This pre-solicitation notice provides information about an upcoming Request for Proposal for construction services to build 51 Secondary Education Expansion for Development Community Day Secondary Schools across 18 districts in Malawi. The solicitation will be released by USAID/Malawi in coordination with PEPFAR and the Government of Malawi Ministry of Education. Offerors must be registered with the Malawi National Construction Industry Council in the unlimited category by the proposal submission closing date to be eligible for award. The construction sites will be divided into four lots based on geography, with two large lots of 19-20 schools each and two small lots of 6 schools each. Offerors may bid on one or both of the large lots and one or both of the small lots, with USAID making awards to separate offerors for the small lots and potentially separate offerors for the large lots. The construction period is expected to be 10 months within a total contractual period of 25 months. Contracts will be fixed price. The anticipated RFP release date is March 2022 on sam.gov, where interested offerors must also be registered to be eligible for award.

• Grading limits is the area to be graded for site leveling and preparation for buildings
• All trees within grading limits shall be removed with exception of those trees where the site can be graded without removing the tree; must be confirmed with the Engineer

Joint Ventures
• JVs legal and financial arrangement must be part of the bid submission. Specific USAID requirements are laid out in Section L.5
• Technical proposal must clearly describe JV arrangement and role/responsibilities
• Submission of financial capacity must consider both firms

• NCIC registration of the JV is a prerequisite.
• NCIC registration in the Unlimited Category required prior to award
