USAID/HONDURAS COUNTRY FACT SHEET

USAID/Honduras’ current strategy seeks a more prosperous and safer Honduras that advances inclusive social and economic development among vulnerable populations. The definition of vulnerable populations includes those most at risk of crime and violence and those living below the poverty line in Honduras. This is to ensure that the economic trajectory of the country is not only upward but also equitable, inclusive, and sustainable. In order to achieve USAID’s goals in Honduras, the Mission has the following three objectives:

● Increase the security of vulnerable populations in urban, high-crime areas;

● Sustainably reduce extreme poverty for vulnerable populations in western Honduras; and

● Create a more transparent and accountable national government.

Examples of Program Impact

Greater Capacity to Prosecute Corruption In 2016, USAID supported the Organization of American States’ foundation of the Mission to Support the Fight Against Corruption and Impunity in Honduras (MACCIH), an independent, international anti-corruption body designed to improve the quality of services delivered by the Honduran justice system in the fight against corruption and impunity. In little more than a year, MACCIH has enabled the hiring of a record number of anti-corruption judges, prosecutors, and investigators. Working together with the Attorney General of Honduras, MACCIH has achieved three high-profile convictions and taken on three additional high-profile and emblematic corruption cases.

53 Percent Increase in Incomes for 20,000 Families In addition to security, many Hondurans cite lack of economic opportunity as their primary reason for migrating. Since 2011, USAID agriculture investments have lifted 13,658 families, or over 68,000 people, out of extreme poverty (defined as $1.25 per day). The Government of Honduras has co-invested $56 million to expand this model of poverty reduction.

73 Percent Decline in Homicides Just a few years ago, San Pedro Sula was the world's most violent city in one of the world’s most violent countries. In the Rivera Hernandez neighborhood, the city’s most violent, 136 people were killed in 2013 alone. Since then, tens of thousands of young Hondurans have traveled to the United States to escape from gang violence. Taking a comprehensive approach to homicide reduction in targeted communities in Central America, USAID is combining longstanding violence prevention initiatives with the Department of State’s Bureau for International Narcotics and Law Enforcement’s criminal rehabilitation, investigation, and community police support.

Thanks to these efforts and leadership from the Government of Honduras, there has been a 73 percent decrease in homicides between 2013 and 2016 in the Rivera Hernandez neighborhood of San Pedro Sula.

Citizen Security

Justice, Human Rights, and Security Strengthening Activity Implemented by: DAI Global, LLC Duration: September 30, 2016 - February 13, 2021 Total Projected Investment: $34.17 million The objective of this activity is to support Government of Honduras’ (GOH) efforts to improve service delivery of justice institutions; increase the capacity of police to work with targeted communities; and incorporate respect for human rights to help reduce violence, decrease impunity, and implement human rights standards within government institutions. Collaboration between government institutions and civil society organizations at the national and local level will make them better able to investigate and improve prosecution abilities in order to guarantee equal access to quality judicial processes. The activity will use a rights-based approach to address legal and security challenges faced by vulnerable groups and victims of human rights abuses. By supporting both GOH institutions and civil society organizations, this activity will enhance the capacity of the judicial sector to be more effective and make technically sound, data-driven decisions that address the issues that traditionally marginalized groups face.

Alliance for Prosperity Alignment: Citizen Security (Security and Justice)

CARSI GENESIS

Implemented by: Fundación Nacional para el Desarrollo de Honduras (FUNADEH) Duration: July 31, 2015 - July 31, 2020 Total Projected Investment: $5 million The objective of the Generating Entrepreneurs and Sustainable Synergies (GENESIS) project is to strengthen ties between community members, faith-based organizations, private businesses, diverse neighborhood partners, and local governments to ensure the sustainability of the urban youth Outreach Centers (OCs) that USAID has and will continue to build. Support to OCs will include decreasing the risk factors for violence and increasing resiliencies, including income generating opportunities for local youth. USAID will consolidate and expand the OC network by transferring methodologies, management, and long-term strategy to the national NGO FUNADEH to expand these services to at-risk children and youth in the CARSI target cities of San Pedro Sula, Tegucigalpa, Choloma, La Ceiba, and Tela. This support from USAID, and an additional $5 million to be leveraged by FUNADEH, will link and strengthen 70 OCs and benefit almost 30,000 youth.

