requirements was that only the Summary Budget should be submitted using Attachment J.1. Please clarify which template should be used for the Summary Budget and which template should be used for the Detailed Budget.

Response: The summary budget must reflect summary cost information for each of the major budget categories for each of the contract years separately. The Offeror must also submit a detailed version of its summary budget for the contract period. The detailed budget must reflect every estimated cost item, broken out. Attachment J.1 is provided to the bidders to help structure their budgets. Please carefully review the instructions under L.7 of the RFP.

c. Would USAID please confirm that two different budgets – Summary and Detailed – are required?

Response: These are not considered two budgets, rather the detailed budget will inform the summary. Please carefully review the instructions under L.7 of the RFP.

d. Would USAID please clarify whether two different budgets – Summary and Detailed – are required to be submitted for any subcontractor(s)?

Response: Yes. Again, these are not considered two budgets, rather the detailed budget will inform the summary. Please carefully review the instructions under L.7 of the RFP.

2. Regarding L.7, “Part 2–Proposed Costs/Prices, (G) Training and Conferences,” we did not see reference to any specific training or conference requirement(s) included in the RFP. Would USAID please state the specific training and/or conference requirements that are applicable to this contract so that bidders can price them accurately? We looked up AIDAR 752.7019 but did not see any specific training/conference requirements listed. We also looked at ADS 253, but there are 68 pages of information and we are not sure what to include.

Response: Should bidders consider training and conferences applicable to this contract according to the statement of work, then they should budget for this line item accordingly.

3. In reference to “Part 11–Certification Regarding Trafficking in Persons Compliance Plan,” where can bidders find Attachment J.5?

Response: This section of the RFP has been amended as follows:

“As detailed in FAR 52.222-56, the Offeror must submit a signed certification regarding its Trafficking in Persons Compliance Plan as part of its Cost/Business Proposal.”

4. Lastly, given the requirement that bidders be registered in SAM, we would like to request that USAID please extend the proposal deadline. SAM has been having numerous issues, with the result

RFP No. 72061522R00014 – PLSO 2022 that company registration is currently taking several months. In fact, SAM has put the following notice on its website regarding the delay in processing entity registrations:

Response: USAID understands that www.sam.gov is experiencing issues with registering IPs for the new Unique Entity ID numbers. Please note that full verification of compliance with registration does not take place until such time as USAID is ready to award; and only with the selected awardee.

Therefore, USAID will not extend the due date for proposals as proposals are not impacted by this.

5. What are the requirements and commitment expectations of participating as a member of the

Overseas Security Advisory Council (OSAC)?

Response: The OSAC community collaborates in regional- and sector-specific groups to keep members informed, connected, and better equipped to manage the complex security challenges around the world. The PLSO is expected to be a member of the OSAC in order to obtain, collate and distribute to IPs country specific information. Please note the collection of security information will not only be limited to information obtained from OSAC.

6. Will USAID provide copies and updates of the USAID/KEA and Embassy safety and security policies, practices, and notifications?

Response: This is not anticipated.

7. For RFP No. 72061522R00014 – PLSO USAID KEA, if the major subcontractor is a Kenyan company, what should be provided in place of the UEID and TIN?

Response: In order to receive an award, all contractors and subcontractors are required to have a unique entity identifier (UEID) in accordance with FAR Part 4.6, Contract Reporting, and Far 4.11 System for Award Management regardless of whether they are required to be registered in the SAM database.

8. Is there additional protocol to follow or information required if the major subcontractor is a Kenyan company?

Response: No

9. In reference to “Part 13–Disclosure of Lobbying Activities,” where do Offerors find the “Disclosure of Lobbying Activities” form?

Response: Offerors must provide Disclosure of Lobbying Activities (SF-LLL), if applicable. The form is available on GSA’s Forms Library at www.gsa.gov/forms.

Note:

This concludes the questions and responses for this RFP. No further questions will be accepted for this RFP.

We look forward to receiving your proposals.
