SUBJECT: Solicitation for Off-Shore US/TCN Personal Services Contractor (US/TCN PSC) for the position of SENIOR PROGRAM ADVISOR

The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications (AID Form 309-2) from qualified U.S. citizens, U.S. Resident Alien or Third Country National to provide services as Senior Program Advisor under a Personal Services Contract, as described in the attached solicitation. The place of performance for this position will be in Rangoon, Burma.

Submissions to this solicitation shall be in accordance with the attached information, at the place and time specified. Incomplete, unsigned or late applications will not be considered. Applicants should retain for their records copies of all enclosures which accompany their applications. Applications received after the closing date and time contained in this solicitation will be considered late and will not be considered.

SOLICITATION FOR OFF-SHORE US/TCN PERSONAL SERVICES CONTRACTOR FOR THE POSITION OF SENIOR PROGRAM ADVISOR

A. GENERAL INFORMATION

1. SOLICITATION NO.: 72048218R00007

2. ISSUANCE DATE: July12, 2018

4. POSITION TITLE: Senior Program Advisor

5. MARKET VALUE: GS-14 ($89,370 - $116,181 per annum). Final compensation will be negotiated within the listed market value based upon the candidate’s past salary, work history and educational background. Salaries over and above the top of the GS-14 pay range will not be entertained or negotiated.

6. PERIOD OF PERFORMANCE: One year, beginning o/a October 1, 2018

7. PLACE OF PERFORMANCE: USAID/Burma Rangoon

9. AREA OF CONSIDERATION: United States Citizens (A U.S. citizen for purposes of this definition also includes persons who at the time of contracting are lawfully admitted permanent residents of the United States) and Third Country Nationals

10. SUPERVISORY CONTROL: The US/TCN PSC will have supervisory responsibilities for two cooperating country nationals (CCNs)

11. POSITION TITLE OF DIRECT SUPERVISOR: Office Director, Program Office

12. MEDICAL CLEARANCE: The apparently successful applicant must be able to obtain required medical clearance as a pre-condition for employment.

13. SECURITY CLEARANCE: The apparently successful applicant shall be required to obtain a Facility Access level security clearance as a pre-condition for employment.

14. PHYSICAL DEMANDS: The primary location of work will be the U.S. Embassy in Rangoon, Burma. Work in the office is expected to be mostly sedentary. Secondary locations will include implementing partner offices and field offices, project site field locations, the location of program beneficiaries in rural and in urban areas, Government of Burma departments and NGOs, as well as attendance at conferences and training. The Senior Program Advisor will face heavy workloads.

B. POSITION DESCRIPTION

1. Serve as senior advisor to the Mission Program Development Office: Provide strategic guidance, analysis, advice and recommendations to the USAID/Burma PDO on all aspects of ongoing or potential future USAID/Burma activity in the region. Provide similar inputs in discussions with members of Embassy country teams, other donors and counterparts, assuming responsibility as necessary for representing USAID in meetings and consultations.

2. Now in its sixth year of operations, the Mission has established systems to enable normal mission functions beyond the transition and start-up phase. Much more is yet to be done. The incumbent will conduct an assessment of current systems and advise on a plan for PDO implementation over the course of the next few years to establish, increase, and/or deepen systems that will enable the Mission to continue to successfully achieve programmatic and strategic goals through sound business processes.

3. Serve as a senior advisor to the Mission on Strategy and Program activities: Burma is in the early stages of a democratic transition after over 60 years of military rule. After a few early successes, namely the 2015 elections and the peaceful transfer of power to a civilian-led government in 2016, and in the midst of the current Rakhine crisis, increasing conflict in other parts of the country, and a possibly stalled peace process, USAID Burma is attempting to develop its first ever Country Development Cooperation Strategy. The strategy will need to be flexible and require frequent review to adapt to a fast, changing context. In addition, it will need to be written and done through a conflict-sensitive lens.

4. The incumbent will provide analytical leadership in preparation of USAID Burma CDCS, including work with teams to develop an initial Results Framework along with an accompanying narrative outline. S/he will interact with USAID/Washington’s Policy, Planning and Learning (USAID PPL) Bureau and Office of Conflict Management and Mitigation (USAID CMM) on strategy development, and will have significant involvement in reviewing work plans, drafting correspondence, making strategic and tactical adjustments, and assuring the achievement of results in the development of goals and objectives that will inform new projects while possibly amending current activities.

5. Provide support across the full range of Mission activity: Provide quality advice and recommendations on technical issues related to Mission’s prospective future activities as well as the Mission’s currently approved program objectives, particularly as it relates to an influx of resources outside of the current plan.

6. Lead Mission to establish an effective program monitoring system: Take an active role in guiding a process to establish a framework for the Mission’s Performance Management Plan and developing Project Monitoring and Evaluation Plans. As the Mission seeks to adopt AidTracker+ (AT+) provide guidance on the implementation and roll out of the Aid Tracker+ system as the Mission broadens the use of this new Agency initiative. Also assess, make recommendations, and assist in implementing the recommendations on ongoing program performance, possibly in part through site visits as well as regular discussions and consultations with USAID/Burma key staff and stakeholders.

7. Mentor USAID/Burma staff: Provide advice, guidance and on-the-job training across the full range of technical, administrative and procedural issues and activities as needed by USAID/Burma staff, across all categories and at all levels, as it relates to the planning and implementation of an effective USAID program in Burma, as well as professional development for PDO.

8. Undertake Other Activities as Appropriate: From time to time, the incumbent may be required to perform certain other duties relevant to this position that is not specifically described above. Such additional duties as assigned by the USAID/Burma PDO Director or designee are considered inherent to the position as well as for the smooth functioning of a results-oriented USAID Mission.

