Question 1: I wish to find out if entities to apply should have a particular minimum number of personnel as some of the entities comprise less than 3 qualified personnel in reference to requirements stipulated in the RFQ No. 72061122Q00003.

USAID Response: The offerrors must demonstrate that they, and any partner firms included in their quote, have the capacity to provide the required quantity and quality of the personnel to implement the Contract. Please refer to Section C.IV for the list of Labor Categories that could be required during the performance of the resulting contract and qualification requirements.

Section L.6 states the requirements for the personnel information required in the Quote.

Question 2: I would like to find out if an application can be made jointly or individually.

USAID Response: Quotes can include multiple entities, but there must be a prime entity with which USAID can contract. In this case, the prime firm would then include other firms in the quote with which it would subcontract out work if awarded the contract.

Question 2: Do we need to provide CVs/resumes for all personnel listed on page 3 and 19/20?

And how many per discipline? It may not be possible in this short time to provide CVs for all.

Providing rates is not a problem. OR you need CVs for those five listed on page 69 under item 8?

USAID Response: No, offerors are not required to identify specific proposed personnel for the Labor Categories identified in Section B.4.

Offerors MUST NOT provide rates for any personnel at this time.

The Offerors are required to submit resumes for 5 Key/Technical Personnel as identified in Section L.6.

Question 3: Is attendance at the pre-bid meeting a requirement for submitting the bid?

USAID Response: No, attendance at the pre-bid conference is not mandatory and does not affect the eligibility of the offeror.

Question 4: Kindly clarify what is meant by “Local Company” in terms of ownership. Is it a company absolutely owned by Zambian Citizens?

USAID Response: We assumed that “absolutely owned by Zambian Citizens” means 100% Zambian ownership. This is not the requirement. The requirement is for majority owned by individuals who are citizens or lawful permanent residents of Zambia. ; Section L.5 of the RFQ has detailed information on the requirements for establishing whether the entity qualifies as local:

A local entity means an individual, a corporation, a nonprofit organization, or another body of persons that--

(1) is legally organized under the laws of;

(2) has as its principal place of business or operations in;

(3) is majority owned by individuals who are citizens or lawful permanent residents of; and

(4) managed by a governing body the majority of who are citizens or lawful permanent residents of; a country receiving assistance from funds appropriated under title III of this Act.

For purposes of this definition, ‘majority owned’ and ‘managed by’ include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization's managers or a majority of the organization's governing body by any means.”

Question #5: Please confirm if Form SF330 needs to be completed in response to this prequalification.

USAID Response: Yes, the SF-330 form must be completed along with the additional pages as described in Section L.6
