About this file
This amendment modifies a solicitation for the USAID Indonesia Partnerships for Productivity (PADU) activity. The contractor will provide technical assistance and services to implement the PADU activity as described in the Performance Work Statement, including economic growth programs focused on agriculture, tourism, and trade. The amendment responds to questions from offerors by clarifying that Attachment J.2 is required for all past performance references both with and without CPARS reports, while Attachment J.3 is only necessary for references not in CPARS. It also confirms that the font size restriction of 6 points applies to graphics, charts, and text boxes. Only major subcontractors accounting for over 20% of costs must submit full budgets and narratives, while others need only provide letters of commitment.

USAID PADU
No. Question(s) USAID Response(s)
1 Page 9, Q&A 24: USAID/Indonesia's response to this question states, “Attachment J.3 is for both awards with CPARS and without CPARS. Offeror must fill out the question column of ‘Is there a CPARS report available? Y/N’”.
o The column which USAID/Indonesia is referencing in its response to Q&A 24 appears to be for Attachment J.2 (Past Performance Matrix).
o Could USAID/Indonesia please clarify its response and confirm that Attachment J.3 (Contractor Performance Reference Sheet) should only be submitted for contracts not in CPARS?
o We also note that page 122 in the original RFP issued on December 16, 2021 states, "For all contracts listed above that are not in CPARS and relevant assistance awards listed above, the Contractor Performance Reference Sheet (Attachment J.3) must be utilized in collecting the performance information."
Please confirm that a J.3-Contractor Performance Reference Sheet is not needed if all projects indicated in the J.2-Past Performance Matrix have CPARS reports available.
o If accurate, Answer #24 in the Q&A published in the RFP Amendment #1 should read “Attachment J.2-Past Performance Matrix is for both awards with CPARS and without CPARS. Offeror must fill out the question column of “Is there a CPARS report available? Y/N.”
Please refer to Page 122 of the RFP Section L.7.2 “For all contracts listed above that are not in CPARS and relevant assistance awards listed above, the Contractor Performance Reference Sheet (Attachment J.3) must be utilized in collecting the performance information.”
J.3-Contractor Performance Reference Sheet is not needed if all projects indicated in the J.2-Past Performance Matrix have CPARS reports available.
Attachment J.2-Past Performance Matrix is for both awards with CPARS and without CPARS. Offeror must fill out the question column of “Is there a CPARS report available? Y/N.”

2 Page 14, Q&A 44: USAID Indonesia's response to this question states, “For graphics and charts, the font size may be no smaller than font size 6.”
o Could USAID/Indonesia please confirm that this also applies to text boxes (i.e., the font size for graphics, charts, and text boxes may be no smaller than font size 6)?
Please confirm if textboxes are considered as charts/graphics and therefore can be afforded smaller font. If not, please confirm that they are considered normal text and should adhere to the Times New Roman 12pt. font.
Textboxes are considered as charts/graphics.
3 On page 123, Section L.8.2 Part 2, USAID says that any subcontracts more than 20% of the offeror’s total proposed cost (major subcontractors) must provide a similar detailed budget and narrative. In the Q&A, it mentioned major subs only providing an LOC. However, in the RFTOP on page 129, Section L.8.6, Section 6 (d) Subcontractor Information implies that Offerors are required to submit everything in parts (2 through 6) for all subcontractors. Can USAID please confirm that it would only like to see budgets, narratives, EOR, Section K, Disclosure of Lobbying, and LOCs, etc. for major subcontractors?
Yes, this requirement only applies to major subcontractors (subcontracts totaling more than 20% of the Offeror’s total proposed cost).