C. SUPERVISION RECEIVED

The Senior Program Advisor position will provide Senior-level support to the Mission and targeted support in the Program Development Office. S/he will report directly to the PDO Office Director and/or her designee.

D. AVAILABLE GUIDELINES

USAID/Burma operates using a team approach. With this in mind, the Senior Program Advisor must demonstrate excellent communication and interpersonal skills. Flexibility and a pragmatic, results-oriented approach are also essential. S/he must also be very familiar with USAID ADS 200 series.

E. EXERCISE OF JUDGMENT

The incumbent is required to exercise independent judgment and ingenuity to interpret and develop applications and guidelines in devising innovative approaches to resolving technical, administrative, managerial and/or policy problems. Excellent (balanced) judgment must be exercised in setting priorities. The use of initiative, discretion and patience is expected from the incumbent in dealing with USAID, Burma personnel as well as representatives from other donor organizations or partners, to resolve problems that arise during the course of work for which there is often no clear or immediate solution. In addition, considerable judgment is required in working effectively and coordinating multi-sectoral efforts in support of USAID Burma development objectives, and in collecting, analyzing and reporting on progress of activities and recommending project actions. The incumbent will also be required to follow and adhere to USAID’s Code of Ethics and Conduct.

F. AUTHORITY TO MAKE COMMITMENTS

The incumbent will have no independent authority to commit U.S. Government (USG) (USAID, Burma) funds on behalf of the U.S. Government.

G. NATURE, LEVEL AND PURPOSE OF CONTACTS

An essential element in this assignment is the effective coaching and mentoring of the Mission’s staff across all categories and at all levels, including U.S. Direct Hire staff, on USAID programming policies and procedures as well as the technical aspects of program planning and implementation in a transition environment. In addition, the incumbent must maintain effective and productive working relationships with other Embassy staff; with Washington counterparts; with other donors; and with the full range of USAID/Burma’s stakeholders and development partners, both inside and outside the government.

H. SUPERVISION EXERCISED

Overall management of the Office is in a collaborative team environment, with the incumbent participating fully as a peer and colleague. Specific work plans and anticipated results are developed in consultation with the Program Team. However, the incumbent will have supervisory responsibilities for two cooperating country nationals (CCNs).

I. MEDICAL AND SECURITY CLEARANCE

The selected candidate must obtain a U.S. Government Facility Access security clearance and medical clearance. If such clearances are not obtained within a reasonable time or negative suitability issues are involved, any offer made may be rescinded. Details on how to obtain U.S. Government security and medical clearance will be provided once a job offer is made and accepted. The selected candidate must be available to start work as soon as valid medical and security clearances are obtained.

J. FINAL OUTBRIEF REPORT

Incumbent will Submit a final out-brief report to the Supervisor prior to departure. The final out brief report will summarize the activities undertaken and the result during the performance of the contract.

K. REQUIRED QUALIFICATIONS AND SELECTION CRITERIA

In order to be considered for the position, a candidate shall be a U.S. citizen or US. Resident Alien or Third Country National and must meet the minimum qualifications listed below. The applicant must submit an application in accordance with the guidance below.

Consideration and selection will be based on a panel evaluation of the Selection Criteria. Please note that only shortlisted/finalist applicants will be interviewed or contacted. USAID does not pay for any expenses associated with the interviews unless expenses are pre-authorized. Reference checks will be conducted on those candidates selected for an interview. The applicant’s references must be able to provide substantive information about his/her past performance and abilities. If an applicant does not wish USAID to contact a current employer for a reference check, this should be stated in the applicant’s cover letter, and USAID will delay such reference check pending communication with the applicant.

Candidates will be evaluated and ranked based on the following selection criteria with a maximum of 100 points:

20 Points Education: A Master’s degree from an accredited U.S. college/university is required (equivalency accreditation is required, if a non-U.S. institution) in international development or related field.

50 Points Job Knowledge and Prior Work Experience: Must have a minimum of five years direct experience in being responsible for complex international program development. It is strongly desired that the successful candidate will bring an in depth understanding of USAID ADS 200 to the work.

30 Points Other Skills and Abilities:

· Applicants must demonstrate their skills, and abilities in advanced conceptualization, analyzing and organizing a large amount of complex information simultaneously, and strategic planning. Attention to detail and an ability to work calmly and skillfully under pressure are essential.

· Skills in researching, preparing and presenting oral and written reports and ability to influence opinions of others are necessary.

· Required computer skills: Microsoft Word, Excel, Power Point, Outlook, web-based applications, and data base front-end programs.

· Fluency in spoken and written English at Level 4 is required.

a. A cover letter of no more than 3 pages that demonstrates how the candidate’s qualifications meet the work requirements and addresses the Evaluation/Selection Criteria in this solicitation. Your availability must be indicated in your cover letter.

b. A curriculum vitae which, at a minimum, describes education, latest experience and career achievements;

c. A relevant writing sample, minimum of two pages and maximum of four pages;

d. References of three individuals who have direct knowledge of your work and ability to perform the duties set forth in the solicitation. Please provide the names and current contact information (e-mail and phone);

e. Information on current or prior U.S. Government security clearance and current or prior U.S. Government/employment medical clearances, if any.

f. A written statement certifying the date and length of time for which the candidate is available for the position.

II. BENEFITS / ALLOWANCES

As a matter of policy, and as appropriate, an individual meeting the requirements of an offshore hire PSC is normally authorized the following benefits.

Individuals meeting the definition of resident hire will only receive the standard compensation package that includes a contribution for life and health insurance and a contribution to FICA.

III. TAXES:

USPSCs are required to pay Federal income taxes, FICA, Medicare and applicable State Income taxes.