CARSI Secondary Violence Prevention (PROPONTE Más) Implemented by: Creative Associates Duration: January 4, 2016 - January 4, 2019 Total Projected Investment: $19.99 million The objective of this activity is to continue to detect youth at highest risk of adopting violent or gang behaviors and to reduce these factors in youth and their families. Investments will include family intervention therapy and risk-reduction services to a minimum of 2,000 youth and their families in Tegucigalpa, San Pedro Sula, Choloma, Tela, and La Ceiba. USAID support will also increase the number and the skills of local professional and lay counselors. These investments will create and strengthen local support networks and referral systems for more families to receive counseling and to find other local and USAID-supported prevention services.

PROPONTE Más will help communities sustain these positive behavior changes in their troubled youth and prevent them from engaging in crime, violence and irregular migration in the future.

CARSI Honduras CONVIVE!

Implemented by: Creative Associates International Inc.

Duration: February 6, 2014 - August 2018 Total Projected Investment: $10.78 million The objective of the “Honduras Convive!” activity seeks to disrupt the systems, perceptions, and behaviors that reinforce violence in communities most at-risk for crime, gangs, and narco-trafficking activities. This investment works with existing GOH institutions and focuses on creating low-tech and low-cost models of violence disruption that, when successful, can be replicated and implemented by the GOH nationwide. This activity strengthens communities’ ability to recognize and manage conflict, decrease the amount of violence due to gang retaliation, and increase community trust and ties to GOH institutions responsible for improving citizen security.

Governance for Citizen Security Activity Implemented by: Chemonics Inc.

Duration: August 10, 2017 - August 10, 2022 Total Projected Investment: $15.06 million In 2016, Honduras continues to have a high rate of homicides, with 59 homicides per 100,000 people. Studies have shown that chronically high levels of violence and spikes in homicides are critical drivers of child migration. This activity helps to improve security and reduce migration by supporting communities and local government actors to employ locally driven, comprehensive, and functional crime and violence prevention agendas. This activity will build effective communities that are able to reduce violence by assisting GOH institutions, civil society, community-based organizations, and others at the local level to improve their ability to analyze, plan, engage, perform, respond, and interact with each other with the explicit purpose of improving citizen security in target areas. Through governance investments, this activity will strengthen the local provision of services and increase citizen participation in efforts to decrease gang related violence and crime.

Support for the Implementation of the Mechanism for the Protection of Human Rights Defenders, Journalists, Communicators and Justice Operators Implemented by: Freedom House Duration: December 30, 2016 - December 30, 2018 Total Projected Investment: $2.99 million The objective of this activity is to protect human rights defenders by supporting the Government of Honduras’ efforts to carry out protection activities stated under their “Mechanism for Protection of Human Rights Defenders, Journalists, Communicators, and Justice Operators.”

USAID works with the GOH to assess security threats, identify and provide necessary protective measures, and monitor the situation to adjust their approach to ensure that human rights defenders remain safe and continue to work without violations to their fundamental rights. The activity strengthens the GOH efforts to promote a culture of respect for human rights at all levels and identifies people or groups most-at risk of having those rights violated. Investments also support the capacity of civil society organizations to monitor the performance of the Protective Mechanism and provide recommendations for a more effective response.

Honduras Local Governance Activity Implemented by: DAI Global, LLC Duration: November 14, 2016 - September 24, 2021 Total Projected Investment: $58.58 million The objective of this activity is to increase the capacity of 90 municipal governments in western Honduras to provide basic services and increase economic development in their communities.

Strengthening governance in western Honduras is key to the sustainability of economic growth accomplishments, which are important in reducing drivers of migration. By supporting both local governments and civil society organizations, this activity will ensure that basic municipal services (e.g., education, nutrition, and water) respond to citizen needs and are managed in a transparent and efficient manner. The activity will strengthen the capacity of local organizations to increase citizen engagement, provide oversight of service delivery, and increase demand for improvements in the quality and accessibility of the services provided by local governments.

