Amend answer to Question 17
Answer to Question 17 in Amendment 2 is deleted in its entirety and replaced with:
Use of construction depends on the Offeror’s preferred approach. Any proposed construction must comply with ADS 303maw, USAID Implementation of Construction Activities.
Additional Questions
88. It is understood that considerable investment is needed to achieve PNG’s electrification goals, and the 200,000 new household connections to be added through USAID’s PEP. Would USAID consider sharing any update (from the background information included in the RFP) of USAID’s current understanding of any funding commitments for these connections from USAID or other PEP partners that are in place, or that are anticipated during the project lifetime?
USAID: The current investment of PEP partners is dynamic and will continue to evolve throughout the life of project.
89. The development hypothesis provided on page 8 offers a broad roadmap for the PEP. On page
76, the Performance Work Statement (PWS) asks offerors to lay out a theory of change (TOC) that covers all four objectives in the Statement of Objectives (SOO). Would USAID be open to a more nuanced approach to the TOC to deliver the objectives?
USAID: USAID leaves it to the Offerors to develop their PWS.
90. We note that Consent(s) to Subcontractors are not required as part of the Cost/Business Proposal. Can bidders assume that all proposed subcontractors are considered approved pending award?
USAID: Yes, provided the proposed subcontractor costs have been reviewed and approved prior to award; and the name of the approved subcontractor is reflected in the contract.
91. Section L.7.5 states, “The Prime Offeror and subcontractor(s) must submit sufficient evidence of responsibility for the Contracting Officer to make an affirmative determination of responsibility pursuant to the requirements of FAR Subsection 9.104-1.” Does this requirement apply only to the Prime Offeror and all Major Subcontractors, as defined in Section L.6, Part 4:
PAST PERFORMANCE INFORMATION?
USAID: It is the Prime Offeror’s responsibility to provide sufficient information to comply with the requirements of FAR Subsection 9.104-1.
92. On Page 21, F.9 Key Personnel, only the COP position has been mentioned with up to four additional key personnel positions. Would USAID confirm that (a) Key Personnel do not have to be resident and (b) there can be fewer than five Key Personnel?

USAID: (a) Key Personnel must reside in the place of performance; (b) please see response to question 7.
93. Attachment_J.3 “Budget Template” includes consultants under the SUBCONTRACTS subheading. Can USAID confirm this does not include independent consultants that will be employed by the prime contractor whose LOE appears under the LABOR subheading?
USAID: USAID leaves it to the Offeror to propose cost categories in addition to the cost categories found in the revised Attachment J.3, Budget Template.
94. Would USAID confirm if offerors may propose additional cost categories that are not explicitly stated in Attachment_J.3 “Budget Template”?
USAID: Please see response to question 93.
95. On Page 29, under H.6 Authorized Geographic Code, it states that waivers will be provided on a case by case basis. In an effort to expedite contract mobilization, are subcontractors that are included in the proposal and budget granted waivers at the time of award?
USAID: Please see response to question 73.
96. On Attachment J.3 “Budget Template,” the detail Subcontractor tab doesn’t include any area in the Excel template to include travel, and Other Direct Costs. Could these elements of costs be added to the template in a similar way to the Prime Contractor template?
USAID: Please see the revised Attachment J.3, Budget Template.
97. On page 78, the RFP defines a major subcontractor as one whose proposed cost exceeds 25% of the Offeror’s total proposed level of effort (LOE). Would USAID clarify if proposed cost refers to the subcontractor’s LOE cost or LOE days?
USAID: Please see response to question 46.
98. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?
USAID: This is a new requirement.
