GENERAL INFORMATION

USAID/Vietnam anticipates awarding one cost plus fixed fee term type contract with a period of performance of five (5) years.

Offerors write the actual performance work statement.

This contract will be structured using a job order system Organizational Conflicts of Interest (OCI) Aggressive procurement timeline.

OVERVIEW OF THE

SOLICITATION

Support USAID/Vietnam staff and our partners to be more efficient, effective and transparent in achieving program results through the use of evidence, performance management techniques, and Collaborating, Learning and Adapting practices.

TECHNICAL INFORMATION (1)

PURPOSE

Three key performance objectives:

Strengthen USAID/Vietnam, implementing partners, and local entities’(GVN, local organizations) institutional capacity, particularly in monitoring, evaluation, learning, collaboration and adaptive management, to achieve expected results;

Deepen use of monitoring, evaluation and other types of data to support learning and improve performance at all levels; and Improve coordination, collaboration and learning between USAID/Vietnam staff, Government of Vietnam (GVN), our IPs, and key stakeholders.

OBJECTIVES

Cost plus fixed fee term The contractor must work towards the objectives and provide the deliverables in the contract.

The Government estimates 34,764 days LOE, including All direct charged labor Payment of fixed fee shall be allocated based upon the proportion of LOE provided Job Order System

PROPOSAL PREPARATION

Technical proposal should take into account our evaluation criteria found in Section M.2 the RFP The proposal must be written entirely in English The technical proposal is limited to 35 pages Any pages that exceed these limits will not be evaluated unless specifically stated in the RFP We’re looking for solid analyses

Business Proposal Must be completely separate from the Offeror's technical application Past performance is part of the business proposal

Proposal must be sent to: mcapobianco@usaid.gov and hdang@usaid.gov Proposals must be submitted electronically Offerors must not submit zipped files Attachments must be submitted in Adobe PDF or Microsoft Office Proposals must be received no later than 1600 Hanoi Local Time on April 01, 2019 Offerors are responsible for confirming that their complete proposals were received electronically by USAID