Finally, this activity will build the capacity of local governments to increase local revenue and develop and implement sectoral plans that reflect local priorities.

Strengthening Institutions (Transparency)

CARSI Citizen Participation for Responsive Governance - IMPACTOS Implemented by: Counterpart International Duration: January 20, 2011 - October 31, 2017 Total Projected Investment: $19.89 million The objective of this activity is to strengthen the capacity of civil society organizations to advocate for transparency and accountability in public institutions. It also strengthens the capacity of public institutions to increase transparency and decrease corruption by helping them identify and address gaps in public accountability. IMPACTOS will train at least 3,500 Civil Society Organization (CSO) personnel in advocacy and watchdog initiatives, and will provide anti-corruption training to 250 government officials. These efforts, combined with IMPACTOS’ support of initiatives led by civil society, will contribute to increased transparency and accountability of public institutions. The activity also supports strengthened cooperation between both civil society organizations and local governments to address violence and crime prevention through initiatives that are locally led, innovative, and community specific. Joint activities include coordinated and comprehensive initiatives to address the risk factors that lure youth to crime and violence, and efforts to improve security in communities.

CARSI Honduras-Mission to Support the Fight Against Corruption and Impunity in Honduras (MACCIH) Implemented by: Organization of American States (OAS) Duration: July 17, 2017 - January 2020 Total Project Investment: $10 million USAID is contributing to the Organization of American States (OAS) Mission to Support the Fight Against Corruption and Impunity in Honduras (MACCIH). MACCIH seeks to strengthen the justice sector, increase civil society oversight of the criminal justice system, and oversee implementation of justice sector reform. Together, these actions will help dismantle corruption networks in country, many of which are also linked to transnational criminal organizations.

MACCIH strengthens the technical capacity of institutions such as the Attorney General’s Office, the Judicial Council, the Police Internal Affairs Directorate of the Ministry of Security, the Courts Inspector General, and other relevant public institutions. MACCIH aims to ensure that high-profile corruption cases are adequately investigated and have strong evidence to bring perpetrators to justice.

Alliance for Prosperity Alignment: Strengthening Institutions (Transparency)

Strategic Alliance for the Improvement of Governance, Accountability and Transparency in Honduras Implemented by: World Bank Group Duration: September 26, 2016 - December 31, 2019 Total Projected Investment: $3.8 million The objective of the project is to enhance the state and civil society capacities by creating a space for action-oriented participation; strengthening the capacity of civil society organizations to engage in evidence-based advocacy activities; and supporting the implementation of select activities of the third Open Government Partnership action plan, a multilateral initiative that promotes transparency, citizen empowerment, anti-corruption, and improved governance through technology. The activity is designed to influence several dimensions that are linked with performance, transparency and accountability in Honduras public administration. The ability of the government to generate credible commitments is determined by its capacity to deliver, either in terms of public services or promises made publicly. The process of generating credible commitments for better quality of services and more transparent institutions is not only determined by the credibility of the government’s commitment but by the legitimacy of the process through which policies are discussed, defined, implemented and monitored. These investments will contribute to a national-level public administration that is more transparent and accountable to its citizens.

Support to the National Anticorruption Council Implemented by: National Anticorruption Council (CNA is the Spanish acronym) Duration: June 15, 2017 - June 15, 2022 Total Projected Investment: $4.5 million The objective of this activity is to strengthen the National Anticorruption Council’s (CNA) technical and organizational capacity, and its ability to work with state institutions to prevent, detect, investigate, and prosecute corruption cases. The Council supports transparency by helping with the investigation of key corruption cases and publicly monitoring their progress within the judicial processes. In five years, this activity will support the CNA to complete at least 100 corruption investigations, among other results. This institution directly contributes to U.S.

programming priorities in Central America by reducing impunity and corruption to create more transparent and efficient government institutions.

