10. STATEMENT OF DUTIES:
A. INTRODUCTION AND BACKGROUND
Located between Indonesia and Australia, Timor-Leste gained independence in 2002 after almost 25 years of Indonesian occupation. It is a majority Christian democracy and post-conflict, fragile state that is a member of the G7+ and aspires to join the Association of Southeast Asian Nations. Located in the Indo-Pacific region, Timor-Leste is of great interest to China. Many government buildings have been built by the Chinese and much of the new road infrastructure has been awarded to Chinese companies. Human and institutional capacity remains weak while poor infrastructure, combined with uncertain land tenure, constrains economic growth and inhibits access to rural areas. Thirty-five percent of Timorese live in extreme poverty and malnutrition rates for children under 5 are among the highest in the world at 46 percent.
With a population of 1.2 million, 60 percent under the age of 25, instability is likely if the government cannot grow the economy or if the private sector is not supported to establish enterprises and create jobs. The economy is almost entirely dependent on offshore petroleum production, supplemented by remittances, donor assistance, and limited coffee exports. Timor-Leste, as a relatively remote location, was able to minimize their exposure to COVID 19 until 2021 and as of June 2 the country is reporting over 7,300 cases and 16 deaths. The country remains vulnerable due to their shared land border with Indonesia, the anticipated return of Timorese and expatriates, the weak capacity of the health and surveillance systems, and their economic dependency on imports and oil.

The United States Agency for International Development (USAID)/Timor-Leste strategy encompasses three ambitious themes, inclusiveness, prosperity, and health, that are essential to furthering self-reliance, from workforce development to the business-enabling environment, and greater government accountability. With relatively modest investments, USAID/Timor-Leste will lay the foundation to ensure that all Timorese, particularly the most vulnerable, are able to reap the benefits of a nascent private sector and a better governed Timor-Leste.
