About this file

This document includes an amendment to a request for proposals and related questions and answers. The U.S. Agency for International Development in Vietnam seeks proposals to provide higher education policy support services over five years. Offerors must propose costs between $14.5-$15.5 million that are appropriate, realistic and reasonable to achieve required results. Proposals are due by the specified date and time via email. The amendment clarifies that illustrative indicators must be included in proposals to demonstrate how activity goals, objectives and successes will be measured. It also provides responses to questions received, confirming the submission email and that indicators will be solidified after award through a monitoring, evaluation and learning plan.

Subject: Amendment 01 to the Request for Proposal No. 72044023R00003 for USAID Higher

Education Policy Support (HEPS) Activity

To All Prospective Offerors:

The purpose of Amendment No.01 to the Request for Proposal (RFP) No. 72044023R00003 is to:

1. Amend the above-referenced RFP, originally issued on May 10, 2023 as described below:

i. In page 81, delete the paragraph L.6.2.1 Technical Approach and replace in its entirety with the following:

“L.6.2.1 TECHNICAL APPROACH

The Technical Approach should demonstrate the Offeror’s understanding of the technical requirements of the activity and propose a realistic approach for achieving the objectives and expected results specified in the Statement of Work.

Offeror may propose new deliverables, illustrative standard and custom indicators, and results in addition to those already outlined in this RFP, including specifically in Section F. If doing so, Offeror must describe how it will achieve the proposed deliverables and results and within a scheduled period.

*Standard and custom indicators will be solidified post award through the AMELP drafting process and within the final AMELP itself. See F6.2.3. Activity Monitoring, Evaluation and Learning (AMELP).”

2. Provide responses to questions received in response to the RFP. See Attachment 1 to the Amendment.

All information in the original RFP remains unchanged and in full effect.

Sincerely, Bryan Moody Contracting Officer USAID/Vietnam

Q.1 Could you please confirm that the appropriate submission mechanism to be used for proposals under this RFP is emailing the proposal to vietnam-hanoi-usaid-oaa@usaid.gov?

A.1 Yes, USAID/Vietnam confirmed.

Q.2 On page 18 under Performance Monitoring and Evaluation, the RFP states, "The Contractor must creatively propose innovative and measurable indicators in order to track performance towards the goal/objectives/successes of the Activity as well as support learning and adapting throughout implementation." Could USAID please confirm whether indicators are expected to be proposed at the proposal stage or after award?

A.2 The proposal must include illustrative indicators, which demonstrate how Activity goals, objectives and successes will be measured and reported. Section L.6.2.1 in page 81 was amended to reflect changes resulting from this question.

Q.3 Could USAID kindly add a grants authorization clause in Section H starting on page 36?

A.3 Grants under Contracts are not authorized under this activity.