Public Accountability Activity Implemented by: Deloitte Duration: September 15, 2017 - September 15, 2020

Total Projected Investment: $9.5 million USAID contributes to fighting corruption and impunity by building strong accountable institutions, improving procurement, and strengthening public expenditure management in Honduras. By fostering transparency and accountability, and the the implementation of anti-corruption legal frameworks, this Activity will improve the business enabling climate in Honduras to promote a level playing field for investment. In particular, this activity will strengthen transparency through support to the General Coordination Secretariat of the Government (equivalent to the Chief of Staff’s Office), the Ministry of Finance, and the Supreme Audit Institution to strengthen public financial management systems. All support to the government is demand-driven, requiring demonstrations of political will for reform before engaging.

Education

Teacher Citizen Participation Project/EducAcción Implemented by: American Institutes for Research Duration: July 7, 2011 - February 28, 2018 Total Projected Investment: $25.99 million This activity supports improvements in education quality and increases access to educational opportunities. It works with the GOH, other donors, civil society, and the private sector under the Honduras’ Education for All – Fast Track Initiative (EFA – FTI). The activity strengthens the capacity of parents and community members to demand and support measures to improve the quality of education. The project also strengthens leadership and technical capacities of local governments, parents, and NGOs to ensure that education measures are implemented and responsive to community needs. It supports and strengthens education interventions to reduce crime, violence, and risk factors for youth. This effort brings community members and GOH institutions together to address education needs and ensure that children have access to quality education, which is critical for sustainable economic growth.

Improving Student Achievement in Honduras (MIDEH) Implemented by: American Institute for Research Duration: September 1, 2011 - May 2, 2018 Total Projected Investment: $13.25 million This activity supports the Ministry of Education and civil society’s efforts to implement education reforms based on standards at the national level. It strengthens the GOH and civil society’s capacity to collect information about the school and student performance and use that information to improve schools’ performance, including those in communities vulnerable to gangs and drug trafficking. Furthermore, this activity will support the design of low cost and reliable test administration, scoring, and reporting strategies for diagnostic, formative, and summative tests. It will also promote effective utilization of teacher pacing guides for classroom implementation of academic standards.

CARSI Workforce Development Activity (Empleando Futuros) Implemented by: Banyan Global Duration: June 30, 2016 - June 30, 2021 Total Projected Investment: $19.87 million This activity will strengthen workforce development services, including vocational training, linking youth to vacant jobs, and fostering entrepreneurship. This effort will benefit youth in high-crime, urban neighborhoods who are most at risk of becoming perpetrators of violence, or those who are already in conflict with the law. Investments will benefit at least 7,500 at-risk youth. Of these, at least 50 percent will obtain a job or improve their current employment as a result of their participation in USAID’s activities. The activity will also improve the GOH’s institutional capacity to deliver technical/vocational training that is high quality, market-driven, and increases access to workforce-related services. Investments will help increase income opportunities for at-risk youth and minimize the likelihood of youth to join or relapse into criminal behavior.

CARSI School-Based Violence Prevention Implemented by: DAI Global, LLC Duration: February 22, 2017 - February 22, 2022 Total Projected Investment: $20.83 million This activity will work to prevent school-based violence by addressing behaviors and environments that otherwise impede access, retention, and learning. USAID will continue to collaborate with public schools, the Ministry of Education, civil society, and other donors at the national, municipal and local levels. USAID’s support will focus on the five CARSI target cities of Tegucigalpa, San Pedro Sula, Choloma, La Ceiba, and Tela. Investments will link community support networks, the Ministry of Education, and other local social actors to reduce violence, develop violence prevention and response mechanisms, and form alliances with neighborhood schools to support positive behavior changes among at-risk students who qualify for specific prevention services.

CARSI Strengthening Local Capacity to Building a Culture of Peace (FORPAZ)

Implemented by: Save the Children Honduras Duration: September 25, 2013 - September 25, 2017 Total Projected Investment: $2.55 million In conjunction with GOH efforts, this activity seeks to promote a culture of peace in communities highly vulnerable to violence. It is accomplishing this by addressing the root causes of youth violence and promoting the identification of long-term solutions, through strengthening local participation and capacity to provide integral care to children and youth. This effort will strengthen 44 schools and 22 youth community centers to promote a culture of peace in violent communities. Interventions will include introducing school-based activities that promote a culture of peace, establishing and building the capacity of youth networks, establishing youth and community centers, and carrying out a communications campaign. Community support committees will manage the youth centers and youth leaders will serve as agents of change.

