11. STATEMENT OF DUTIES

A. General Statement of Purpose of Contract

USAID/Philippines’ Regional Executive Office serves as a regional support hub for itself and eleven (10) other countries, directly impacting the recruitment, onboarding, personnel maintenance, and general administrative support of over 200 personnel throughout the region. The countries with a presence are the Philippines, Mongolia, Fiji, Marshall Islands, Papua New Guinea, Solomon Islands, Micronesia, Palau, Japan, Korea, and Australia.

ICASS general services support and standards in the Philippines and throughout the region are notable for being medium to poor, particularly in housing maintenance and office space relative to growing staff. With more junior officers helming these ICASS support systems for DOS, the need for oversight and holding staff covering ICASS to well-established servicing standards is even more critical for USAID as it onboards more staff to meet the goals of the Pacific transition.

The incumbent will provide leadership, training, and professional development to FSNs as needed and monitor the service provision and performance of Embassy GSO staff and make recommendations to EXO and the relevant Front Office. The RSGSS will supervise the day-to-day activities and provide technical advice and guidance for any FSN hired by USAID to conduct General Services functions in the region. The incumbent will also monitor the work/performance of DOS staff covering office buildings, dining facilities, warehousing, residential homes, trailers, generators, sewage and water treatments, water tanks and pumps, security teams and equipment, fuel storage, and vehicles as they impact USAID staff in that country.

The RSGSS position includes work of significant and vital responsibilities and duties critical to Agency operations in the Asia Pacific region. The RSGSS performs duties and responsibilities under general administrative discretion with a wide latitude for the exercise of independent judgment. The RSGSS is considered an expert and is consulted by other experts. Due to the RSGSS’ expertise and standing as a qualified professional in his/her field, his/her conclusions and recommendations will be considered by other USG agencies. S/he has formal decision-making authority in the GSO program area as it relates to USAID and USAID staff in engagement with the relevant Embassy GSO. The RSGSS duties vary significantly and require many different unrelated processes and substantial depths of analysis.

Under the authority of Manila REXO, the RSGSS’ role is regional and includes support and service to each OU in need of RSGSS support. Each OU is different, although all under ICASS, so decisions will often involve undefined areas and issues that require extensive probing and analysis to determine the scope of the problem. Most of the OUs are on islands that are remote and given the Pacific transition, there are continuing changes in program, technological developments, unknown phenomena, and conflicting requirements that may occur. The work of the RSGSS involves isolating and defining unknown conditions, resolving critical problems, and developing new theories in tandem with the Embassy GSO and/or Management Officer. The work of the RSGSS directly affects the development of USAID programs and well-being of all USAID staff.

The RSGSS provides support to all USAID Principal Officers and staff in each OU and to the USG offices like DOS that are supporting USG agencies at post. The support shall include providing technical advice, overseeing project implementation, and providing timely quality assurance support. For example, in Fiji, primarily the RSGSS will provide oversight of the buildout of the new office building and planning the movement and move of all staff. In Papua New Guinea, identifying new office space and/or alterations to the current space is critical for the RSGSS among other requirements.

The Regional Senior General Services Specialist (RSGSS) is a member of the Regional Executive Office (EXO) in USAID/Philippines and has regional responsibility for assessing, analyzing, planning, organizing, and coordinating with relevant USAID and U.S. Embassy staff on general services work activities in Manila, Philippines; Suva, Fiji; and Port Moresby, Papua New Guinea, among other regional operating units under the Philippines Regional Supervisory Executive Officer (S/EXO). The RSGSS covers the core functional units of general services: assessing, reviewing and making recommendations on ICASS Facilities/Housing Maintenance; Motor Pool; Supply/Warehouse;

Property/Housing; and Shipping and Customs, as needed; providing ICASS budgeting and workload count support, and interacting with Department of State (DOS) staff and systems on behalf of USAID as well as delivering timely general support servicing and standards for the thirteen (13) Operating Units (OU) that USAID/Philippines covers. The RSGSS will also assist in recruiting, supervising, and training relevant local staff on general services, support and standards and Department of State (DOS) systems under

ICASS.

Under the direction of the Supervisory Executive Officer in country (or designee) and reporting to the Regional S/EXO in Manila, Philippines, the RSGSS is responsible for assessing, analyzing and making recommendations on improving all Embassy systems of support to USAID staff - from the apportionment of office building space and residential housing to maintenance and repair of all buildings/facilities, to motor pool, real property services, property supply and warehouse, custodian services, security, and fire and safety programs. When in any of the 13 OUs, the RSGSS will be on call all day, every day per week to vet emergency services for USAID staff and to provide GSO-specific guidance and assistance to the EXO and USAID staff. The RSGSS may serve as the Contracting Officer’s Representative (COR) or alternate for any life support or other EXO-related administrative operations or security support contract which provides security, maintenance, food services, cleaning services, office space/hoteling or other administrative support service.

In Fiji and Papua New Guinea (PNG), as USAID works to advance and secure new office building space in both locations, which will include gutting, repairing, creating new build-out space for staff and later the planning and moving of staff, office furniture and equipment, the RSGSS will work in tandem with both the Fiji/PNG and Manila Executive Officers to ensure optimal support from the Embassies in Fiji and PNG and relevant USAID and DOS staff in Washington, D.C. HQs support. The continuous engagement of the RSGSS with USAID/SEC, M Bureau units and others as well as DOS elements at post will be critical to the overall achievement of USAID/Pacific Islands objectives in Fiji.

The RSGSS will work independently, administratively report to the Executive Officer in country (with overall direction and guidance from the S/EXO in Manila) and will directly train and oversee any Foreign Service National (FSN) General Services staff as they are onboarded in any country. This is a position of substantial complexity and range, demanding flexibility and adroitness. The RSGSS must demonstrate leadership and exceptional initiative to address general services management issues and pitfalls in 13 OUs. The position requires the ability to plan, implement, follow up and work both independently and within a team setting. Additionally, the ability to operate sensitively and effectively in operating environments characterized as stable to post-conflict/developing is essential. S/he must be able to devise solutions for situations that may involve conflict between stakeholders, unclear or contradictory policies, and weak local infrastructure. S/he will make vital decisions and recommendations on issues that are essential to the mission of USAID in country. These decisions and recommendations may significantly impact and possibly change Embassy policies, practices and programs that affect all Embassy staff working and living in that country.

B. Statement of Duties to be performed:
