Dear Prospective Offerors, The United States Government, represented by the U.S. Agency for International Development

(USAID) Mission in Zambia, intends to issue a solicitation for the implementation of the USAID

Foundational Learning Technical Assistance Activity (Foundational Learning). USAID intends to use full and open competition for this procurement.

The purpose of this amendment 01 to the pre-solicitation notice is to provide additional information regarding the anticipated Foundational Learning Activity through a synopsis as highlighted below.

Title: USAID Foundational Learning Technical Assistance Activity

The purpose of the USAID Foundational Learning Technical Assistance Activity is to assist the

Zambian Ministry of Education (MOE) in delivering foundational learning, with the goal of improving learning outcomes in lower primary grades (grades 1-3).

The Contractor must, in partnership with the Ministry of Education (MoE), ensure the ongoing implementation of the adapted Early Grade Literacy Program in the five current USAID target provinces (Eastern, Muchinga, North Western, Southern and Western) following the MOE’s timeline for the roll out of the 2023 Zambia Education Curriculum Framework, scale a

Foundational Learning Program to two additional provinces (Copperbelt and Lusaka), and respond to emerging needs in the education sector in the event of disasters and emergencies.

Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. This is NOT an Invitation for Bid (IFB) or a Request for Proposals

(RFP) and in no way obligates the US Government to issue an RFP/IFB and/or award a contract.

This notice satisfies the synopsis requirement in FAR 5.2 – Synopses of proposed contract actions. If a solicitation is issued, all necessary information will be supplied at the time it is published on https://SAM.gov. Interested parties are advised to periodically monitor the above website and solicitation number for updates concerning this procurement.

Any questions or comments on the proposed contract action should be referred to the attention of the Contracting Officer, Brian LeCuyer, with a copy to the Acquisition and
