About this file
This document contains supplemental responses to questions from Amendment 1 of the request for proposal (RFP) for USAID Philippines' Strengthening Private Enterprise for the Digital Economy (SPEED) Activity. The RFP seeks technical assistance services to enable greater participation of Philippine small and medium enterprises in the digital economy. Key clarifications provided in the responses include: grants under contract totaling $800,000 must be implemented within the base period of the award; the $800,000 total for grants under contract should be treated as both the minimum and maximum value and will not be reallocated to other programmatic costs. The activity will focus on improving SME e-commerce capacity and participation, expanding e-payment systems and supply chain integration, and increasing consumer protections. Subject to availability of funds, the activity is estimated to be implemented over five years at a cost of $15-19.95 million.

Response to Questions
The following are the supplemental responses to questions that were indicated as pending in RFP Amendment 1:
Question 42: L.6(C) (RFP pg. 104): The RFP states that offerors should include Grants Under
Contract for a total of $800,000. Can USAID clarify if Grants under Contracts in the amount of $800,000 should be for the Base Period or Base Period plus Option Year 1?
Response 42: The Grants under Contract must be implemented within the base period of the award. This clarification is also reflected in Section L.6(C)3 of this RFP Amendment 2.
Question 47: Section L.6(c) 3: The RFP states that the Grants under Contract for this project will for a total of $800,000. Is this total inflexible or can offerors propose to allocate more of the proposed project budget to grants?
Response 47: The $800,000 GUC must be treated as both minimum and maximum value and
USAID will not consider reallocating program funds to grants nor GUC funds reallocated to other programmatic costs. This clarification is also reflected in Section L.6(C)3 of this RFP Amendment 2.
Question 62: A strategic approach of SPEED is to “undertake efforts to engage companies and investors to explore opportunities for collaboration and where and when possible, cocreate new solutions and innovative approach to achieve project outcomes.”
The proposed grant funding will be a crucial factor to mobilize private sector co-investment in large-scale initiatives that support attaining the project’s desired outcomes. Given the maximum leverage rate such grants can achieve, will USAID consider increasing the total grant budget to maximize private investment in transformative and innovative solutions for SME digitization?
Response 62: Please see Response 47 to this supplemental response to questions.
