SECTION III. STATEMENT OF OBJECTIVES
Purpose. The purpose of this activity is to combat dis/misinformation and promote positive narratives about migrants and their contribution to Peruvian society and economy.
Background. There are more than 1.5 million Venezuelan migrants residing in Peru are part of one of the largest displacement crises in the world today. Xenophobia in Peru against migrants is on the rise due to recent changes in the political and economic environment, increased competition over limited resources (including food, jobs, and social services), and public frustration with the prolonged nature of the crisis. These factors have created tension and conflict between host communities and Venezuelan migrants. Venezuelans are increasingly reporting discrimination, loss of employment, rampant school bullying, sexual harassment and abuse. This rising xenophobia, discrimination and abuse is further fueled by prevalent negative media coverage of Venezuelans, which often attributes violent crimes and other societal problems to migrants. Mitigating tensions between local populations and Venezuelan migrants is essential to their sustainable integration, as well as their equitable access to employment, social services, and other resources.
Theory of Change: IF concerted strategic messaging focused on shared values, experiences, and accurate information are paired with opportunities for migrant and host community integration, focusing on trust and empathy, THEN host communities will be more open to the value and contributions of migrants in Peru, social cohesion will be increased, xenophobia will be reduced and integration of migrants in host communities will be facilitated, with risks of subsequent conflict reduced.
Objectives. The selected contractor will, through the performance of this contract, help mitigate xenophobia, discrimination, and violence against migrants by countering the pervasive anti-migrant messaging in Peru. This contract will, in select geographies:
1. Provide analysis on the elements of Peruvian values and identity which are promotable against this xenophobia - shared values, shared interests, shared history, etc.
2. Mitigate the influence of misinformation and negative stereotyping about migration, raise awareness, and promote social cohesion of migrants and local populations through strategic communications campaigns and collaborative alliances with the traditional, social and alternative media, and the public and private sectors.
3. Combat xenophobia by promoting and raising awareness of social cohesion events and engagement opportunities (Peruvians together with Venezuelans) that advance their mutual prioritized interest.
4. Support and advance public communications, and promote the advocacy work of organizations seeking to shift Peruvian public policy on issues of migrant integration.
Illustrative Activities

● Implementation of a strategic communications campaign, to include resonate messages, audience, and key geographies.