Strategic alliances between USAID, local partners, and the private sector will enable targeted workforce development activities to prepare youth for employment and entrepreneurship, including the creation of microenterprises associated with the youth community centers. These services will increase the resilience of at-risk youth to resist gang recruitment.

CARSI LAC (Latin America and the Caribbean) Regional Workforce Development Program (RWDP) Implemented by: FHI 360 Duration: September 2015 - September 2020 Total Projected Investment: $34.99 million (Total USAID Honduras Funding: $1,300,000) The activity endeavors to improve technical tertiary institutions that are providing market-relevant, quality training to disadvantaged youth in Guatemala, Honduras, and Jamaica. Specific programs will be identified in targeted institutions based on each country’s workforce needs. In coordination with GOH efforts, RWDP will improve curriculum design and pedagogy, provide professional development for faculty and staff, and enhance labor market bridging services to help students find gainful employment after graduating. The activity will also improve access to selected technical programs by strengthening recruiting and admissions practices and by providing local and U.S.-based scholarships for disadvantaged students with strong leadership potential.

Reading Improvement Activity Implemented by: Education Development Center, Inc.

Duration: August 10, 2017 - August 10, 2022 Total Projected Investment: $54.96 million USAID will work with at least 2,500 schools to improve the early-grade reading skills of a minimum of 700,000 students in first through sixth grades. Investments will increase the reading comprehension capacity of sixth grade students by at least 20 percentage points and will increase the number of students who are able to read at grade level. Investments will include improving teachers’ effectiveness and approaches in classrooms, strengthening schools’ use of student assessment results, and increasing the quality, availability, and use of reading materials. USAID will also work with schools, community members, and parents to increase their involvement in education and efforts to improve the student’s reading capacities. In addition, USAID will provide other related services that support reading improvement, such as conducting applied research and strengthening monitoring and evaluation capacities in schools.

Economic Growth

Alliance for the Dry Corridor (ACS) Implemented by: MCA-H/INVEST-H Duration: January 9, 2014 - December 31, 2020 Total Projected Investment: $60.6 million As part of the USG’s Global Food Security Strategy, USAID will implement a market-based food security activity that will decrease poverty and undernutrition in western Honduras. USAID will leverage $20.2 million of Government of Honduras funding to move 10,000 families out of extreme poverty (defined as $1.25/person/day) and reduce stunting of children under five years of age by 20 percent in targeted communities. USAID and the GOH will improve agricultural productivity and increase agricultural diversification, link rural enterprises to new market opportunities, generate employment in rural areas, and increase access to rural financial services.

Investments will work with local governments and civil society organizations to strengthen their capacity to manage watersheds, improve water governance, promote better sanitary conditions, and improve nutrition and health services. By increasing incomes and access to economic development opportunities, this activity will strengthen communities’ resilience to economic shocks, addressing one of the major drivers of out-migration in western Honduras.

Alliance for Prosperity Alignment: Human Capital (Health); Productive Sector (Agriculture)

United States Department of Agriculture (USDA) Regional Program Implemented by: USDA Duration: April 5, 2011 - July 30, 2019 Total Projected Investment: $1.6 million USAID will enhance food security and promote regional agricultural trade by developing a new market information system database (SIMPAH) and developing local capacity for it to be used.

USAID will coordinate with other food security investments in the region to develop integrated pest management trainings and develop local capacity to improve crops and value chains. To expand export potential and improve inspection and quarantine services, USAID will strengthen its ongoing collaboration with the Chilean Agency for International Development (AGCID), the Chilean Ministry of Agriculture, and Chilean exporter federations through a public-private partnership. To strengthen farmers’ capacities to export horticulture and animal products to the US, investments will train farmers and exporters associations and GOH officials on compliance with the Food Safety Modernization Act. USAID will also train approximately 3,000 individuals to strengthen their sanitary and phytosanitary capacities, the use of market information systems, and to apply at least 16 policies that support implementation of existing regulations. Through these investments, USAID will increase economic development, foster regional trade, and create a market environment that incentivizes U.S. investments in the region.

