Pre-Solicitation Synopsis 72052719R000004

March 25, 2019

The United States Agency for International Development, Peru (USAID/Peru) intends to release Solicitation Number 72052719R00004, for a project titled "USAID/Peru Transparent Accountable Public Investment Activity". The purpose of the activity is to reduce corruption in the Peruvian public investment process.”

The RFP will be a performance based acquisition that will have a USAID Statement of Objectives focused on the following:

1. Strengthen appropriate control and supervision mechanisms to reduce the risk of corruption;

2. Enhance civic oversight of public investment processes; and

3. Build partnerships with private sector firms to help address corruption.

USAID/Peru contemplates award of a one two-year base period with a one three-year option period, cost-plus-fixed-fee completion-type contract.

The anticipated award date is o/a January 2020. The North American Industry Classification System (NAICS) code for this acquisition is 541990 (All Other Professional, Scientific, and Technical Services).

This procurement will be conducted under full and open competition procedures, pursuant to Part 15 and Subpart 16.3 of the Federal Acquisition Regulation (FAR) (48 CFR Part 16). The anticipated solicitation date is o/a April 2019 and the anticipated closing response date is o/a April 2019.

Except for the above information, no additional information regarding this planned RFP is available at this time. Additionally, USAID/Peru is not able to give a precise release date via this announcement or via later email. Please continue to monitor www.fbo.gov for the release of the solicitation. All necessary information will be supplied at the time the RFP is posted on www.fbo.gov. Questions/requests for information will not be responded to until RFP issuance. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. No proposals for funding should be submitted until after the RFP is issued.

This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award(s) cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed.
