Text version
USAID/Colombia is seeking potential sources for the supply of cost analysis reports of initial offers for three upcoming full and open procurements for cost reimbursement completion contracts for complex international development services.
The cost analysis reports will be required to contain the analysis for cost reasonableness and cost realism, including probable cost adjustments, to offers in response to the full and open solicitations. Offers in response to all three procurements will have budgets in the $25M to $49.99M range. These offers will contain complex, detailed line item budgets for the prime offeror and multiple proposed subcontractors.
The reports will be completed in a standard format based on a template provided by USAID/Colombia and will contain the analysis required under USAID internal policies and FAR 15.404-1, particularly FAR 15.404- 1(c).
Given the timing of the full and open procurements and the differences in size and scope, for which the cost analyses will be supplied, USAID/Colombia anticipates awarding three separate purchase orders not to exceed $25,000 each.
These cost analyses will be purchased by, supplied for, and delivered to the USAID Mission in Bogota, Colombia. The reports will be reviewed and may require revisions prior to acceptance of the final report.
Per FAR 5.101(a)(1), no further synopsis for these purchase orders will be published and USAID anticipates soliciting quotes orally pursuant to FAR 13.106-1(c).
If your company is interested in this opportunity, please submit a one page response to this sources sought notice that details the number of employees available to produce the reports, highlights any past experience in supplying cost analyses and cost realism analyses reports to U.S. Government agencies on large complex FAR-based service acquisitions, confirms your organization is registered and active in www.sam.gov, an email address and phone number for an individual capable of providing an oral quotation, and any other information you believe relevant to this opportunity.
In your response, please also identify if your organization currently is a small business under the 8(a), HUBZone, Service Disabled Veteran, or Women Owned small business programs.
Please also submit a completed representation found at FAR 52.204-24.
Your organization’s response to this sources sought publication must not exceed one 8 ½ x 11” page using 12 point font or larger, and be in Word or Adobe PDF file format. This page limit does not include the completed FAR 52.204-24 certification. Please submit your response to bogotausaidofficeaa@usaid.gov by November 23, 2020, 9:00 am Eastern Standard Time.
