USAID COLOMBIA

1. General Statement of Purpose of the Contract

The Government of Colombia is facing a crisis caused by the influx of Venezuelans into Colombia.

Since 2014, over 1.6 million people have fled Venezuela to Colombia, with that number conservatively anticipated to reach 2.5 million by 2021. Venezuelans have settled throughout the country, including in areas where formerly displaced Colombians are also returning. As a result, these receptor communities are facing unprecedented challenges in socially and economically integrating these migrants and returnees. Moreover, government systems related to health, justice, and education services are becoming overburdened. If not addressed, this migrant crisis has the potential of undermining Colombia's development or its delicate peace process. That said, the average Venezuelan migrant is young and often boasts high education levels. They also bring skills and professions that can benefit Colombian communities. If these attributes are mobilized towards broader community gains, Venezuelan migration has the potential to catalyze local development.

USAID/Colombia has received $80.1 million to date to provide immediate and medium to long-term assistance to the Government of Colombia to improve its capacity to provide services to this rapidly increasing population. In recognition of the protracted nature of the Venezuela crisis and the continuing influx and permanence of Venezuelan migrants in Colombia, USAID/Colombia created the new Venezuela Response and Integration Office (VRIO) in 2019. VRIO is currently staffed by three United States Direct Hire employees and plans to onboard at least four locally employed staff by the end of 2020. As the Office grows and significant parts of the portfolio are conforming into regular Mission planning and implementation processes, VRIO is conforming to longer term staffing patterns. However, given the high-level interest in the Venezuela response and continued volatile nature of the crisis, there is still a need for short-term expertise in managing critical technical and logistical aspects that impact or are impacted by the core USAID/Colombia response and integration portfolio.

The VRIO Outreach Advisor plays a crucial role in coordinating USAID/Colombia VRIO's efforts to strategically collaborate with Venezuelan humanitarian and development counterparts residing in Colombia, USG colleagues focused on Venezuela, and USG-funded programs that will be implemented inside Colombia. The incumbent will provide critical technical and logistical support for high-level visits focusing on the Venezuela response in Colombia and support internal and external communications efforts. H/She will also represent USAID/Colombia for the implementation of the regional Better Together Challenge, participating in the selection of programs and ensuring proper oversight of programs selected for implementation in Colombia.

ATTACHMENT 1SOL #72051420R00017

B.Strategic Communications and Logistics (30%)

•Plans, coordinates, and leads high-level USG Venezuela-related visits, requiring significant coordination with the interagency, implementing partners, and host country counterparts.

•Writes talking points, speeches, cables, factsheets, reports, and various communications for high-level USG, GOC, and international audiences.

•Provides weekly updates of news related to the Venezuela crisis and/or humanitarian and development response.

C.Program Design, Oversight, Monitoring and Evaluation (30%)

•Provide technical insight for new project designs.

•Serves as the USAID/Colombia POC for the Better Together Challenge, including participating in the selection of programs.

•Serves as Activity Manager for programs selected for implementation in Colombia.

•Advises VRIO on the status of implementation and promotes collaboration and synergies with core VRIO programs.

3)Supervisory Relationship:

The incumbent will be supervised by the Director of the Venezuela Response and Integration Office, USAID/Colombia, but is expected to function with a high degree of independence, requiring minimal oversight. The supervisor will provide input on work tasks, but the incumbent is expected to be a self-starter with the ability to work independently as well as part of a team.

4)Supervisory Controls:

The incumbent, having advanced expertise in project development and management, has continuing responsibility for planning and carrying out analysis independently; determining the approach to be taken and the methods to be used; resolving most of the conflicts that arise;

coordinating the work with others as necessary; and interpreting theory, practice, and policy in terms of established objectives. S/he keeps the VRIO Office Director informed of progress, potentially controversial matters, and problems with far-reaching implications. Completed work is considered technically authoritative and is normally accepted without significant change.

Review is normally limited to fulfillment of objectives and the effect of work on the overall portfolio.

"If a third country national (TCN) is selected for award, during the period of this contract, the TCN personal services contractor must provide training to a cooperating country national (CCN) designated by USAID. The PSC Supervisor will establish a training plan with benchmarks to measure the TCNPSC's progress toward achieving this training deliverable."
