SUBJECT: USAID/Peru – Transparent and Accountable Public Investment (TAPI) Activity
REFERENCE: RFP No. 72052719R00004
Dear Prospective Offerors, The United States Government (USG), represented by the U.S. Agency for International Development (USAID) Peru mission (USAID/Peru) seeks full proposals from qualified organizations interested in providing technical services for the project titled “USAID/Peru – Transparent and Accountable Public Investment” as described in the attached solicitation.
USAID conducts this procurement through full and open competition, for which Federal Acquisition Regulation (FAR) Part 15 procedures for contracting by negotiation and trade-off process will apply. All types of organizations are eligible to compete under this RFP.
The USAID/Peru mission intends to award a cost-reimbursement, cost-plus-fixed-fee (CPFF) completion type contract per FAR 16.306(d)(1) for a period of five years. The total contract estimated cost range is $10 to 12 million.
Revealing the estimated range of the contract does not encourage that offerors should necessarily strive to meet the maximum estimated amount. Offerors must propose realistic and reasonable costs for the work described in their proposal per FAR 37.602(a) in response to the Statement of Objectives (SOO) prepared by the Government under Attachment 1. USAID encourages the most effective approach for achieving the expected results and award will be made to the offeror whose proposal offers the best value to the Government considering technical and cost factors (see Section M).
USAID encourages the participation to the maximum extent possible of small business concerns in this activity as a prime or subcontractor. USAID also encourages proposals that include partnerships of teams – prime and subcontractors – with regional or local partners. Neither USAID nor the U.S.
Government (USG) is a party to agreements between applicants and their proposed key personnel candidates or subcontractors. Thus, USAID or the USG shall not be responsible for or require an exclusive relationship between the parties to restrict on either party’s ability to freely compete or to enter into partnering relationships with other entities.
Transparent and Accountable Public Investment

SECTION C – DESCRIPTION/SPECIFICATIONS/PERFORMANCE WORK
STATEMENT
C.1. TITLE OF ACTIVITY
Transparent, Accountable Public Investment (TAPI) Activity (hereafter also referred to as the “Activity”).
[The successful Offeror’s proposed Performance Work Statement (PWS) in response to the Statement of Objectives included in Attachment 1 will become Section C in the resultant contract followed by the sections below. Instructions are found in Section L.]
C.2. OTHER CONTRACT REQUIREMENTS
[In addition to the successful Offeror’s PWS, the following requirements will be incorporated into the Contract’s Section C.]
C.2.1. Phased Implementation Approach
TAPI will carry out activities that lead to the objectives stated in Attachment 1 in three phases over a span of five years. Offerors must incorporate phases one, two, and three into their Performance Work Statement and technical approach.
Phase 1: Co-creation process (post award): The Contractor will work with key Government of Peru entities, such as the Comptroller General Office (CGRP), the Office of Supervision of the Public Contracting (OSCE), and the Secretariat of Public Integrity-at a minimum-to define the priorities, course of action and set milestones and main goals and indicators that are both 1) in line with the purpose and goals of the activity, and 2) within the scope of the resulting PWS. The Contractor will use its best judgement in working with other key public entities as needed based on the identified priorities. The result of this exercise will be the first annual work plan of the activity and will inform the final Monitoring, Evaluation and Learning plan. To ensure the work plan stays within the scope of work of the PWS, the first work plan will be approved by the Contracting Officer.
Phase 2: Proof of Concept (Years 1-2): During Phase 2, based on assessments and analysis of Phase 1, a determination of sample investment projects will be selected, prioritizing projects that involve multiple levels of the Peruvian Government (i.e., central government and subnational (regional or municipal) government units). The Peruvian Government is fully aware and engaged with this program, ensuring that these implementation pieces are feasible. This should be completed within the first six months after contract execution, but no later than 12 months after contract award. During this phase, the contractor will pinpoint issues identified in the public investment process, develop a plan, and begin to address these issues by working towards Results 1, 2, and 3 in targeted public investment areas and targeted geographic areas.
Phase 3: Replication (NLT Years 3-5): If the Phase 2 yields positive results, it will be considered for scalability, to expand and replicate its reach and achieve greater impact during the activity’s remaining three years. It is encouraged that the contractor achieves completion of Phase 2 as early as possible prior to Year 3, which would adjust the timeline. The expansion will implement the same successful processes identified in the areas and geographies in Phase 2 and augment their scale to additional public investment areas and geographies as relevant and appropriate.
C.2.2. Communications, Data Collection, and Information Management
The resulting Contractor will design and implement a communication strategy to achieve the Activity Objectives and Results supporting integrity and anticorruption and shall allocate resources accordingly. If requested by USAID, the Contractor shall share information and proactively coordinate with USAID or its designated partner(s) to implement communications activities. The TAPI Activity Contractor will be responsible for the primary data collection, and will be required to contribute to progress reporting towards USAID/Peru’s Performance Management Plan.
The contractor of this Activity, along with all USAID partners and other donors in the country, will be expected to share information such as mechanism-level results chains/Theory of Change (TOC), outcome statements, baseline data, collected indicator data, geographic project data, and other relevant information with USAID or its designated implementing partner(s).
[END OF SECTION C]

(b) Specific guidance on marking requirements should be obtained prior to procurement of commodities to be shipped, and as early as possible for project construction sites and other project locations. This guidance will be provided through the Contracting Officer’s Representative (COR) indicated on the cover page of this Contract, or by the Mission Director in the Cooperating Country to which commodities are being shipped, or in which the project site is located.
(c) Authority to waive marking requirements is vested with the Regional Assistant Administrators, and with Mission Directors.
(d) A copy of any specific marking instructions or waivers from marking requirements is to be sent to the Contracting Officer; the original should be retained by the Contractor.

It is expected all training materials, studies, publications and informative and promotional products, workshops, conferences, fairs, and media related activities and any such events will be co-brand with the main (rector) Government of Peru entity depending on the topic of the event or material. Such an approach will promote local ownership and capacity building of the host government.
If, during the course of this program, other governmental or international donor, major partners or sponsors participate, permission will be requested from USAID to include them as necessary.
Co-branding with other International Organizations.
In such cases, the guidelines for co-branding will be followed, assuming the funding contributed is more than a token amount.
D.5 OUTREACH
The Contractor must participate proactively in outreach activities to promote the goals of this Contract and to identify USAID as the funding source in accordance with the branding and marking requirements outlined in the Contractor’s approved Branding Implementation Plan and Marking Plan. The Contractor must also capture information on the qualitative progress of this program through success stories, case studies, press releases, etc., as part of its overall reporting requirements to USAID.