Alliance for Prosperity Alignment: Productive Sector (Agriculture)

United States Forest Service (USFS) Interagency Transfer Implemented by: USDA Forest Service Duration: October 1, 2014 - September 29, 2019 Total Projected Investment: $3.75 million The USFS will contribute to the sustainability of USAID’s poverty reduction goals by providing technical expertise to the Government of Honduras, municipalities, and local leaders on forest and natural resources management, as well as other natural resources that provide vital ecological services to the communities. Investments will increase the ability to prevent and respond to forest fires for more than 400 community groups and will result in better management of more than 8,000 hectares in areas of biological significance. USAID will provide technical experts to advise the government of Honduras on issues such as the management and control of bark beetle, which has destroyed large amounts of the country’s pine forests. Investments will also support the creation of a Youth Conservation Corps for Honduras and will train and strengthen institutional coordination in forest fire management and control.

Alliance for Prosperity Alignment: Productive Sector (Agriculture)

Productivity and Opportunities for Development through Renewable Energy (PODER) Implemented by: Honduran Social Investment Fund (FHIS) Duration: June 25, 2014 - September 30, 2018 Total Projected Investment: $5 million As part of USAID’s Feed the Future (FTF) Initiative, USAID and the Institute for Community Development, Water, and Sanitation (IDECOAS)/Honduran Social Investment Fund (FHIS) will provide access to renewable energy or irrigation systems to at least 10,000 rural Honduran households, addressing some of the fundamental causes of poverty, food insecurity, and malnutrition. USAID, in coordination with the GOH, will promote technologies such micro hydro-power projects focused on irrigation, small bio-gas projects linked to agricultural activities, photovoltaic systems for community centers, solar dryers, and efficient cook stoves.

Additionally, investments will provide renewable energy to power economic activities that will allow beneficiaries to generate enough income to move out of poverty.

Alliance for Prosperity Alignment: Productive Sector (Agriculture)

ACCESS to Markets Activity (MERCADO) Implemented by: FINTRAC, Inc.

Duration: December 16, 2014 - December 15, 2019 Total Projected Investment: $24.33 million As part of the USG’s Global Food Security Strategy, USAID will reduce poverty, stunting, and food insecurity in western Honduras. Investments will move 10,029 families out of poverty, (defined as $1.25/person/day) and reduce by 20 percent stunting of children under the age five in targeted communities. Investments include increasing agricultural productivity and access to technologies that enhance production, and supporting agricultural diversification from traditional crops to high value crops. Investments will also expand rural financial services, increase consumption of more nutritious food in children under the age of five in order to reduce malnutrition rates, and improve sanitary conditions and community nutrition and health services.

USAID will increase employment and off-farm business opportunities and access to financial services with special emphasis on women, and will also help improve the business environment by improving municipal governance.

Governance in Ecosystems, Livelihoods, and Water Activity (GEMA) Implemented by: DAI Global, LLC Duration: September 6, 2016 - December 16, 2020 Total Projected Investment: $23.79 million Given that the lack of access to water and other natural resources-related shocks increase the likelihood of irregular migration, USAID will support the conservation of biodiversity, the protection of areas where water is recharged, and will reduce threats in biological significance of importance to natural resources. Investments will also increase the capacity of vulnerable populations to adapt to drier conditions and increase conservation-related, income-generating activities in communities. USAID will support income diversification and conservation-related businesses, such as ecotourism, certified coffee farming, and beekeeping to create 3,000 new jobs and increase net sales by $10 million. Investments will work with local and national institutions such as academia, civil society organizations, and municipal authorities to incorporate climate risk management data into the planning process of municipalities and other local institutions, and provide climate-related services.

Consultative Group on International Agricultural Research (IFPRI) Implemented by: World Bank Group Duration: September 30, 2011 - September 25, 2019 Total Projected Investment: $3.3 million The objective of the Consultative Group on International Agricultural Research (CGIAR Fund) activity is to evaluate and analyze the advances of Feed the Future (FTF) activities in Honduras.

This activity will allow the Mission to perform a population-based interim assessments across the FTF Zone of Influence (ZOI), as well as technical assistance, data collection, and evaluations for USAID/Honduras’ FTF activities, including baseline, midterm, and final evaluations.

Support Project for Local Water Planning Implemented by: International Center for Tropical Agriculture (CIAT) Duration: September 1, 2016 - December 31, 2017 Total Projected Investment: $800,000 This is an innovation initiative that focuses on the development of hydrological data generation technologies to help the GOH at the local and national levels manage water resources in Honduras, particularly in the western region of Honduras. Its objectives are to increase information about water supply and demand balances at the watershed levels to enable the GOH and local communities to use geographic information for decision-making. In addition, this tool will allow the GOH to identify potential sites for projects for drinking water and irrigation that will support poverty reduction efforts in western Honduras.

Assessment of Mycotoxins in the Corn Value Chain in Western Honduras Implemented by: Feed the Future Innovation Lab for the Reduction of Post-Harvest Loss Duration: March 2017 - June 2018 Total Projected Investment: $650,000 (USAID/Honduras Funding: $450,000) This activity will undertake a rapid assessment of the prevalence of mycotoxins in the corn value chain in the FTF Zone of Influence and build capacity within local universities to carry out future assessments. Mycotoxins may be a contributing factor to intestinal diseases and are strongly associated with stunting in children. Data on the presence of mycotoxins in the corn value chain is needed to fully address the problem of stunting in children in Honduras. The results of the assessment may be used to make improvements in the design of Feed the Future activities, especially with regards to technologies and practices to reduce post-harvest losses that hinder economic growth. Results will be disseminated to Government of Honduras officials and other donors.

Consultative Group on International Agricultural Research (CGIAR Fund) Implemented by: International Food Policy Research Institute Duration: October 1, 2011 - September 25, 2019 Total Projected Investment: $3.31 million USAID will evaluate and analyze the advances of food security activities in Honduras.

Investments will carry out the Population-Based Survey to determine the impact and outcomes of food security investments in the zone of influence.

Monitoring and Evaluation Support for Collaboration, Learning, Adapting (MESCLA)

Implemented by: Dexis Consulting Duration: January 4, 2016 - January 4, 2021 Total Projected Investment: $22.18 million USAID will improve all investments made in Honduras by strengthening the Mission’s collaborating, monitoring, evaluating, learning, and adapting capacities. USAID will design and implement both quantitative and qualitative evaluations and assessments, and provide expert analysis to improve quality and measure the impact of both GOH and its own programming.

USAID will strengthen its capacities to plan, design, and implement programs, while learning and disseminating information from rigorous monitoring and evaluation analysis of new and ongoing investments. With this investment, USAID will be better positioned to be a good steward of American taxpayer funds and ensure that investments can be adapted in implementation.

CARSI Return and Reintegration in the Northern Triangle Implemented by: International Organization for Migration (IOM) Duration: June 22, 2016 - June 22, 2019 Total Projected USAID Investment: $16.81 million (USAID/Honduras Funding: $5,813,000) This Program Contribution to IOM will strengthen IOM’s capacity to support national authorities to improve/expand in-processing and care of returning migrants; contribute to enhanced government capacities to address root causes of irregular emigration, alleviate push factors, strengthen prevention measures, and upgrade infrastructure; and, improve the availability, quality, and use of information to strengthen the reception and reintegration process. All these actions contribute to prevent (re)migration of returned migrants. This is the second program contribution to IOM for the safe return and reintegration of Hondurans, especially children and families, since October 2014. Over five years, these investments will support and provide services to approximately 150,000 to 250,000 people, depending on returned-migrant numbers.

Of these, about half will also receive direct basic humanitarian assistance as well. IOM will also support the Ministry of Foreign Affairs and up to 15 municipal governments to create Municipal Units for Attention to Returnees (UMARs) in the principal communities of origin for irregular migration. The UMARs will facilitate returnees effective reintegration by maximizing their access to public and social services, including protection, jobs and employability, home improvements, education, and counseling.
